Residential Mural Program

What is a Residential Mural?

A Residential Mural is defined as a large-scale artwork done directly on the wall of a structure in a residential zone, with written permission of the property owner.  The aim is to beautify and enhance the community with images that reflect and depict culture, history or visions of artistic expression in a tasteful and positive manner. The mural art shall not discriminate, or incite any other person to infringe upon any person’s human rights, race, ancestry, place of origin, colour, ethnic origin, citizenship, creed, sex, sexual orientation, gender identity, gender expression, age, marital status, family status, or disability.

Approximate Cost

A Residential Mural permit fee is $150 for each mural at a civic address in a residential zone. The fee is required for the issuance of a permit. An additional $50-dollar fee will be charged for each additional residential mural at the same municipal address. The fee is payable at By-law & Regulatory Services Headquarter, located at 735 Industrial Ave.

Approximate timelines

The Residential Mural Review Panel will provide comment within thirty (30) business days from the date of receipt of the application.

How to apply

Permit Requirements

  • Applicant fills in business license application (for individuals applying, in section 1 click “Residential Mural” and leave the rest blank)
  • Applicant provides confirmation that they are 18 years or older
  • Applicant provides confirmation of zoning
  • Application provided proof of property ownership or letter of authorization from owner
  • Applicant submits application package via the Business licensing and permit application form
