Hawthorne Avenue - Colonel By Drive to Main Street (July 24 to late fall 2023)
The City of Ottawa has commenced construction on the new watermains, sewers, and associated road rehabilitation work as part of the Greenfield-Main-Hawthorne et al. Reconstruction Project. To facilitate this work, the City of Ottawa has approved lane closures on Hawthorne Avenue as outlined below.
What: Lane closures will begin on Hawthorne Avenue between Colonel By Drive and Main Street. This work will be phased with an increasing level of traffic impact as construction activities on Colonel By Drive transition onto Hawthorne Avenue. Associated off-peak parking impacts will have progressive restrictions. Both east and westbound traffic will be shifted to the north side of Hawthorne Avenue as underground utilities are installed, and shifted back to the south side once road work on the south lanes is completed. Lane closures will be required across the Pretoria Bridge at times to facilitate the lane shifts. Eastbound right turns from Pretoria Bridge onto southbound Colonel By Drive will be maintained through a dedicated turn lane when feasible.
Why: Lane closures are required for the safety of the residents and workers, as there is limited area to accommodate the open cut excavation and the necessary labour, materials and equipment.
When: Starting Monday July 24, eastbound Hawthorne Avenue will be reduced to one lane just east of Colonel By Drive with a portion of the south side on-street parking removed to facilitate the work on Colonel By Drive. Disruption will affect daytime peak and off-peak times.
Starting the week of July 31, Hawthorne Avenue will be reduced to one lane in each direction adjacent to the work zone with off-peak parking impacts as the work moves from west to east.
One lane in each direction will be maintained at all times during weekdays, with disruptions expected to last through the fall of 2023. Additional disruptions as may be required will be communicated separately.
The scheduled closure dates may adjust slightly, depending on schedule impacts by the weather or site conditions.
Where: Hawthorne Avenue between Queen Elizabeth Drive and Main Street
Who: The City of Ottawa has retained the contractor Green Infrastructure Partners Inc. (GIP), formerly Aecon, to complete the work.
Traffic impacts
The current northbound closure of Colonel By Drive between Clegg Street and Hawthorne Avenue is scheduled to end by early September 2023. The detour for this traffic is via Clegg and Main Streets to Hawthorne Avenue. Although there will be some overlap with the Colonel By Drive northbound closure and the lane closures on Hawthorne Avenue, the City is working with GIP to ensure the disruptions are reduced as much as possible.
The City is aware of the impacts this project is having on the traffic movement within Old Ottawa East. Your understanding and patience is appreciated as this important rehabilitation of critical infrastructure is performed. Traffic impacts in the 2024 phase of construction are expected to be less disruptive to the major traffic routes.
Garbage collection
The Contractor is aware of the garbage collection schedule and is required to maintain access so that garbage can be collected at the curb. If vehicular access is interrupted for any reason, the contractor is responsible to move the garbage from the homeowner’s curb to a common location where it can be picked up. Empty containers will then be returned to the appropriate homeowners/businesses.
Construction disruptions
Green Infrastructure Partners (GIP), formerly Aecon, will take every precaution to minimize interruptions to the everyday life of your family and/or operation of your business, but as you can appreciate, there may be some inconvenience during the course of the operation of the work, such as delays when travelling through the construction zone, noise and dust. You may also feel vibrations due to heavy equipment operations. Vibrations from construction activities are quite common and rarely cause any problems. We would like to thank you in advance for your patience and co-operation. For construction activity hours of work, the City of Ottawa follows provincial requirements and the City’s Noise By-law (2017-255).
