Tips for sod maintenance - October 2017

During the week of _____________, new sod was installed in front of your property.  The contractor who installed the sod is required to maintain it regularly for a 60 day period after installation. Residents are asked to refrain from mowing the lawn for this time period, as the contractor is responsible for the maintenance. Please keep foot traffic to a minimum for three to four weeks after installation.

Please be advised that the period of October 31st to May 1st is deemed to be the winter dormant period for sod, and as such shall be excluded from the 60 day period for which the contractor is responsible for the maintenance. The contractor’s responsibility to maintain the sod will carry over into the spring of 2018.

After this 60 day period residents are requested to ensure the health and survival of this new sod. Below are some suggested tips: 

  • It is important to maintain and water sod and not mow it too short. 
  • Water the lawn approximately twice a week making sure to apply 1 inch of water each week. For instance, ½ inch for two watering equals 1 inch of total water. Levels can be monitored by putting a small open can on the lawn to quantify total water.
  • Residents may cut the lawn as needed, as the lawn should be fairly rooted and can take normal wear and tear. 
  • Do not water sod 1-2 days before cutting.
  • If applying fertilizer, choose one that has a nutrient ratio of 3:1:2, which indicates the amount of nitrogen, phosphorus and potassium (NPK).

Construction notice - April 2017

Beginning late June to early July 2017, the City of Ottawa will begin construction work in your neighbourhood. This work is being conducted to rehabilitate the watermain in your community.

Who: The City of Ottawa has retained the Contractor, Landrock Excavation Inc., to complete the work.

Why: The City of Ottawa will be proceeding with construction due to the condition of the existing watermain and the high break history observed. The extent of the underground work necessitates the removal and replacement of the roadway asphalt.

What: Construction work will involve the rehabilitation of the watermain and roadway in your community.

Where: Marquis Avenue between Mulberry Crescent and Naskapi Drive. This work will directly impact residents with civic addresses from 1958 to 1982 Marquis Avenue.

When: The installation of temporary water services will precede the main construction activities and is expected to commence late June to early July 2017. Main construction activities are expected to start early July 2017. Construction completion is expected early Fall 2017.

The City of Ottawa Noise By-law (2004-253) allows construction activity to occur weekdays between 7:00 a.m. and 10:00 p.m. Although work is permitted on Saturdays between 7:00 a.m. and 10:00 p.m., the contractor has advised the City that usual construction hours will be weekdays from 7:00 a.m. to 7:00 p.m. This will be modified as needed, for example if weather affects the schedule, or if conditions change. Please check the City website for updates to the Marquis Avenue reconstruction project.


Accessibility is an important consideration for the City of Ottawa.  The City makes every effort to provide access through and around construction sites.  If you require special accommodation, please contact the On-Site Inspector or the Contractor’s representative.

On-street parking and traffic

Throughout the limits of the project, the roadway will be open to local traffic only. Localized road closures at the location of excavations for the mainline watermain and services can be expected throughout the project limits. To allow the work to be completed in a timely manner, on street parking may be prohibited during the construction period.  Signs will be placed 24 hours in advance indicating the parking prohibition. Vehicles parked at these locations may be towed at the owner’s expenses. Parking fines may also apply.  In the event that access to your driveway is restricted due to construction activities, the City’s inspector will provide you with a temporary On-Street Parking Permit (orange form) to authorize on-street parking within a few blocks of your residence.

Construction disruptions

Landrock Excavation Inc. is assuming full responsibility for the construction work until it is entirely complete.  They will take every precaution to minimize interruptions to the everyday life of your family and/or operation of your business, but as you can appreciate, there may be some inconvenience during the course of the operation of the work, such as delays and traffic detours when travelling through the construction zone, noise, dust and vibration.  We would like to thank you for your patience and co-operation.

Impact on the right-of-way and adjacent private properties

The watermain reconstruction is within the City’s right-of-way but may result in some disruption to part of the private property directly adjacent to the work.  Lawns, pathways, gardens and/or driveways may be disturbed.  The affected areas will be reinstated as soon as possible after construction is completed, at no cost to you.  However, if you have plants or any other assets located within the City’s right-of-way that you want to preserve, we suggest that you may wish move these materials in advance of the construction work. If you own a subsurface lawn irrigation system, or a heated driveway system, please notify the City’s Project Manager identified below.

Pre-construction survey

You may feel vibrations at your home or business due to the use of the heavy equipment needed to complete this work.  This is quite common and typical observed vibrations are unlikely to cause damage to adjacent structures.

The Contractor is required by the City to carry liability insurance before any work may proceed.  You may be asked by the contractor’s agent for permission to survey your property before the work commences, as Contractors typically conduct pre-construction inspections to document existing conditions for their own purposes.  It is to your benefit to allow the inspection to be conducted on your property, as it may assist with establishing the impact, if any, that construction has had at your property after work is complete.  In addition, you may wish to complete your own survey of pre-construction conditions on your property.  Your survey should include photographs.

Landrock Excavation Inc. is assuming full responsibility for the construction work until the construction project is entirely completed.

Private water services

One element of the reconstruction project is the replacement of the watermain under the road. This work will include replacement of the small water pipe that supplies water to your property, known as the “water service.”  The water service extends from the watermain to your building.  Part of the water service is located within the City’s right-of-way and part of the water service is located on your private property.  This reconstruction project will replace that part of the water service that is located on the City-owned property.  The City will only replace the City-owned portion of the water service between the watermain and your front property line.  This will be done at no cost to you.  The private section of the water service (on your property) between the front property line and your building is known as the private water service.  The private water service will not be replaced as part of the City project. 

Existing information on the Rothwell Village Development indicates that it was constructed in the early 1970s, which makes it highly unlikely that lead water services are present. If, however; lead services are found, these will be identified and residents will be informed.  Typically lead services can be found in houses / buildings constructed prior to 1958.

Homeowner agreements with the general contractor

Please be advised, that should resident’s enter into a private agreement with the City’s General Contractor, the City will not become involved in any oversight of work or dispute resolution for work done on private property.

Sewer lateral replacement

As part of the watermain reconstruction project, the sanitary sewer laterals will be replaced along with the water service only if they are situated in a common trench. Where identified by the City’s Environmental Services Protective Plumbing Program, certain sewer laterals may be replaced on private property, or lined from the building foundations. Typically, these issues are related to deficiencies that have compromised the function of the lateral and are typically the result of roots from City trees. Additional coordination with the Site Inspector may be required for some of these activities if this situation applies to you.

Fire supply interruption

During construction, water will be supplied to buildings by temporary water lines. Municipal fire suppression will continue during this temporary period. Please note that private home/building fire suppression systems could be impacted as temporary water is being provided for domestic consumption purposes only. If you have a home/building fire suppression system, you are recommended to make arrangements with a fire protection services company in order to determine the extent of any impact. Any problems with the temporary water services can be directed to our on-site construction inspector, or by calling the City of Ottawa at 3-1-1.

During the watermain renewal project, your property will be placed on a temporary water service.  While your property is on this temporary service, your water usage will be estimated since the temporary service is not metered.  Your water bill will be based on your past average water usage.  If you have any questions please contact Revenue at 613-580-2444” or

The City of Ottawa would like to invite you to a public information session to display the design of a project planned in your neighbourhood.

Why: The project involves the replacement of the existing watermain along Marquis Avenue as well as asphalt reconstruction of the entire roadway. Replacement has been necessitated by the high break history of this piece of infrastructure.

What: The construction work will involve removal and replacement of the existing underground watermain during which time residents will obtain drinking water through a temporary aboveground pipe network. Once the watermain construction is completed, Marquis Avenue will be reconstructed with a new asphalt overlay.

When: The construction is scheduled to begin in Spring/Summer 2017 and end in late Summer to early Fall 2017.

Where: The 250m long watermain is located along Marquis Avenue between Mulberry Crescent (E) and Naskapi Drive (N), and will directly impact residents with civic addresses from 1958 to 1982 Marquis Avenue.

At the public information session, residents will be able to drop in during the hours noted above and review the construction plans for the project. Representatives from the City, the Design Consultant, and the Ward Councillor’s office will be available to discuss the project and answer questions.

Project description

The City of Ottawa is undertaking the preliminary and detailed design for the renewal of Marquis Avenue West from Mulberry Crescent North to Naskapi Drive North. The existing watermain, has reached the end of its useful life and is in need of upgrading to provide the required level of service to your neighbourhood. The City has identified the need for reconstruction of the following works:

  • Watermain (300mm) on Marquis Avenue West which was originally installed in 1973 needs to be replaced from Mulberry Crescent (N) to Naskapi Drive (N) due to a high number of breaks. Work includes all water services from the main to the property line.
  • Hydrant spacing for this area will be upgraded as required to meet current fire protection standards for hydrant placement.
  • Trench reinstatement within the right-of-way will be conducted to reinstate main and service cuts to properties.

Preliminary and detailed design: late Spring 2016 - Fall 2016

Public involvement

A public information session is expected to be held late winter/early spring 2017 to present the detailed design drawings to the public. At this time attendees will be able to review the design, ask questions and provide comment on the proposed works.
