The meeting on Tuesday, October 27, 2020, 6:30 pm is to discuss the proposed Plan of Subdivision for 147 Langstaff Drive.
The Owner, Inverness Homes (under agreement of purchase and sale), is proposing to develop a 193-unit residential subdivision, in a mix of townhouse and apartment building units, with an accessory club house for residents of the subdivision.
The subject property is located north of Donald B. Munro Drive and bound between Carp Road to the west and Langstaff Drive to the east; vehicular access is provided by means of Langstaff Drive. The Carp Fairgrounds are located to the north of the property, with the West Carleton medical centre and Huntley Centennial Public School located to the south, south-east of the property. Properties to the south, south-west of the property, located along the east side of Carp Road and Donald B. Munro Drive are a mix or residential, commercial and office uses and comprise a portion of the Village Core; properties to the east of Langstaff Drive, to the north, north-east of the subject property, are predominantly residential in nature
The parcel has an approximate area of 18 acres with approximately 365 metres of legal frontage on Langstaff Drive. The property is currently vacant and has a watercourse that bi-sects it; a second watercourse is located along a portion of the west and north-west property line. Both water courses are surrounded by mature trees and vegetation and form part of the City’s natural heritage features.
On the east side of the watercourse 8 townhouse units are proposed, as well as three (3) three-storey apartment buildings, 2 (two) with 18 residential units each and one (1) with 60 residential units. On the west side of the watercourse 57 townhouse unit are proposed, as well as one (1) three-storey apartment building with 32 residential units proposed. A club house, for the sole use of the residential units within the subdivision are proposed on the west side of the watercourse. A pedestrian pathway system is proposed within the site, providing pedestrian access to both Carp Road and Donald B. Munro Drive to the south, south-west. In addition, two (2) pedestrian crossings are proposed over the watercourse, connecting both sides of the development. All development is proposed on municipal services.
The Zoning By-law Amendment accommodates the proposed development by proposing to re-zone portions of the property to permit townhouse dwelling units and low-rise apartment buildings.
