A Business Identity Card Annual Parking Permit is valid only for active pickup or delivery services and cannot exceed 15 minutes in a No Parking Zone or a Loading Zone. A permit holder must otherwise conform to City of Ottawa traffic and parking by-laws.
A business operator wishing to provide pickup or delivery service must complete an application for a Business Identity Card Annual Parking Permit and submit it to Client Service Centre staff. Additionally, a copy of the vehicle's registration bearing the name and address of the business applicant is necessary for each vehicle requiring a permit. If the business operator does not own the vehicle, that person must provide a leasing document from the vehicle owner specifying that the owner authorizes use of the vehicle by the business operator.

A Business Identity Card Annual Parking Permit is valid only for the vehicle specified on the application, and the Permit Identity Card must be visibly displayed on the dash or driver's side window of the vehicle specified on the permit application. A business operator must obtain a permit for each vehicle used for pickup or delivery services.
A permit holder may not loan his or her permit to another person. If a permit holder obtains a replacement vehicle, he or she must visit a Client Service Centre and update the permit application. If a permit holder loses or damages a permit, he or she must visit a Client Service Centre and obtain a replacement permit.
The Business Identity Card Annual Parking Permit Program is limited to business-related pickups or deliveries in the City of Ottawa. As of January 1, 2017, the yearly cost is $120 plus HST, and replacing the card is $10 plus HST.
A Business Identity Card Annual Parking Permit may be cancelled if the permit holder fails to conform to permit regulations.
