That the Planning Committee and Agriculture and Rural Affairs Committee recommend Council approve and adopt Official Plan Amendment No. XX, as detailed in Document 1.

BACKGROUND

 

The purpose of this amendment is to update the Official Plan to incorporate transportation policy changes.  These would be the first such transportation policy changes made to the Official Plan since the approval of Official Plan Amendment (OPA) No. 76 (May 2009). 

The policy changes in this amendment stem primarily from approval of transit and road Environmental Assessments (EAs), a Community Design Plan (Barrhaven South) and Council direction on “Taking Steps Towards a Cycle Friendly City.”

 

DISCUSSION

 

A review has been undertaken of Council directions or approvals of transportation planning issues that require updating of Official Plan policies or schedules.  Most of the required changes result from completed transit and road EAs that are now fully approved with either no, or no outstanding, Part 2 (bump up) requests made to the provincial Ministry of the Environment.

 

In order of occurrence in the Official Plan, the following changes are proposed:

 

In Section 4.3, Walking, Cycling, Transit, Roads and Parking Lots, policy 11 is proposed to be revised to add new wording to implement the September 2010 City Council motion on “Taking Steps Towards a Cycle-Friendly City”.  This motion directed that the “Official Plan be amended to require that the design of new subdivisions incorporate cycle-friendly ‘short-cuts’ as part of the residential street and path network.”  This is aimed at improving pedestrian and cycling connectivity within and between neighbourhoods.

 

Schedule D – Primary Transit Network is proposed to be updated to reflect the approved Transit EA for the Hospital Link and Cumberland Transitway Westerly Planning Study.  A new station is added along Blair Road at Meadowbrook Road and also new stations/stops, including one at St. Laurent Boulevard, are added along the new alignment of Innes-Belfast-Terminal.  This alignment is designated as a “Transit Intensive – Bus” corridor. The old corridor is deleted from Innes Road, just east of St. Laurent Boulevard, to the former Browning Avenue section of the Hospital Corridor (removed by an Ontario Municipal Board (OMB) order).  These proposed amendments are shown on Schedule 1 to the proposed OPA.

 

In Annex 1, Table 1 – Road Right-of-Way Protection is proposed to be amended to:

 

·       add the wording “Subject to widening stated in the Environmental Study Report” to segments of Mer Bleue Road (2006) and Jockvale Road (2009) to reflect the two EAs done for those roadways that have widening requirements that are not always the uniform width indicated in the table;

 

·       add a Right-of-Way (ROW) widening reference for old Greenbank Road (south of Cambrian Road) as this was not added when other ROW changes were made for the new Greenbank Road (new alignment north and south of the Jock River) at the time of completion of the Barrhaven South CDP (2006);

 

·       revise the ROW widening requirement from 37.5 m to 30 m for the segment of Fernbank Road between Terry Fox and Eagleson Roads as per the Eagleson-Fernbank EA (2008); and

 

·       add widening requirements for Innes Road, Terminal Avenue and Trainyards Drive per the EA (2011) for the Hospital Link and Cumberland Transitway Westerly Planning Study.

 

RURAL IMPLICATIONS

 

The Section 4.3 policy change on subdivision design being more pedestrian and cycling-friendly would apply equally to any developments in the urban area or rural area.

 

CONSULTATION

 

Notice of this application was carried out in accordance with the City's Public Notification and Consultation Policy.

 

COMMENTS BY THE WARD COUNCILLORS

 

All Ward Councillors are aware of this application and the staff recommendation.

 

LEGAL IMPLICATIONS

 

There are no legal implications associated with the recommendation in this report.

 

FINANCIAL IMPLICATIONS

 

There are no direct financial implications. In the event of an appeal, funds are available within existing resources to defend Council’s position.

There are no accessibility implications with the approval of this report.

This OPA is supportive of the Term of Council Priorities under the strategic priority for transportation and mobility as follows:

 

·         TM3 - Provide infrastructure to support mobility choices:  improve residents’ mobility choices by supporting initiatives related to routes, rapid transit, walking, and cycling.

 

·         TM4 - Promote alternative mobility choices:  promote alternative mobility choices by emphasizing transit, cycling and walking as preferred ways of getting around the City. Use education, promotion and incentives to encourage alternatives to driving, and provide information that encourages responsible travel.

PART B – THE AMENDMENT

 

1.   Introduction

 

All of this part of the document entitled Part B - The Amendment, consisting of the following text and the attached map designated as Schedule “1” to Amendment No. __, constitutes Amendment __ to the Official Plan for the City of Ottawa.

 

2.   Details

 

The Official Plan for the City of Ottawa is hereby amended as follows:

 

1.      Section 4.3 Walking, Cycling, Transit, Roads and Parking Lots, policy 11, is hereby amended by adding the following new sentence at the start of the paragraph:

 

The City will require that new plans of subdivision and other developments include adequately spaced inter-block/street cycling and pedestrian connections to facilitate travel by active transportation.” 

 

and adding the word “Furthermore” to the start of the next sentence and changing the words “recreational” to “multi-use” in that sentence and the one that follows.

3.  Implementation and Interpretation

 

Implementation and interpretation of this Amendment shall be in accordance with the policies of the City of Ottawa Official Plan.
