Backflow Prevention Program application

Before you begin

Are you the owner of an existing building who is now required to install a new backflow assembly, relocate a working assembly or replace a defective assembly? If so, you must apply and obtain a building permit before starting any work on the plumbing system.

Cost and timeline

Cost

No financial assistance is available to achieve program compliance.

Program administration costs are recovered by a $53 administration fee property owners will pay when a qualified person submits the test results on their behalf.

Property owners will pay qualified service providers to conduct site surveys, install, maintain and repair premise isolation backflow devices and test the devices yearly. The Backflow Prevention Program strongly recommends obtaining at a minimum three quotes for a project or services from qualified service providers. The costs will vary depending on the size of the water service line and the need for structural work as part of the installation.

Building Code Services administration costs include a building permit fee starting from $100.

What you need

Required inspections

Your Building Inspector must confirm that the new or relocated Backflow Assembly complies with the requirements of the Ontario Building Code and the referenced standard, CSA B64.10-17 for Premise Isolation. Additionally, the Inspector must verify the device has passed testing by a Qualified Tester as described in the amended Water By-law.

The permit plans and specifications must be on site and made available to the Building Inspector at the time of inspection. To ensure the availability of a Building Inspector, you should book your inspection 48 hours in advance. The Building Inspector name and phone number is identified on the building permit.

Building Code Service counters are open for personal services by appointment and walk-ins. This includes the submission of permit applications, payment of fees and the issuance of permits.

What happens next

Issuance of permits

Permit applicants will be contacted when the permit is approved for issuance.

If your application was previously approved, clients are requested to contact Building Code Services at 613-580-2424 ext. 29312 or send an email to buildingpermits@ottawa.ca to coordinate the issuance of their Permit.

Building inspections

Inspections staff will not enter occupied areas of the following building types for the purposes of carrying out their duties:

  • Long-term care facilities, seniors’ residences and retirement homes;
  • Hospitals; and
  • Daycare facilities.

Permit holders are encouraged to speak directly with their assigned inspector regarding options for an in-person inspection.

Inspectors are currently practicing enhanced health and safety protocols, including physical distancing, while onsite.
