That Council approve the application to vary Sign By-law 2005-439, to permit an externally illuminated identification ground sign situated at 411 North River Road to be installed with a height of 2.5 metres, instead of the required 2.0 metres.

BACKGROUND

 

The owner (or agent) of the property listed above originally applied to the City of Ottawa for a minor variance to Sign By law 2005-439; to permit an internally illuminated ground sign that exceeds the height limit for an apartment building.  A ground sign for this use must not exceed a height of two metres and have only external illumination.  In consideration of the public response to the circulation, the applicant has agreed to alter the sign to use external illumination rather than internal illumination.  The revised sign request for variance is now limited to the height of the sign.

 

DISCUSSION

 

The property is located in a residential area on North River Road north of Donald Street (see Document 1).  The proposed ground sign will comply with the area provisions of the by-law with a sign face area of 2.7 square metres.  This sign would be installed in a landscaped area along the west side of the property in front of the apartment building (see Document 2).  The sign would include the apartment logo, address and identification (see Document 3), and would be illuminated with external lighting.

 

External lighting is more appropriate to the residential streetscape.  The by-law requires that the external illumination of a ground sign be oriented to direct light away from any adjacent residential premises and downward so as to reduce night light pollution.

 

The requested height variance represents a 25 per cent increase to the height maximum.  In this instance, the height variance is deemed minor in nature.  Based on the above, the requested variance to the height of the sign is in keeping with the intent of the Sign By-law and approval is recommended.

 

CONSULTATION

 

In response to the standard circulation to property owners, business and community groups and the Ward Councillor, comments were received in opposition to the original application.  The Ward Councillor did not support the internal illumination proposed with the original variance application.  Other comments included concerns with the requested scale of the sign and how it would blend into this residential district.

DISPOSITION

 

City Clerk's Branch to notify the applicant, New Born Arts, on behalf of Group Lepine, 2762 Sheffield Road, Ottawa, ON, K1B 3V0 and the local Ward Councillor of Council's decision. 

 

Building Code Services will process the sign permit resulting from the Council direction in accordance with Sign By-law 2005-439.
