The City’s Audit Committee today received the second report for the audit of OC Transpo’s zero-emission buses. The audit is being conducted in phases and the focus of today’s report was on the procurement of 40-foot electric buses.
The Auditor General made six recommendations to improve the procurement process and strengthen OC Transpo’s request for proposals. Management agreed with all six recommendations and has identified an opportunity to leverage the Toronto Transit Commission’s (TTC) procurement vehicle for zero-emission buses that satisfies both OC Transpo’s needs and many of the Auditor General’s recommendations. The TTC request for proposals strategy encourages the participation of other Ontario transit agencies and would award up to two contracts to supply 40-foot battery electric buses. Once the TTC’s procurement process concludes, the City of Ottawa would enter into its own separate agreement with any selected proponents.
By leveraging the TTC procurement, OC Transpo can standardize vehicle specifications and provide operations and maintenance benefits.
