BACKGROUND

 

The property, 306 Cyr Avenue, is located on the west side of Cyr Avenue between Montreal Road and Jeanne Mance Street.

 

The Gamman House is a one-and-a-half-storey, “L” –shaped, wood frame structure with a mansard roof, and is designated under Part IV of the Ontario Heritage Act.  The building’s heritage attributes include the wood siding, mansard roof, decorative wood details such as the pilasters and porch details, the finials, dentils and brackets. The front hall and the large room on the ground floor, with its decorative wood and plaster details, are included in the heritage designation.

 

Immediately to the south of the subject property is a three-storey apartment building, and to the north, The Canadian Legion. Immediately across the street on the east side of Cyr Avenue are low-profile residential buildings.  Abutting the property to the west, having frontage on Savard Avenue, is the Inuit Community Centre.

 

In 2004 a group called the Workers’ Heritage Group was granted a lease to operate a Centre to preserve, interpret and share the history of Ottawa’s working class with the Ottawa public, however, the museum had internal problems and the City took back the building. The house has sat empty for the last year and one-half.

 

Purpose of Zoning Amendment

 

The City of Ottawa’s Cultural Services Department, in partnership with the City’s Program Properties Division, have been developing a Cultural Infrastructure Strategy to address the needs for additional arts facilities in Ottawa. The 20/20 Arts and Heritage Plan indicated that 91% of existing local arts facilities are at capacity and that all existing local venues require increased space to accommodate existing activities and greater support space.  The City’s Arts service delivery includes a continuum of artistic activity within the city, with a focus on recreation, instruction, training, creation, and rehearsal/production.

 

The Cultural Services Department has recommended the utilization of the Gamman House at 306 Cyr Avenue as an eastern satellite location for Stafford Studios Artist in Residence (A-I-R) Program (city owned and operated).The City’s A-I-R programme is a unique venture that assists local and regional established and emerging artists.  The A-I-R programme is geared to foster professional development in the visual arts and expose the public to the world of contemporary art through residencies, exhibitions, and events.

 

As a City-owned and operated facility, administration of rentals, programs, and housekeeping would be an expansion of the existing Nepean Creative Arts Centre operation. Community arts organizations and the Nepean Creative Arts Centre will sign key agreements.


Existing Zoning

 

The subject property is currently zoned as Minor Institutional Subzone A, Exception 8, Height Limit 9m (I1A [8] H(9)) in the Zoning By-law. The Minor Institutional zone permits a range of community uses, institutional accommodation and emergency service uses. Exception 8 applies site-specific performances standards with regard to minimum front and interior side yard setbacks and minimum landscaped area.

 

Proposed Zoning

 

It is proposed that the property be zoned I1A [XXXX] H(9), which will retain the existing permitted uses, and add Artist Studio thereto.

 

 

DISCUSSION

 

Official Plan

 

Strategic Direction

 

Section 2 of the Official Plan sets broad strategic directions to meet the challenge of managing growth, providing infrastructure, maintaining environmental integrity and creating liveable communities within Ottawa. To meet these challenges, policies are set out to pursue a mix of land uses, housing types and compact forms of development which in turn will enable the City to support a high-quality transit system and make better use of existing infrastructure and roads.

 

Land Use Designation

 

The subject property is designated as “General Urban Area” on Schedule B of the Official Plan. The General Urban Area designation permits the development of a full range and choice of housing types in combination with conveniently located employment, retail, service, cultural, leisure, entertainment and institutional uses. The policies recognize the importance of new development relating to existing community character.

 

Details of Proposed Zoning 

 

The Zoning By-law Amendment amends the existing Minor Institutional Subzone A Exception 8 Height Limit 9m (I1A [8] H(9)) to Minor Institutional Subzone A Height Limit 9m Exception XXXX (I1A [XXX] H(9)) zone, which will permit an artist studio use. The details of the zoning amendment are contained in Document 2.

 

Heritage Considerations

 

No external revisions are proposed to this Category 1 heritage building.   Its compatibility with the surrounding neighbourhood therefore will be maintained.


Conclusion

 

The Department is satisfied that the objectives set out in the Official Plan, related to the strategic directions for pursuing a mix of land uses and the provisions for the development of a range of land uses in the General Urban area are being met.  The proposed cultural use, in addition to preserving the heritage building, will also not change the property’s relation to the surrounding community character. In light of the discussion above, the Department recommends approval of the Zoning By-law amendment application.

 

 

CONSULTATION

 

Notice of this application was carried out in accordance with the City's Public Notification and Consultation Policy.  The City did not receive any negative comments or opposition to this application.

 

 

COMMENTS BY THE WARD COUNCILLOR

 

Councillor Mathieu Fleury has indicated his support for this proposal. He commented that it is a great project that will give a renewed use to a heritage property.
