That the Planning Committee recommend Council approve an amendment to Zoning By‑law 2008-250 to change the zoning of 1110 Longfields Drive from Development Reserve Zone (DR) to Minor Institutional Zone, Subzone A (I1A), as shown in Document 1.

BACKGROUND

 

The subject property is known municipally as 1110 Longfields Drive and is located between Strandherd Drive and the Clearbrook Drive road allowance as shown in Document 1.  The vacant 3.23 hectare parcel is adjacent to the existing École Secondaire Pierre Savard High School.

 

The property is owned by the Conseil des Écoles Catholiques de Langue Française du Centre Est and is intended to accommodate the proposed expansion of the existing École Secondaire Pierre Savard High School at this location.  The expansion will accommodate two sports fields, a bus loop and future portables.

 

Existing Zoning

 

The subject property shown in Document 1 is currently zoned Development Reserve Zone (DR).

 

Proposed Zoning

 

To be consistent with the adjacent school zone, the vacant parcel shown in Document 1 will be rezoned to a Minor Institutional Zone, Subzone A (I1A).

 

DISCUSSION

 

Official Plan

 

The subject property is designated “General Urban Area” in the Official Plan, which permits a variety of uses in support of residential communities including school uses as proposed.  The property is designated “School” in the South Nepean Secondary Plan Area 4, 5 and 6.  The property is part of an approved draft plan that contemplated the possibility of an institutional use at this location.  The abutting land uses include institutional to the west, open space to the east and residential to the north and south.  The proposed institutional use is compatible with the surrounding land uses.

 

Zoning By-law

 

Rezoning the subject property as shown in Document 1 is required to implement the proposed expansion of the existing École Secondaire Pierre Savard High School.  The proposed rezoning will create facilities that will benefit the targeted school population from this community and the neighbouring community at large.

 

The Department supports the Zoning By-law amendment application because it is consistent with policies in the Official Plan.

 

Concurrent Application

 

Concurrent Site Plan Control application (D07-12-11-0107) has been submitted for development of the expansion of the existing École Secondaire Pierre Savard High School.

Notice of this application was carried out in accordance with the City's Public Notification and Consultation Policy.  The City did not receive any opposition to this application.

 

The Ward Councillor is aware of this application and the staff recommendation.

By approving the rezoning, the proposed site plan for École Secondaire Pierre Savard High School can be implemented and the City can move forward the following priorities and objectives of the City Strategic Plan;

 

Planning and Growth Management – Become leading edge in community and urban design and respect the existing urban fabric and neighbourhood form so that new growth is integrated seamlessly with established communities.  The rezoning will ensure that community facilities are built in tandem with new development.
