Thank you for your continued patience during the Harmer Avenue Bridge Replacement project. We acknowledge the disruptions and inconvenience that you faced during the bridge demolition and would like to let you know how much we have appreciated your support and cooperation throughout the construction process.
Who: City staff and its Contractor will continue to perform the construction works associated with the Harmer Avenue Pedestrian Bridge Replacement Project and refresh the Holland Avenue Detour for pedestrians and cyclists.
Why: The line painting on the Holland Avenue Detour for pedestrians and cyclists will be refreshed.
What: The Holland Avenue Detour for pedestrians and cyclists will be refreshed to reflect the following:
- The provision of 1.5 metre bike lanes in each direction of Holland Avenue from Kenilworth Street to Tyndall Avenue.
- Inclusion of a painted buffer zone to provide distance between the cycle lane, the travel lane and parked cars.
On the evening of the line painting, on-street parking on the east side of Holland Avenue from Kenilworth Street to Sherwood Drive and on the west side from Fisher Park school to Tyndall Avenue will be removed to facilitate the work. Once complete, parking will resume on both sides of Holland Avenue.
When: The remaining work is planned for an evening from August 6 to 9, 2019 (weather permitting). The line painting contractor will be working at night from 10 pm onwards.
Where: Holland Avenue from Kenilworth Avenue to Tyndall Drive.

Traffic and Parking Impacts

March 2019 - Construction update, commencement of construction
This notice is to inform you that the Contractor will be returning to site to commence construction.
Who: The City’s Contractor, RW Tomlinson Group, will be returning to perform the construction works associated with the Harmer Avenue pedestrian bridge replacement project.
Why: The Harmer Avenue pedestrian bridge replacement project will renew the existing pedestrian and cyclist infrastructure by building a bridge that connects the active living transportation network. Construction has been planned for a two-year period.
What: Construction will consist of building ramps, stairs and the installation and architectural fit up for the main span truss.
When: Construction work is scheduled for mid March 2019 to December 2019.
Where: Harmer Avenue North and South and the MTO Queensway corridor

January 2019 - Construction update, notice of night work

We acknowledge the disruptions and inconvenience that you faced during the bridge demolition and Queensway detours, and would like to let you know how much we have appreciated your support and cooperation throughout the construction process. This notice is to inform you of night work that is being planned.
Who: The City’s contractor, RW Tomlinson Group, continues to perform the construction works associated with the Harmer Avenue pedestrian bridge replacement project.
Why: The MTO signs that were formerly installed on the Harmer Avenue pedestrian bridge will now be installed on their own sign supports in the Queensway corridor.
What: There will be one sign support with MTO signage installed within the Queensway corridor in the eastbound direction. Queensway motorists will be impacted by lane closures for this construction work.
When: The construction night work is scheduled for January 16 and 17, 2019 from 11 pm to 4 am (weather permitting).
Where: Eastbound Queensway corridor at the dead end of Ruskin Avenue.
December 2018 - Notice of night work
Who: The City’s Contractor will continue to perform the construction works associated with the Harmer Avenue Pedestrian Bridge Replacement Project and install two sign supports for MTO signage.
Why: The MTO signs that were formerly installed on the Harmer Avenue Pedestrian Bridge will now be installed on their own sign supports in the Queensway corridor.
What: There will be two sign supports with MTO signage installed within the Queensway corridor, one in the eastbound direction and one in the westbound direction. Queensway motorists will be impacted by lane closures for this construction work.
When: The construction work is scheduled for December 17, 18, 19 and 20, 2019 from 11 pm to 4 am (weather permitting).
Where: Westbound Queensway corridor adjacent to Fisher Park Summit Alternative School and Eastbound Queensway corridor at the dead end of Ruskin Avenue.
August 2018 - Construction update
Who: City staff and its contractor, will continue to perform the construction works associated with the Harmer Avenue pedestrian bridge replacement project and revise the Holland Avenue detour for pedestrians and cyclists.
Why: Due to considerable feedback from the public, the Holland Avenue detour for pedestrians and cyclists will be revised.
What: The Holland Avenue detour for pedestrians and cyclists will be revised to reflect the following:
- The provision of 1.5 metre bike lanes in each direction of Holland Avenue from Kenilworth Street to Tyndall Avenue.
- Inclusion of a painted buffer zone to provide distance between the cycle lane, the travel lane and parked cars.
- Inclusion of flex posts in this buffer zone to provide visual clues to both drivers and cyclists. The flex posts currently located on the centerline of the road will be removed.
- The super sharrows on the road will be removed.
Parking will remain on the east side of Holland Avenue from Kenilworth Street to the Sherwood Drive and on the west side from the Fisher Park school intersection to Tyndall Avenue.
When: The remaining work is planned to begin during the last week of August 2018 and to be completed for the return to school in early September 2018. The contractor will be removing the line paintings on the road during the day and City line painting crews will be working at night.
Where: Holland Avenue between Kenilworth Avenue to Tyndall Drive.

Traffic and Parking Impacts
During the day, traffic will be reduced to one lane and flagged during off-peak traffic times. In order to complete the revised Holland Avenue pedestrian and cycling detour, parking will be removed on Holland Avenue from Kenilworth Street to Tyndall Avenue for the removal and reinstatement of the line painting. Once complete, parking will remain on the east side of Holland Avenue from Kenilworth Street to the Sherwood Drive and on the west side from the Fisher Park school intersection to Tyndall Avenue.
July 2018 - Night construction notice
Beginning mid July 2018, the City of Ottawa will begin nighttime construction work in your neighbourhood. This work is being undertaken to prepare for the demolition of the Harmer Avenue Pedestrian Bridge and its demolition on July 28 and 29, 2018. Thank you for your cooperation.
Who: The contractor, R.W. Tomlinson Ltd., will be performing the construction work for the City of Ottawa.
Why: The purpose of this project is to renew the existing infrastructure and construct a bridge that will be part of the active living transportation network.
What: The upcoming construction will include the preparation work for the demolition of the Harmer Avenue pedestrian bridge and its demolition on July 28 and 29, 2018. The work will include installation of temporary Ministry of Transportation of Ontario (MTO) signage, fencing, excavation and crane work.
When: This evening work is planned to begin July 16 and will continue to August 3, 2018. Much of the work will consist of highway lanes closures that will be mitigated by the MTO noise barriers. The evening work will take place on week day evenings with the exception of the Harmer bridge demolition, which will take place from Saturday, July 28, 2018 at 5 pm to Sunday, July 29, 2018 at 11 am.
Where: Highway 417 right-of-way, Helena Street north and Harmer Avenue north and south.

July 2018 - Construction notice
In mid-July, the City of Ottawa will begin construction work at Harmer Avenue North, Harmer Avenue South and Helena Street North and the adjacent Ministry of Transportation of Ontario (MTO) right-of-way within your community area. The Harmer Avenue Pedestrian bridge replacement project will consist of removing the existing bridge and constructing the new Harmer Avenue Bridge. This notice is being distributed to those directly adjacent to the work zone.
Who: RW Tomlinson Group will perform the construction work for the City of Ottawa.
Why: The purpose of this project is to renew the existing infrastructure and construct a bridge that will be part of the active living transportation network.
What: The construction work will consist of the construction of the main span truss and its north and south structural ramps, the north and south piers, the caisson foundations and the railings. There will also be pathway lighting and landscaping features. There will be construction in the City right-of-way on storm sewers, sanitary sewers, sidewalks and minor roadway work.
When: The construction is planned to commence this July and to be completed by June 2020. As there are several work zones within your community area, the work required in front of/adjacent to your dwelling may not necessarily last this whole duration.
The City of Ottawa Noise By-law (2017-255) allows construction activity to occur weekdays between 7 am and 10 pm. On Saturdays, work is permitted between 7 am and 10 pm, while Sunday and statutory holiday work is allowed between 9 am and 10 pm.
Every effort is being made to reduce the duration of the construction impacts in your community.
Where: Construction is expected to be limited to the MTO right-of-way, and the City right-of-way at Harmer Avenue North, Harmer Avenue South and Helena Street North. The construction site trailer will be located at 340 Holland Avenue, with heavier vehicles accessing via Holland and lighter vehicles accessing via Huron Avenue.
Pedestrian and cycling detour to Holland Avenue from Kenilworth to Tyndall
In mid-July 2018, the Harmer Avenue Pedestrian Bridge will be closed to prepare for its demolition. There will be a walking and cycling detour for the duration of construction on Holland Avenue from Kenilworth Street to Tyndall Street. The cyclist detour route will be shown by sharrows on the road surface along Kenilworth Avenue and Holland Avenue. Cyclists will also be permitted to ride along the sidewalk on the west side of Holland Avenue. This route will be indicated by new signs that will also remind cyclists to yield the right-of-way to pedestrians while on the sidewalk.
Educational cycling workshops for the Holland detour: On Wednesday, June 20, 2018, the City conducted a cycling workshop for students of the community that was held at the Fisher Park Community Centre. As students prepare to go back to school for September 2018, another cycling workshop will be held to assist young students who cycle in using the Holland Avenue detour. Details to follow.

Queensway closure for rapid demolition and main span truss installation
In late July or early August 2018, the Harmer Avenue Pedestrian Bridge will be demolished and the Queensway will be closed for a Saturday evening/Sunday morning (17 hours), with the detour going to Carling Avenue. As construction progresses, the main truss installation will take place with another Queensway closure for a Saturday evening/Sunday morning (17 hours), with the detour going to Carling Avenue. More details to follow.
Construction disruptions
RW Tomlinson Group is assuming full responsibility for the construction work until it is entirely complete in 2020. They will take every precaution to minimize interruptions to the everyday life of your family and/or operation of your business, but as you can appreciate, there may be some inconvenience during the course of the operation of the work, such as delays when travelling through the construction zone, noise, dust and vibration. We would like to thank you for your patience and co-operation. You may feel vibrations at your home or business due to the use of the construction equipment needed to complete this work. This is quite common and not usually a problem. The contractor will be distributing a letter inviting homeowners adjacent to the construction site to have their homes surveyed to ensure baseline information is on record before construction starts. Residents can choose whether to pursue this optional survey.
Short-term driveway access restrictions may be required during construction at some residences. When driveway access is not possible, on-street parking passes will be provided to residents, if required. Advanced notice will be provided to affected residents should there be any driveway access restrictions.
Impact on the right of way and adjacent private properties
The infrastructure work within the City’s right of way may result in some disruption to part of the private property directly adjacent to the work. Lawns, pathways, gardens and/or driveways may be disturbed. The affected areas will be reinstated as soon as possible after construction is completed, at no cost to you. However, if you have plants or any other assets located within the City’s right-of-way that you want to preserve, we suggest that you move the assets in preparation for the construction work.
Contact information
It should also be noted that the Contractor assumes full responsibility for the construction work until completion as well as for any damages to private property resulting from these construction activities. In the event of such occurrences, all claims for damages should be immediately reported both verbally and in writing to the Contractor’s Project Manager and to the On-Site Inspector. This will ensure prompt notification of appropriate authorities to complete the claim investigations. The City/Contractor will be taking photographs of front lawns and driveways to ensure private properties are returned to their original or better condition.
