Frank Bender Street cross-rides: construction - correction notice

The previous notice distributed contained incorrect information. Please use this revised notice as the correct project update. 

On October 16, 2023, the City of Ottawa will begin installation of cross-rides in your neighborhood. 

What: Surface drainage improvements at the intersection of Jeanne-d’Arc Boulevard and Frank Bender Street including the installation of cross-rides.  

Why: This work is required to improve mobility and safety for cyclists.

When: This work is scheduled to begin on October 16 and is scheduled to be completed by the end of November 2023.

Where: Frank Bender Street and Jeanne d’Arc Boulevard intersection.

Who: The City of Ottawa has retained the contractor, Royal Crown Construction, to complete the work.

Traffic management

To accommodate the proposed construction, temporary lane reductions will be required on Jeanne D’Arc Boulevard. Access to private properties including pedestrian and cycling access, will be maintained throughout the construction period unless otherwise communicated.

On-street parking and local access

As the various road reconstruction activities are in progress, on-street parking will be restricted. Local access will be maintained to residents, business owners and emergency vehicles. Periodically, vehicular access to your property may be unavailable; the contractor is required to provide 24-hour notification of temporary loss of vehicular access/egress to your property.

A temporary On-Street Parking Permit will be made available to allow on-street parking within two blocks of your residence when these disruptions occur. Residents with electric vehicles will need to find alternative charging arrangements when access is restricted. The use of extension cords within the public right of way is not permitted.

Should you have additional concerns about reduced access, such as business deliveries or accessibility requirements, please contact the project manager listed below.  

Contractor responsibility

As part of this Contract, the contractor is assuming full responsibility for the construction work until it is entirely complete as well as any damages to private property resulting from these construction activities. In the event of such occurrences, all claims for damages should be immediately reported both verbally and in writing to the contractor and to the City on-site Representative. This will ensure prompt notification of appropriate authorities to complete the claim investigations.

Construction disruptions

The contractor will take every precaution to minimize interruptions to the everyday life of your family and/or operation of your business, but, as you can appreciate, there may be some inconvenience during the course of the work, such as traffic delays, noise and dust. You may also feel vibrations due to heavy equipment operations. Vibrations from construction activities are quite common and rarely cause any problems. We would like to thank you for your patience and co-operation. For construction activity hours of work, the City of Ottawa follows provincial requirements and the City’s Noise By-law (2017-255).

Beryl Gaffney Park Stormwater Outfall (November 2023)

This notice is to advise of construction starting in November 2023 within the boundaries of Beryl Gaffney Park along the shore of the Rideau River.

What: The Beryl Gaffney Stormwater Outfall (OUT16650) Retrofit Project will involve earthworks, armourstone wall reconstruction, outlet pathway improvements, and temporary access and landscape reinstatement works.

Why: The work is needed to rehabilitate the plunge pool and outlet channel to the Rideau River which has experienced erosion. This work will enable the stormwater outfall to continue the important role of maintaining the water quality of storm water draining to the Rideau River.

When: Construction will begin mid-November 2023. The initial activities will include mobilization to site, tree and vegetation removals, and earthworks to create a temporary access for construction equipment to the river shoreline. Construction is planned to be phased, with the outlet channel being stabilized prior to the end of December 2023. Removal of the temporary access and final landscape reinstatement will occur in spring 2024.

Where: Please refer to the key plan for the project location in Beryl Gaffney Park. Access to the construction site will be through the access road from Prince of Wales Drive.

Who: The City of Ottawa has retained the contractor TLC Exteriors to complete the work.

Construction disruptions

TLC Exteriors will take every precaution to minimize interruptions to the normal life of your family and/or operation of your business, but as you can appreciate, there may be some inconvenience during the course of the work, such as delays and pedestrian / cycling detours when travelling through the construction zone, noise, dust and vibration. These inconveniences are sometimes unavoidable in order to complete the required work of infrastructure renewal. Observed vibrations due to construction activity rarely exceed the threshold to cause damage to structures. Should the conditions seem excessive, please contact the City’s Project Manager.

Pathway impacts

Although no vehicular traffic is impacted with this work, some disruptions to the Beryl Gaffney pathway running parrallel to the Rideau River can be expected. While active work is underway there is the potential for flagging operations and pathway detours. Pathway access outside of working hours is expected to be minimally impacted. The lookout access adjacent to the stormwater outfall is expected to be closed to the public through the end of 2023, and again in the spring of 2024 when reinstatement works are being undertaken.

Working hours

The City of Ottawa Noise By-law (2017-255) allows construction activity to occur weekdays between 7 am and 10 pm. On Saturdays, work is permitted between 7 am and 10 pm, while Sundays, statutory and public holidays work is permitted between 9 am and 10 pm.

Demolition notice: 115 Spencer Street

In September 2023, the City of Ottawa began demolition work in your neighborhood.

What: The house and garage at 115 Spencer Street will be demolished by the City of Ottawa.

Why: This property is planned to be converted into a park.

When: This work has been delayed due to the disconnection of services but is now expected to be completed by early December 2023.

Where: At 115 Spencer Street, on the corner of Spencer Street and Huron Avenue N.

Who: The City has retained the contractor, Amor Construction, to complete the work.

Impact on the right of way and adjacent private properties

The construction work is within the City’s right of way and on a city-owned property. It will not result in any major disruption to the lane west of the property, the sidewalk, or properties directly adjacent to the work.
