Kinburn Side Road Storm Sewer and Roadway Reconstruction

Project information

The existing street infrastructure has reached the end of its lifecycle, and the City has identified the need for reconstruction. This work is being conducted to renew infrastructure such as storm sewers, sidewalks and street lights, as well as improving transportation for all modes in your Community.

Construction work

The construction work will renew infrastructure in your neighbourhood.  Specifically, the work proposed include the new construction/rehabilitation, and/or replacement of:

Storm sewers

  • Storm sewers and catchbasins will be replaced along Kinburn Side Road from 170m West of Donald B Munroe to 70m East of Loggers Way, with an additional catchbasin located 140m East of Loggers Way;
  • Storm sewers and catchbasins will be replaced on Loggers Way from Kinburn Side road to 80m North on Loggers Way.

Sidewalks

  • Existing asphalt sidewalks on Kinburn Side Road (the section from 60m West of Maria Street to Loggers Way) will be replaced with a new 2.0m concrete sidewalk;
  • A new 2.0m concrete sidewalk along Kinburn Side Road on the North Side from 50m East of Donald B Munroe to the Kinburn Community Centre will be constructed;
  • New pedestrian refuges will be added on the South-West and South-East quadrants of the Kinburn 

Paved shoulder

  • A paved shoulder will be provided along the South side of Kinburn Side Road from Donald B. Munro Drive to 500m East of Loggers Way;
  • A mountable concrete curb and gutter adjacent to the travelled lane (between the travelled lane and the paved shoulder) will be provided along the South side of Kinburn Side Road from the East side of the rail crossing to the intersection of Loggers Way.
  • A paved shoulder will also be provided along the North side of Kinburn Side Road from 60m West of of Donald B. Munro Drive to 50m East of Donald B. Munro Drive where it meets the concrete 

Street lighting

  • Street Lights will be replaced on the north and south sides of Kinburn Side Road on existing hydro poles;
  • A new pole and luminaire will be placed on the south-west quadrant of the intersection of Kinburn Side Road and Loggers Way.

On-street parking

  • On-Street Parking will be available along the South side of Kinburn Side Road.  On the North side (within the Village), three parking bays defined by concrete curbs will be provided.

Road work

  • Kinburn Side Road from 170m West of Donald B Munroe to  70m East of Loggers Way will be reconstructed with new a granular structure and a new asphalt surface;
  • Kinburn Side Road from 70m East of Loggers Way to 450m East of Loggers Way will be resurfaced (asphalt grinding and paving), including the improvement of the granular shoulders (addition of granular and grading);
  • Loggers Way from 20m South of Kinburn Side Road to 70m North of Kinburn Side Road will be reconstructed with new a granular structure and a new asphalt surface.

Timelines

Subject to approvals, including the Environmental Compliance Application approval from the Ministry of the Environment and Climate Change (MOECC), construction is planned to commence in late spring 2017, and completion is anticipated for fall 2017.

Project limits

  • Kinburn Side Road from 200 m West of Donald B. Munro Drive to 500 m East of Loggers Way.
  • Loggers Way from 20m South of Kinburn Side Road to 70m North of Kinburn Side Road.

Public consultation

On May 17, 2016, the Preliminary Design for the project was presented at the Kinburn Community Centre,.  The project team was on-hand to answer questions.  Concerns and issues identified were given appropriate consideration as part of the detailed design process.

The information below provides a summary of questions/issues raised by residents during the Public Consultation process:

Are there any plans to improve the safety of the pedestrians crossing at the Loggers Way intersection?

A new crosswalk will be constructed on the West side of the Kinburn Side Road/Loggers Way intersection to assist pedestrians crossing Kinburn Side Road. New pedestrian refuges will be added in both the South-West and South-East quadrants of the Kinburn Side Road and Loggers Way Intersection. Road narrowings will be introduced at the North/West and North-East quadrants to discourage speeding at the intersection.

Will the design consider drainage on the north side of Kinburn Side Road?

Catchbasins will be placed along the curb line on the North side of Kinburn Side Road (westbound travel lane) to capture drainage that is coming from the roadway.

Where will the concrete sidewalk end?

A 2.0m wide concrete sidewalk will be constructed on the north side of Kinburn Side Road, extending westerly to the last residential property, 3145 Kinburn Side Road.  To the east, the concrete sidewalk extends to 80m East of Loggers Way (to the Community Centre).

Will streetlighting be provided along the new sidewalk?

Yes. Street lighting within the limits of the project will be updated to comply with City Standards. Most of the new LED street light fixtures will be provided on existing hydro poles.

Will property drainage be impacted by the proposed design?

The design incorporates drainage features to capture surface drainage. Roadway drainage will be captured via catchbasins, and overland drainage from areas outside of the roadway will be captured via grading and ditch inlets as required.

Will construction impact any of the wells and septic systems?

Impacts to wells and septic beds are not anticipated considering the nature of the work and the relatively shallow excavation depth.

What are the widths of the proposed travel lanes, paved shoulders, and parking bays?

The travel lane widths will be 3.5 m as defined in the Geometric Design Guidelines for Canadian Roads.

The paved shoulder along both sides of Kinburn Side Road (where applicable) will be 2.0m, also as defined in the Geometric Design Guidelines for Canadian Roads.

Three parking bays have been designed from approximately 55 m West of Maria Street to approximately 70m East of Loggers Way. The parking bay widths will be 2.6 m in accordance with City of Ottawa Design and Planning Guidelines.

Has traffic calming been incorporated into the design?

The design includes parking bays framed with bulb-outs at each ends, to be constructed on the north side of Kinburn Side Road from approximately 55m West of Maria Street to approximately 70m East of Loggers Way.

How will vehicular traffic be managed during construction?

A single lane with alternating traffic will be maintained during construction activities.

What will be done with the sump pump outlets?

The City is aware that there are some sump pump outlets connected to the existing storm sewer system. These sump pump outlets may be brought to the surface when the storm sewer is reconstructed.  Current City of Ottawa Design Guidelines for Sewers do not permit direct connections to the Storm Sewer System. Affected property owners will be contacted to discuss a site specific solution.

Project description

This project consists of the design and construction of storm sewers, road reconstruction, concrete curbs and sidewalks on Kinburn Side Road from 200 m west of Donald B. Munro Drive to 500 m east of Loggers Way.  

The work involves construction and/or replacement of: 

Storm sewers

  • Storm sewers and catchbasins will be replaced along Kinburn Side Road from 170m West of Donald B Munroe to 70m East of Loggers Way, with an additional catchbasin located 140m East of Loggers Way; 
  • Storm sewers and catchbasins will be replaced on Loggers Way from Kinburn Side road to 80m North on Loggers Way.

Sidewalks

  • Existing asphalt sidewalks on Kinburn Side Road (the section from 60m West of Maria Street to Loggers Way) will be replaced with a new 2.0m concrete sidewalk;
  • A new 2.0m concrete sidewalk along Kinburn Side Road on the North Side from 50m East of Donald B Munroe to the Kinburn Community Centre will be constructed;
  • New pedestrian refuges will be added on the South-West and South-East quadrants of the Kinburn Side Road and Loggers Way Intersection.

Paved shoulder

  • A mountable concrete curb and gutter, and a paved shoulder will be provided along the South side of Kinburn Side Road from Donald B. Munro Drive to 500m East of Loggers Way;
  • A paved shoulder will also be provided along the North side of Kinburn Side Road from 60m West of of Donald B. Munro Drive to 50m East of Donald B. Munro Drive where it meets the concrete sidewalk termination.

Street lighting

  • Street Lights will be replaced on the north and south sides of Kinburn Side Road on existing hydro poles;
  • A new pole and luminaire will be placed on the south-west quadrant of the intersection of Kinburn Side Road and Loggers Way.

On-street parking

  • On-Street Parking will be available along the South side of Kinburn Side Road.  On the North side (within the Village), three parking bays defined by concrete curbs will be provided.

Open House Boards – 17 May 2016

Purpose

The City has identified a need to replace the storm sewers, reconstruct the pavement, and improve streetscaping in the Village of Kinburn along Kinburn Side Road. 

Scope of Work

Storm sewer

  • Approximately 420 m of existing 1500 mm diameter storm sewer in the western part of the village is in poor condition. It will be replaced to meet current City standards. The sewer will be replaced from 120 m west of Donald B. Munro Dr. to the outfall at #3117 Kinburn Side Road.
  • New catchbasins and local storm sewer connections will be provided.
  • Local drainage problems (e.g. nuisance ponding, poor grading) along the road will also be addressed. 

Roadway / Streetscaping

  • The existing pavement is in poor condition. The road will be reconstructed (full depth) or resurfaced (asphalt) as necessary from west of Donald B. Munro Dr. to the Carp River bridge.
  • A new concrete sidewalk is proposed on the north side from #3145 Kinburn Side Rd. to the Community Centre.
  • The north side boulevard between the sidewalk and curb will be improved with landscaping.
  • The intersection at Kinburn Side Road and Loggers Way will be modified to a more pedestrian-friendly configuration, with more well-defined crossing points.
  • A paved shoulder will be constructed on the south side.

The City of Ottawa invites you to an Open House Information Session concerning the proposed storm sewer and roadway reconstruction on Kinburn Side Road. Preliminary design drawings will be on display.  Staff will also be on hand to provide information and receive comments.

Why: The storm sewers in Kinburn Side Road from 200 m west of Donald B. Munro Drive to Maria Street, and in Loggers Way at Kinburn Side Road, have reached the end of their service life and are in need of replacement. Also, the residents of Kinburn Village have requested the renewal of existing sidewalks, and construction of new sidewalks and/or paved shoulders on both sides of Kinburn Side Rd, from west of Mary Street to approximately 230 m east of Loggers Way (Kinburn Community Centre). 

What: Storm sewers will be replaced and a concrete sidewalk will be constructed on the north/west side of Kinburn Side Road from west of Mary Street to the Kinburn Community Centre. A paved shoulder will be provided on the south/east side of Kinburn Side Road from 200 m west of Donald B. Munro Drive to 500 m east of Loggers Way. 

When: This project is planned for construction in spring 2017. 

Where:  Kinburn Side Road from 200 m west of Donald B. Munro Drive to 500 m east of Loggers Way.
