The Council of the City of Ottawa met at Andrew S. Haydon Hall, 110 Laurier Avenue West, Ottawa, on 8 February 2012 beginning at 10:00 a.m.

 

 

The Mayor, Jim Watson, presided and led Council in prayer.

 

 

The National Anthem was performed by Kaitlyn Landriault.

RECOGNITION CITY BUILDER AWARD

 

Mayor Jim Watson and Councillor Diane Holmes presented the Mayor’s City Builder Award to Mr. Jeremy Dias for his tireless volunteer work and outstanding contributions to the community.

 

 

PRESENTATION – UNITED WAY CHEQUE PRESENTATION

 

Mayor Jim Watson, Councillors Katherine Hobbs and Mathieu Fleury, City Manager, Kent Kirkpatrick, and United Way Co-chairs Dan Chenier and Dixon Weir officially closed the 2011 City of Ottawa Employee United Way Campaign by presenting a cheque for the employees contribution of $528,000 to Michael Allen, President and Chief Executive Officer of the United Way/ Centraide Ottawa.

There is currently no parking on Caledon Street between 7 a.m. and 7 p.m. every day of the week.

COMMITTEE RECOMMENDATIONS

 

That Council:

 

1.         Approve the renewed Action Plan for Arts, Heritage and Culture in Ottawa (2013-2018) attached as Document 1 and as outlined in this report.

 

2.         Receive the Investment Plan attached as Document 2 and direct staff to consider the operating and capital pressures as part of the annual budget process subject to the maximum 2.5% term of Council tax increase.

WHEREAS the Renewed Action Plan on Arts, Heritage and Culture in the City of Ottawa (2013-2018) includes a recommended action to “develop and implement a municipal commemoration and naming policy that: is overseen by an arms-length advisory body composed of citizens and heritage authorities; nurtures citizen and community engagement; enables the recognition and celebration of Ottawa’s distinct, unique and cultural histories, places, people and events and identifies adequate resources for implementation”; and

 

WHEREAS the City Clerk’s office has already indicated they are working on an update of the City’s Commemorative Naming Policy as part of the Mid-Term Governance Review; and

 

WHEREAS the City Clerk’s office recognizes the value of the work done by the Arts & Heritage Plan Renewal Steering Committee and wishes to ensure their proposed recommended action form part of the guidance to staff in building an updated Commemorative Naming Policy;

 

THEREFORE BE IT RESOLVED that the recommended action related to the development of a municipal commemoration and naming policy in the Renewed Action Plan on Arts, Heritage and Culture in the City of Ottawa (2013-2018) be referred to the Mid-Term Governance Review.

1.         Declare that the City-owned property at 16 Rowley Avenue (Nepean Museum) is for cultural purposes and for public use;

 

2.         Designate the City-owned property used for the community museum located at 16 Rowley Avenue (Nepean Museum) as a Municipal Capital Facility for cultural purposes and exempt the property from taxes for municipal or school purposes, as permitted under section 110 of the Municipal Act, 2001 and as defined in Ontario Regulation 603/06 as amended and that this designation be implemented by a municipal capital facilities agreement and associated by-law, drafts of which are described in documents 1 and 2.

 

3.         Authorize the Deputy City Manager, City Operations, to finalize and execute a Municipal Capital Facilities Agreement for the premises at 16 Rowley Avenue.

1.                  By adding the following as d), e) and f) to the list of proposed changes to existing Exception [1768]:

 

d)    By inserting in Column V the text “- a retail store limited to a pharmacy, as a principal use, may not include the sale of non-pharmaceutical products”; 

 

e)     By inserting in Column V the text “- a retail store limited to a pharmacy, as a principal use, may not include a display area”; and

 

f)     By inserting in Column V the text “- a retail store limited to a pharmacy, as a principal use, must be located below the ground floor”.

 

2.         By adding the text “, as a principal use,” after the words “retail store limited to a pharmacy” in b) of the list of proposed changes to existing Exception [1768].

 

And that there be no further notice pursuant to Section 34 (17) of the Planning Act.

That Council approve demolition of a three-unit converted dwelling at 405 Tweedsmuir Avenue subject to the following conditions:


 

1.                  Until the time of construction of the replacement building, the Owner shall seed/sod and maintain the property as open space, not use the property for other interim uses, and maintain the property in accordance with the Property Standards By-law;

 

2.                  A replacement building for 405 Tweedsmuir Avenue be substantially completed within two years from the date of this approval and in default thereof, the City Clerk and Solicitor shall enter on the collectors roll the sum of $10,000.00 for each dwelling unit contained in the residential property demolished;

 

3.                  The Owner enters into an agreement with the City including the forgoing conditions and pay all the costs associated with the registration of the said agreement.  At such time as a building permit is issued to redevelop the site and the replacement building is in place, the agreement will become null and void and will be released upon request by the Owner.  The Owner shall pay all costs associated with the registration of the release from this agreement; and

 

4.                  The approval of this agreement is null and void if provisions of Condition 3 have not been fulfilled within six months of the date of approval.

1.                  Authorize the City to enter into a Front-Ending Agreement with Claridge Homes (Cedarview) Inc. for the design and construction of the intersection of Strandherd Drive at Jockvale Road and a roundabout at Cedarview Road and Jockvale Road, based upon the Front-Ending principles set forth in Document 2 and the Council approved Front-Ending Policy in Document 3, with the final form and content of the Front-Ending Agreement being to the satisfaction of the Deputy City Manager, Infrastructure Services and Community Sustainability and the City Clerk and Solicitor; and

 

2.                  Approve the expenditure of $1,500,000 plus applicable taxes in 2014 for the reimbursement to Claridge Homes (Cedarview) Inc. in accordance with Document 4, subject to the option for deferral of payment in Document 3, for the design and construction at the intersection at Strandherd Drive and Jockvale Road ($900,000) and a roundabout at Cedarview Road and Jockvale Road ($600,000) subject to the execution of the Front-Ending Agreement.

WHEREAS in 1908 the first Women’s Day was held in the United States, accompanied by large demonstrations in which women demanded political and economic rights, as well as the right to vote;

 

WHEREAS in 1910 women delegates from around the world met in Copenhagen to propose that Women’s Day become an internationally recognized event; and

 

WHEREAS the first International Women’s Day was held in 1911; and

 

WHEREAS in 1997, the United Nations officially called for all countries to mark a day for the recognition of women’s equality;

 

THEREFORE BE IT RESOLVED THAT Ottawa City Council declare March 8, 2012, to be International Women’s Day in the City of Ottawa.

WHEREAS at its meeting of June 9, 2010, Council approved an application for new construction at 90 Guigues Avenue, a property designated under Part V of the Ontario Heritage Act, and located in the Lowertown West Heritage Conservation District; and

 

WHEREAS a Heritage Alteration Permit according to the Ontario Heritage Act was issued on June 23, 2010; and

 

WHEREAS the heritage permit will expire on June 23, 2012; and

 

WHEREAS this new construction has not taken place;

 

THEREFORE BE IT RESOLVED THAT Council grant an extension of two years to June 23, 2014 for the heritage permit for new construction at 90 Guigues Avenue, a property designated under Part V of the Ontario Heritage Act, and located in the Lowertown West Heritage Conservation District.

WHEREAS Council, at its meeting of February 24, 2010, approved an application to alter 132-138, 152-158 and 160 Bank Street, properties designated under Parts IV and V of the Ontario Heritage Act together with associated new construction in the Bank Street Heritage Conservation District;

 

AND WHEREAS these alterations and new construction have not yet taken place due to the absence of a tenant at this time.

 

AND WHEREAS the heritage permit will expire on February 24, 2012;

 

THEREFORE BE IT RESOLVED THAT Council grant an extension of two years to February 24, 2014 for the heritage permit to alter 132-138, 152-158 and 160 Bank Street, properties designated under Parts IV and V of the Ontario Heritage Act, together with associated new construction in the Bank Street Heritage Conservation District.
