Brantwood Park integrated road, sewer and watermain renewal

Project overview (June 2017)

Project description

The City of Ottawa is undertaking the preliminary and detailed design for the renewal of infrastructure in the Brantwood Park area.  Affected streets, all or portions thereof, include Onslow Crescent, Belgrave Road, Glengarry Road, Beckwith Road, Burnham Road, Letchworth Road and Elliot Avenue.  The proposed work consists of the renewal of sewers, watermains and roadways, including sidewalks as detailed below: 

  • The streets within this area of Brantwood Park were originally serviced by combined sewers, circa 1920’s. Storm sewers were later installed between 1976 and 1981. Much of the original combined sewers remain as the sanitary sewers and are in need of replacement.  Work includes all sanitary services from the main to the property line.
  • The watermains within this area of Brantwood Park were also installed in the 1920’s and are in need of replacement.  Work includes all water services from the main to the property line.
  • Hydrant spacing for this area will be upgraded as required to meet current fire protection standards.
  • Full road reinstatement, including the replacement of the existing sidewalks.

There are a variety of programs available to residents within the project area to facilitate improvement of their services from the property line to the house, specifically:

Project funds approved to date are $10.39 million.

Public involvement

A public information session is being held on June 26, 2017 to present the preliminary design drawings to the public. At this time, attendees will be able to review the design, ask questions and provide comment on the proposed works.

Property reinstatement (May 2019)

As you are aware, the City of Ottawa has begun construction to finish up the remaining work in the Brantwood Park area. This notice is to provide an update regarding the reinstatement of properties impacted by the construction work.

Who: Ottawa Greenbelt is the contractor who will complete these replacements for the City of Ottawa.

Why: The purpose of the project is to renew the aging infrastructure on the affected streets.

What: The project works for 2019 include the completion of:

  • Sidewalks and pavement
  • Infrastructure adjustments
  • Hard landscaping, such as driveways and walkways
  • Soft landscaping, such as sod and plantings

When: This work is planned to start in early May 2019 and be finished by the end of June 2019. As per last year, a two week look ahead schedule will be available.

Where: The streets included as part of this project are:

  • Onslow Crescent from Elliot Avenue to Burnham Road, and through the park to Clegg Street
  • Belgrave Road
  • Glengarry Road
  • Beckwith Road from Marlowe Crescent to Onslow Crescent
  • Burnham Road
  • Letchworth Road

Soft landscaping

For those properties that had grass in impacted areas, the City will reinstate the area with new topsoil and sod. For those properties that had gardens in impacted areas, the City will reinstate the gardens, including new planting soil. While the City has identified many of the plant species within the project area, we want to ensure that our plant list is appropriate. The figure in the link below depicts the proposed plant species that are to be utilized throughout the project area. If you had plants that are not in this figure and would like them reinstated, please contact the contractor by Friday, May 17, 2019 via email or telephone to submit a list that identifies the type and quantity of plants impacted by construction. The contractor will endeavour to replace the impacted plants with plants of the same species; however, please keep in mind that we can only replace what is commercially available at this time.

Private water services notice (August 2018)

As you are aware, the City of Ottawa has begun construction on the new sewers, watermains, roads and sidewalks, within the Brantwood Park area. This notice is to provide an update in regarding to the replacement of water service laterals.

Who:  Ottawa Greenbelt is the contractor who will complete these replacements for the City of Ottawa.

Why: The purpose of the project is to renew the aging infrastructure on the affected streets.

What: The project works include the rehabilitation and/or replacement of:

  • Sidewalks, road structure and pavement
  • Watermains and sewers
  • Lateral services to the property line

When: This work is planned to continue through the summer and fall, and be substantially finished by the end of November, with completion by the summer of 2019.

Where: The streets included as part of this project are:

  • Onslow Crescent from Elliot Avenue to Burnham Road, and through the park to Clegg Street
  • Belgrave Road
  • Glengarry Road
  • Beckwith Road from Marlowe Crescent to Onslow Crescent

Private water services

As previously noted in other notices and during the Public Information sessions, there is the possibility of lead water services due to the age of the neighbourhood.  There is information available on the City’s website Ottawa.ca regarding lead in drinking water, how to determine if you have lead plumbing pipes and the City’s Lead Pipe replacement Program.  The City will also notify you if we find lead services during excavation.

The City will only replace the City-owned portion of the water service between the watermain and your front property line, at not cost to you. The private section of the water service (on your property) between the front property line and your building is known as the private water service. The private water service will not be replaced as part of the City project.

We have received many enquiries regarding lead water services and the options for replacement of said services on private property, from the property line to the building foundation.  The Contractor has let us know that they will not be replacing private services due to time constraints and the amount of work required to be completed. If you have a lead water service and wish to replace it, the remaining options are outlined below.

Option 1

You may choose to do the work yourself by hiring your own contractor. The only constraint is that you may not carry out your work while the City is working on the street and replacing your water service up to your property line. Concurrent work on your adjacent land may create a safety hazard for the City’s contractor and/or for your contractor. Once the City’s work is complete, you may replace your private water service at any time thereafter.

Option 2

The City does have a Lead Pipe Replacement Program where the City carries out the replacement on behalf of the property owner; however, it is not set up to work with any concurrent City road, sewer or watermain construction. The program covers the replacement of both the private water service and the City-owned portion of the water service when no other City construction is planned. Since, as part of the current City project, the water service will be replaced up to your front property line, the Lead Pipe Replacement Program will only be available to you up to 2 years after the completion of the planned watermain work. Under the Lead Pipe Replacement Program, the City cannot replace the private water service until the watermain work is completed for the same safety reasons described in Option 1. Please note that you are responsible for all costs under this program. General construction schedule (June 2018)

In early May, Ottawa Greenbelt began their pre-construction surveys and investigations for construction of the new sewers, watermains, roads and sidewalks, within the Brantwood Park area. Late May to early June has seen the start of temporary water servicing.

Who: Ottawa Greenbelt is the contractor who will complete these replacements for the City of Ottawa.

Why: The purpose of the project is to renew the aging infrastructure on the affected streets.

What: The project works include the rehabilitation and/or replacement of:

  • sidewalks, road structure and pavement
  • watermains and sewers
  • lateral services to the property line

Where: The streets included as part of this project are:

  • Onslow Crescent from Elliot Avenue to Burnham Road, and through the park to Clegg Street
  • Belgrave Road
  • Glengarry Road

When: This work is underway and will be substantially finished by the end of November 2018, with completion by the summer of 2019.

The following is a general construction schedule, as provided by Ottawa Greenbelt.

The installation of temporary water services is anticipated to be completed in the following order:

  • Letchworth Road by the end of June;
  • Burnham Road by the beginning of July;
  • Beckwith Road by the end of July;
  • Belgrave Road by the beginning of August;
  • Glengarry Road by the end of August; and
  • Onslow Crescent by the beginning of September.

The construction of the sewers and watermain is anticipated to be carried out in the following order:

  • Letchworth Road between the end of June and the end of July;
  • Burnham Road between the beginning of July and the end of July;
  • Beckwith Road between the end of July and the end of August;
  • Belgrave Road between the beginning of August and mid-September;
  • Glengarry Road between the end of August and mid-October; and
  • Onslow Crescent between the beginning of September and the end of October.

The first course of roadway paving and the construction of curbs and sidewalks is anticipated to be carried out in the following order:

  • Letchworth Road between the end of July and mid-August;
  • Burnham Road between the end of July and mid-August;
  • Beckwith Road between the end of August and the end of September;
  • Belgrave Road between mid-September and mid-October;
  • Glengarry Road between mid-October and the beginning of November; and
  • Onslow Crescent between the end of October and the end of November.

Landscaping for the above mentioned streets is anticipated to start mid-August, with completion by the end of November.  Landscaping will generally follow the first course roadway paving and the installation of curbs and sidewalks on each street.

Work in Brantwood Park is anticipated from mid-September to the beginning of November. Landscaping in this area is anticipated to be completed by the end of November, with the final course of roadway paving to be completed in 2019.

As with all construction schedules, the schedule outlined above is subject to change without notice based on a variety of factors, such as availability of materials, labour, weather, unexpected site conditions, etc.

Pre-construction survey notice (May 2018)

DST Consulting Engineers Inc. is retained by Greenbelt Construction Ltd. on behalf of the City of Ottawa to carry out a pre-construction survey of the homes and buildings affected by the construction activities for the project noted above.

The purpose of the survey is to obtain videotaped and/or photographic records of the existing conditions of the interior and exterior of the affected buildings within the construction zone. This information may be of future assistance to all parties involved in the unlikely event that damage is caused to the building during construction operations. The time of the survey will depend on the size of your home or building. The survey is free of charge to the building/home owner.

All videotaped and/or photographic records collected by DST remain confidential and are handled in a manner that is compliant with the Municipal Freedom of Information and Protection of Privacy Act. Furthermore, in order to maintain impartiality should a legal claim for damages arise in the future, all collected records will be stored at DST Ottawa office and will not be released without your consent.

The surveys will commence on May 4, 2018. Therefore, please contact Kaitlin at 613-748-1415 to book an appointment as soon as possible. You may also send an e-mail with your name, address, phone number and availability.

Please note that if we are unable to reach you, and in order to protect your property, DST will survey the exterior of your home in your absence. If you do not wish for us to enter your property, please notify us as soon as possible.
