That the Planning and Development Committee recommend
that Council:

This vacant parcel of land lies on the east side of Jockvale Road south of the Jock River and southeast of the existing Stonebridge Golf Course. In order to proceed with the phased expansion of the Monarch Golf Community, amendments are needed to the former Region of Ottawa-Carleton Official Plan, the former City of Nepean Official Plan and the new City of Ottawa Official Plan.
Official Plan:
The site is designated ‘South Urban Centre Future Development’ in the former Region Of Ottawa-Carleton Official Plan and ‘Residential’ in the former City of Nepean Official Plan. The City of Ottawa Official Plan, as adopted by City Council in May 2003, designates the subject area as ‘General Urban Area’.
Monarch Construction is seeking approval to modify the former Region Of Ottawa-Carleton Official Plan to remove the lands from the ‘South Urban Centre Future Development’ designation and change it ‘General Urban Area’. Further amendments are also being requested to the City of Ottawa Official Plan Secondary Plan and the Nepean Official Plan Secondary Plan policies and Schedules as they relate to The South Urban Community - Area 12A, to enable the continued phase by phase expansion of the community.
DISCUSSION
In July 1997, the Council of the former Region of Ottawa-Carleton adopted the Region of Ottawa-Carleton Official Plan. At that time, some lands south of the Jock River in the former City of Nepean owned by Monarch Construction Limited were designated “Town Centre” and General Urban Area”. The remainder of Monarch Construction’s lands, located south of Cambrian Road and east and west of Jockvale Road, was placed in a “South Urban Centre Future Development” designation in the Regional Plan with the view that these lands were to form part of the expanded south urban community in the former City of Nepean.
In the past five years, significant change has occurred in the South Urban Community in the immediate vicinity of the Monarch lands; the Town Centre, immediately to the north, has expanded rapidly with over one-half million square feet of new commercial space having been built in the last two years, a new 1, 400 pupil school was recently completed in the Town Centre. In addition to an 18 hole public golf course constructed by Monarch, the City has constructed four soccer fields, a cricket pitch and a waterfront trail on City-owned waterfront land abutting the Monarch development, a one kilometer portion of which was transferred to the City by Monarch as part of the subdivision process.
To enable development, and in accordance with an approved Master Servicing Study, Monarch has constructed a second 16 inch diameter water feedermain to the site, a sanitary pump station and a forcemain connection to the West Rideau Collector Sewer, and a stormwater management facility. The feedermains now in place are adequate to serve the balance of the Monarch site, as is the trunk sanitary sewer system, which has been oversized to accommodate the future flows from Manotick. The stormwater facility and storm trunk system, pipes that are seven feet in diameter, are sized to service most of the remaining site. The expansion of this development will include the completion of looping of the feeder watermain and the collector road back to Jockvale Road. It will also include the extension of the oversized gravity sanitary truck sewer system up to Jockvale Road that will provide an outlet for the Manotick sewer system.
The development is now within the urban transit area with a 13 minute scheduled peak hour bus running to the recently expanded park and ride facility at Fallowfield Road and Woodroffe Avenue. Recently constructed bus-only lanes on Woodroffe have improved the direct connection from the park and ride facility to the transitway station at Baseline Road.
Monarch has registered and developed a number of subdivision plans in the area within the existing “General Urban Area” Official Plan designation. The final phases of development within the latter designation have been designed and the applicant has submitted a subdivision application for their next phase.
The newly adopted City Official Plan, in recognition of the progress of development activity in this area, has designated the site as “General Urban Area”. Therefore, the amendment to the Region Of Ottawa-Carleton Official Plan is merely an administrative formality in view that the City Official Plan has not received Ministerial approval at the time of report preparation. Concurrently, and for the same rationale, it is being requested that the local Official Plan Secondary Plan policies for Area 12A, commonly known as the Jockvale Golf Community be amended. This Jockvale Golf Community Secondary Plan further details development policies for the part of the Monarch Golf Community lying east of the Jockvale Road.
Staff supports the proposed amendments as they will facilitate the logical extension of the already developed community and given that the infrastructure systems have been sized to accommodate this build out of the development.
A Notice of Public Meeting was mailed to all landowners within 120 metres of the subject property and selected review agencies. On-site information signs were also posted indicating the nature of the application. The Ward Councillor is aware of the application and no concerns were raised at the time of writing of this report.

PART B - THE AMENDMENT, consisting of the following text and map (designated Schedule "A" and “B”) constitutes Amendments 52, 32 and XX to the Official Plans of the former Region of Ottawa-Carleton, City of Nepean and City of Ottawa respectively.
PART A - THE PREAMBLE
PURPOSE:
The purpose of amendments 32 and 52 are to
permit the extension of residential development by Monarch Construction in the
Jockvale Golf Community in the South Urban Area of the former City of Nepean. The
amendment alters the land use designation of this property on Schedule “B” of
the Region Of Ottawa-Carleton Official Plan from “South Urban Centre Future
Development” to General Urban Area” and amends the text of the Nepean Official
Plan Secondary Plan policies for Area 12 also know as the Jockvale Golf
Community. The latter changes update the policies of the Secondary Plan to add
reference to these lands and the Schedule changes are necessary to update the
targeted number of dwelling units and land use designations.
The lands affected by this
amendment are located on the
east side of Jockvale Road south of the Jock River and south of the
existing Stonebridge Golf Course.
Monarch Construction has registered and developed a number of subdivision plans in the South Urban Community of the former City of Nepean, in an area now referred to as the Jockvale Golf Community within the existing General Urban Area” Official Plan designation. The final phases of development within the latter designation have been designed and these will be approved for construction shortly.
It is therefore timely to consider an amendment to the Region Of Ottawa-Carleton Official Plan to redesignate the balance of these lands from future urban designation into “General Urban Area”. The current City Official Plan, adopted in May 2003, has designated the lands as “General Urban Area”. The requirement for an amendment to the Region Of Ottawa-Carleton Official Plan is thus only related to timing, as the developer is anxious to proceed with development in advance of the current Ottawa Official Plan receiving ministerial approval. Concurrently, the local Official Plan Secondary Plan policies for Area 12A, commonly known as the Jockvale Golf Community are being amended. The Secondary Plan development policies for Area 12A will be updated through this amendment by adjusting the land use designations and dwelling unit targets to incorporate this parcel of land into the Monarch Golf Community. Future amendments to the Secondary plan will be needed when development of the remaining land on the east and to the west of Jockvale Road is more imminent.
This amendment is consistent with the comprehensive planning objectives for development of the Stonebridge Community as articulated in the former Nepean Official Plan.
1. Introduction
All of this part of the document entitled Part B - The Amendment, consisting of the following text and attached map designated Schedule “A” constitutes Amendment No.52 to the Region of Ottawa-Carleton Official Plan and Amendment 32 to the former City of Nepean. Official Plan.
2. Details
The Official Plan for the former Region of Ottawa-Carleton is hereby amended as follows:
“Schedule B” (Urban Policy Plan) to the Official Plan is hereby amended by deleting the “South Urban Future Development” designation of the subject lands and replacing it with the “General Urban Area” designation for the areas shown on Schedule “A” to this amendment.
AMENDMENT XX TO THE CITY OF OTTAWA
OFFICIAL PLAN AND AMENDMENT NO. 32 TO THE CITY OF NEPEAN OFFICIAL PLAN
That the South Nepean Secondary Plan - Area 12A, as contained in the former City of Nepean Official Plan and the City of Ottawa Official Plan Volume 2-A Secondary Plans, is hereby amended as follows:
Schedule “A” Land Use Area 12A to the Secondary Official Plan is hereby deleted in its entirety and replaced with the Schedule entitled “Amendment to Schedule “A” Land Use Jockvale Golf Community (Part of Area 12) attached to this amendment.
Schedule “B” Residential Unit Target Area 12A is hereby deleted in its entirety and replaced with the Schedule entitled “Amendment to Schedule “B” Residential Unit Target (Area 12) attached to this amendment.
That the title “Jockvale Golf Community Secondary Plan (Area 12A)” is hereby amended by changing “Area 12A” to “part of Area 12”.
That Section 1.0 Development Policies is amended by changing “Area 12A” to “The Jockvale Golf Community”
That Section 1.1 Land Use Components is amended by changing the words “(Area 12A)” to “(Part of Area 12)”
That Subsection 1.1(vi) Institutional Uses is amended by deleting the last sentence of the first paragraph (at line 3) and replacing it with “The requirements for school site will be reviewed for this Official Plan Amendment and all further amendments for the balance of lands in Area 12”.
That Section 1.2 Population is amended by deleting this section in its entirety and replacing it with the following:
“Area 12 has been designed to accommodate 1700 dwelling units and 340 jobs at build-out. The Jockvale Golf Community part of Area 12 will comprise approximately 1050 dwellings units, with the balance of Area 12 accounting for another 650 dwelling units.
Given the expected age profile of the residents in Area 12, a relatively low average household size of 2.5 to 2.7 ppu is anticipated which would result in a population of approximately 2620 to 2830 people for the Jockvale Golf Community. In total, at build-out Area 12 is expected to be home to some 4,250 to 4,590 people.”
That Section 1.4 Services and Stormwater Management and Utilities is hereby amended by changing “Area 12A” to the “Jockvale Golf Community” throughout this section.
That Section 1.7 Phasing of Development is amended by deleting the text in its entirety and replacing it with the following:
“ The Jockvale Golf Community part of Area 12 shall provide for :
- nine holes of the golf course and the clubhouse;
- major open space system along the Jock River and related community/ neighbourhood park
- approximately 1050 dwelling units;
- a triple entry collector road system serving the residential precincts; and
- the parkettes and trail system included therein
Development within Area 12 will be controlled through the draft plan of subdivision approval process. If deemed necessary by a Board of Education, a reserve for a school site will be identified through this process. Similarly, any realignment or widening requirements for the Cambrian and Jockvale Roads will be accommodated.”
The implementation of this Amendment to the Official Plan documents shall be in accordance with the respective policies of the Official Plan of the former Regional of Ottawa-Carleton, the City of Nepean and the City of Ottawa Official Plan.

Chair Hunter began by reading a
statement required under the Planning Act,
which advised that anyone who intended to appeal this proposed Official Plan
Amendment to the Ontario Municipal Board (OMB), must either voice their
objections at the public meeting, or submit their comments in writing prior to
the amendment being adopted by City Council. Failure to do so could result in
refusal/dismissal of the appeal by the OMB.
The Committee heard from the
following delegation with respect to the recommendations contained in
departmental report dated 6 August 2003.
Bill Royds, Chair, Greenspace
Alliance of Canada’s Capital, provided a
written comment, which was circulated to Committee members and is on file with
the Clerk. Mr. Royds added that the
proposal was a substantial change from Urban Reserve to Develop Land with a
large area coming under development. In
general, it is a good design, but the Alliance feels some Sections from the new
OP should be included in the OPA. Section
4.2.7 requires preservation of forest cover and greenspace. This area has substantial woodlots at the
northeast and southwest corners that need to be evaluated under the Urban
Natural Spaces Evaluation Study. In
general, the Alliance is not in opposition, but requested that emphasis be placed
on the preservation of greenspace and forest cover in this new development.
Responding to the points raised by
the delegation, Councillor Cullen inquired how staff anticipated safeguarding
the woodlots, particularly the northeast and southwest corners referred
to. Karen Currie, Manager, Development
Approvals, asserted the OPA reflects the Secondary Plan work conducted in the
former City of Nepean and staff dealt with the matter under the grandfathering
provisions of the former documents.
Having said that, Ms. Currie explained that through the subdivision
process staff would follow the tree preservation studies and analysis that
would form part of that, which may not necessarily protect all of the woodlots
intact, but would certainly look to preserving components that can be designed
within the community. Councillor Cullen
was informed that the subdivision process falls under delegated authority and
would only come before Committee if the Ward Councillor withdrew such
authority. In that vein, the Councillor
questioned how the Committee would deal with the extent to which the woodlot
would be covered. Ms. Currie affirmed
the subdivision and site plan processes include public consultation process
components and meetings; therefore, it could certainly arise in that
respect. Responding to further
questions, Ms. Currie explained that the subdivision process includes the
requirement for a tree preservation plan, which identifies individual tree
species or small clumps, etc. that can be protected. Those identified as viable are incorporated into the design of
the project. The study is submitted and
reviewed by the City Forester with recommendations thereon. As well, it is circulated through the
Environmental Advisory Committee (EAC) and the Ottawa Forests Advisory
Committee (OFAC).
Ned Lathrop, General Manager,
Development Services, advised that preservation of greenspace and treed areas
does not solely occur at the subdivision level, it occurs when the development
is reviewed at a very high level. Frequently,
staff will designate major treed areas and attempt to preserve them. The difficulty with the current system is
that the City is placed in the situation of having to purchase land at
development costs with major issues in Nepean and other areas in the City. During a review, the City attempts to
identify those areas that can be preserved.
Subsequently, through the Secondary Plan and Development Approval
Process the City identifies those areas that can be set aside as part of active
and passive recreation space; as ravine space, which may be put aside at
effectively no cost; and, thirdly treed areas are reviewed as part of the
Subdivision design. The former City of
Nepean would have carried it out in the same manner and certainly the
enhancements developed through the new OP and the Environmental Strategy will
further hone how the new City accomplishes this.
Councillor Cullen followed on the
General Manager’s comments by noting the Committee had not touched upon
parkland reserve, which presumably arises through the subdivision process and
allows for cash in lieu of parkland. In
light of the presentation made to Committee that is not a route that should be
pursued. Ms. Currie acknowledged the
parkland exercise forms part of the master planning in the subdivision
process. Typically, cash in lieu of
parkland is used to acquire additional active parkland. In most of these growth areas the targets
are achieved in the overall plan, which is facilitated through the cash in
lieu. Councillor Cullen received
confirmation the public would be able to see that and respond during the
subdivision process.
Councillor Harder pointed out that
14% has been set aside as South Nepean developed, which should assure
everyone. She also added that currently
there is a very large hardwood lot located northeast of the Stone Bridge area,
which is 30+ acres. She was in
possession of a report that stated it is unquestionably the most significant
hardwood lot in the entire new City and has not yet been purchased. The subdivision is being built around
it. She also stated that Stone Bridge
dedicated 24 acres towards the pathway system along the Jock River. As the Ward Councillor, she assured the
Committee that this developer will not cause the City any concerns and when
looking at the grandfathering in the percentages of greenspace built in South
Nepean, she was not concerned about the development. If she were to deem there was a problem, she would certainly
withdraw delegated authority of the Plan of Subdivision, but in the interim
there will be a number of meetings within the Ward when the developer and staff
are ready.
Responding to a query from Chair
Hunter, Ms. Currie pointed out that since this OPA was dealt with prior to the
current OP, certain targets (e.g. density targets) do not apply. Also, it is a golf course community with
special characteristics. But, the
subdivision would conform to the applicable policies in affect. Chair Hunter received confirmation the
concerns expressed by Mr. Royds were covered in the new OP and those policies
from a tree preservation perspective will apply.
Bruce MacNabb, Monarch Construction
Ltd., and Peter Vice, Vice and Hunter were present and in agreement with the
recommendations contained in the report.
Mr. Vice added that the discussion taking place was premature since the
report was a housekeeping matter.

in Document 2.
