Project Overview

The City of Ottawa has identified the need to replace sanitary sewers and watermains on Ashburn Drive, Wigan Drive, Hogan Street and Ness Street with construction planned to begin in 2020. 

The proposed scope of work involves full road reconstruction including new sidewalks as well as minor road widenings in select locations to improve safety.

Study Process

The Study Process to determine the surface design of these streets will follow the City of Ottawa Complete Street Implementation Framework, including Official Plan policy directions and public consultation.

The focus in 2017 will be to confirm sidewalk locations and the extent of the minor road widenings. Detailed design will follow in 2018/2019 with an emphasis on specific details such as road, sewer and watermain locations and elevations, landscaping and traffic management during construction.

Public input and comments are welcomed in 2017 with respect to the roadway scope of work, including the need for sidewalks, and in 2018/2019 as part of the review of the specific details of work. All Public Information Session materials, including additional project updates, will be available on this website for review and comment. You are encouraged to participate.

The purpose of this Information Session is to receive input on the sidewalk requirements and possible minor road widenings.

Please join Councillor Keith Egli and City staff to learn more about this project, including opportunities to provide your input. The format for this Information Session will include display board information as well as a slide presentation that will begin at 7 p.m. followed by a question and answer session.

What We Heard – Public Information Session #1 – November 23, 2017

Approximately 40 people attended Public Information Session #1. Twenty-five comment sheets were received during the event, including additional verbal comments as part of the slide presentation and question and answer session. Following the meeting, five additional written submissions were received via email and nine additional people provided comments through the online feedback questionnaire.

The following is a summary of the main comments received:

Ashburn Drive / Wigan Drive Sidewalk – Several people commented that they do not want sidewalks on Ashburn and Wigan as they believe vehicle and pedestrian volumes are currently very low so sidewalks are not needed.

Ness Street Sidewalk – A proposed sidewalk on Ness Street was favoured by most residents. The extension of the sidewalk to Meadowlands Drive was requested by many people.

Street Lighting – Several residents expressed the need for more streetlights on Ashburn Drive.  Better street lighting was also requested at the Meadowlands Drive and Ness Street intersection.   

Driveway length - Some people indicated concern about the possibility of their driveways being shortened to accommodate a new sidewalk and they expressed a need to continue to be able to park two cars one after another in their driveways.

Winter Maintenance – Comments were received about the current frequency of snow removal.  Some people suggested that if sidewalks are implemented they could be a safety hazard if they are not properly maintained.  

Parking – Several people believe parking restrictions need to be reviewed. In particular, the corner of Wigan Drive and Wigan Drive is considered by many as dangerous, especially when school buses drive by with parking on both sides on the road. Many people believe parking should be reviewed throughout the neighbourhood and restricted to one side.

Next Steps

Figure 1 below shows the Recommended Functional Plan that will be used to guide the subsequent detailed design phase of this project.  This concept plan includes new sidewalks on one side of Hogan and Ness streets, including a short section of sidewalk on Wigan Drive that connects to the existing sidewalk on Inverness Road.  On-street parking is recommended on only one-side of most streets rather than widening these streets to accommodate parking on both sides. Additional street lighting is proposed to be added to the existing hydro poles along the south side of Ashburn Drive.

In 2018, City Staff will initiate the detailed design for the Recommended Functional Plan shown in Figure 1.  A second Public Information Session is tentatively scheduled for early 2019 to present the detailed design plans for public comment.
