The Mayor, Larry
O’Brien, presided and the Clerk led Council in prayer.

Council
observed a Moment of Silence in memory of Councillor Peter Hume’s mother,
Patricia Hume.

A Moment of Silence was observed
in memory of Lloyd Francis, a former Member of Parliament for Ottawa-West,
former Speaker of the House, former Ambassador to Portugal and former Alderman,
Deputy Mayor and Controller for the City of Ottawa.
Announcements/Ceremonial Activities
PRESENTATION – DR. DAN OFFORD EXCELLENCE AWARD
Mayor O’Brien presented the 2006 Dr. Dan Offord Excellence Award to Mr.
Hussein Yusuf. As well, the Mayor
presented certificates to the three other 2006 nominees: Sgt. Dominic D’Arcy,
Mr. David Millen and Mr. Jean-Yves Paul. Mrs. Margaret Offord, the wife of the late Dr. Dan Offord, was
also present and took part in the ceremony.
UNITED WAY / CENTRAIDE CHEQUE PRESENTATION
Mayor O’Brien and Richard Hewitt, 2006 United Way / Centraide
Campaign Chair, unveiled
the total amount of funds raised by City employees for the United Way, which
was $539,232 and which exceeded the City’s goal by
$39,232. Michael Allen, President and Chief
Executive Officer, United Way / Centraide of Ottawa was present to accept these
funds on behalf of United Way.

the adjusted 2006 taxes);
3. That the following
tax due dates be approved for 2007:

4. That the penalty and
interest percentage charge on overdue and unpaid tax arrears remain at the rate

2. Approve the sale of
the land described in Recommendation 1 to 1436705 Ontario Inc., for $850,000.00
plus GST, pursuant to an Agreement of Purchase and Sale that has been received;

procedures for the disposal of surplus properties, as set out in Schedule B of
By-law 2002-38, that apply to the internal and external circulation of surplus

1. Approve the amending
background study as identified in Document 3, being an amendment to Development
Charges By-law 2004-307 to reflect changes in the rates of the benefiting area
for the Monahan Drain Area (W-1);
2. Authorize the City to
enter into a Front-Ending Agreement with TCK Co-Tenancy and Claridge Homes
(Eagleson) Inc. for the cost reimbursement for land acquisition, design, and
construction of the Monahan Drain Stormwater Management Facility, Area 2 based
upon the principles set out in Document 1, and City Council approved
Front-Ending Policy noted in Document 2 with the final form and content of the
Front-Ending Agreement being to the satisfaction of the Deputy City Manager,
Planning, Transit and the Environment and the City Solicitor;
3. Approve the
expenditure of $6,361,125.00 for land acquisition, design and construction of
the Monahan Drain Stormwater Management Facility Area 2, subject to the
execution of the Front-Ending Agreement; and
4. Authorize the City to
establish a budget in the amount of $6,361,125.00 for the Monahan Drain
Stormwater Management Facility Area 2 land acquisition, design, and
construction, under Internal Order Number 903250: Stormwater Pond Monahan
Drain.

the discussion of the Monahan Drain and the proposed Amendment to the City’s
Development Charges By-law raised many questions at the Corporate Services and
Economic Development Committee last Tuesday;

earlier this morning;
AND WHEREAS
the amendment to the Development Charges By-law will only be before Council at
its next regular meeting on February 14th, when it would take
effect;

Museum Association task force aimed at obtaining a $10 million increase in
funding for the Ontario Ministry of Culture’s Community Museum Operating Grant
program;

That City Council send letters to Ontario Premier
Dalton McGuinty and Ontario Culture Minister Caroline Di Cocco, requesting that
additional credits be accorded to the program and that these funds be available
starting with the next round of funding applications in June 2007; and
3.
That Mayor Larry O’Brien personally follows up on this
matter with the Premier of Ontario.

2. IMPLICATIONS
OF THE PROPOSED BILL 140 - LONG TERM CARE HOMES ACT |
COMMITTEE RECOMMENDATION AS AMENDED
That Council advise the Minister of Health and Long Term
Care of the City's position on Bill 140, the proposed Long-Term Care Homes Act,
2006 (the "Bill"), as follows:
a) That any new standards imposed by the Bill must be
accompanied by sufficient operating funds from the Province in order that
municipalities may meet the new requirements without having to redirect funds
already designated for other aspects of direct resident care;
b) That Section 67 of the Bill dealing with Council be
amended to reflect the provisions of the Public Hospitals Act regarding
accountability;
c) That the Province fulfill its 2004
commitment to provide increased funding for resident care by $6,000 per
resident per year.

WHEREAS the City of Ottawa is already subsidizing
the care and services provided to residents of the four City operated Long Term
Care Homes and there is currently a well-established funding gap for Ontario
Long Term Care Homes,
AND WHEREAS we are concerned
about the financial implications of the new legislative requirements for
compliance and reporting in the proposed Bill 140 that will increase the
financial burden on Long Term Care Homes and may result in redirection of
resources from resident direct care and services to administrative processes,
AND WHEREAS municipally operated
Long Term Care Homes have a higher level of public accountability through
municipal councils;
THEREFORE BE IT RESOLVED that if the Province fails to
provide adequate additional funding to support the requirements of Bill 140, as
recommended by the staff report
(ACS2007-CPS-LTC-0001), that the province recognize the existing public
accountability of municipal Long Term Care Homes and exempt municipal Long Term
Care Homes from the new accountability and reporting requirements of Bill 140.

That Council direct staff to include in the 2007 Draft Capital
Budget priority Bus Rapid Transit projects as identified in the Rapid Transit
Expansion Study using the residual North-South Light Rail Transit funds as
identified by the City Treasurer and available senior level government funding,
and that the design of the West Transitway Extension section from the Southwest
Transitway to Pinecrest Road be deferred until Council has determined the
status of converting the Transitway to light rail transit.

Report 1 – Item 1 be referred to a joint meeting of the Transportation and
Transit Standing Committees to be held in the summer of 2007, following the

transportation priorities from a City-wide perspective.
2. AND
THAT the Federal and Provincial government be requested to provide a formal
commitment of unconditional block of funding of $200 million each to fund the transit
system priorities to be confirmed by Council in the process described above.

That the Rules of Procedure be suspended
to consider and approve the following Motion:
WHEREAS the Rural Issues Advisory
Committee was created by City Council in the spring of 2006 as a result of
recommendations arising out of the November 2005 Rural Summit;
AND WHEREAS in appointed
members to the Rural Issues Advisory Committee, Council deviated from its
standard practice of soliciting applications for membership, as set out in the
City of Ottawa’s Appointment Policy, and appointed interim members for a
six-month period;
AND WHEREAS no reserve members
were appointed to the Rural Issues Advisory Committee in the spring of 2006
because the membership was deemed to be interim for a six-month period;
AND WHEREAS, as a result of
resignations and the absence of reserve members, the membership of the Rural
Issues Advisory Committee has significantly decreased, resulting in some rural
wards being drastically under-represented;
THEREFORE BE IT RESOLVED that
Council direct the City Clerk to recruit membership for the Rural Issues
Advisory Committee in order to renew this Committee and allow it to continue to
serve the rural residents and the City of Ottawa as effectively as possible.
