3071 Riverside Drive

Future Site of City Park

The City of Ottawa is commencing preliminary consultation on the new park to be built at 3071 Riverside Drive.

Development applications from Canoe Bay Developments Inc. have been submitted to develop the property located at 3071 Riverside Drive with a mixed-use development and a 1.5-acre park. The site is located on the east side of Riverside Drive opposite Mooney’s Bay Park. The park will be located adjacent to the southern lot line of the property, and will have street frontage on Riverside Drive. 

The park is proposed to be designed and constructed as a developer-built park through the subdivision application that has been submitted for the site. To obtain further information relating to the application, go to ottawa.ca/devapps, access the City’s Development Application Search Tool, and input File Number D07-16-17-0011 in the “Search” criteria. 

The park is classified as a parkette according to the City’s Park and Pathway Development Manual based on the park size. Parkettes are small parks that are located within walking distance of local residents. They provide central green space and social gathering spaces within neighbourhoods, and offer predominantly passive recreation and minor active recreation opportunities within a local residential or mixed-use neighbourhood. Parkettes can improve connectivity with neighbourhoods, provide interesting focal points, enhance built form and contribute to community character, providing a place for residents to interact, children to play and social events to occur.

Please take a few minutes to complete a survey regarding the proposed park. The City will be taking the survey results into consideration during the planning and design process for the park. Further public consultation will be led by Councillor Brockington and will occur after concept plans and illustrations have been prepared for the park.  

The survey may be completed up until November 24, 2017.

Bateman Park

Playground Life-cycle Renewal Project

Address: 24 Bateman Drive.  Ward 9

In 2018, the existing play equipment in Bateman Park is scheduled to be replaced as a life-cycle renewal project.  A public consultation was held on the evening of February 27th, 2017 to determine what sort of play elements the community would like to see included in the new play equipment selection.  As a result of what we heard at the consultation, the Concept Plan, as shown in the link below, was prepared.

The play elements that had been requested and could be built into the design include:

  • Spring toy(s)
  • Under-platform cooperative / imaginative play
  • Monkey bars - both static / straight design and spinner type
  • Slide (for 1.5 to 5 yr olds)
  • Slide - twist design (for 5 to 12 yr olds)
  • Balance element - skateboard
  • Climbing opportunities - as many variable types as possible.

Blackburn Arena

Blackburn Arena renovation and addition

The Blackburn Arena is a single-pad arena located at 200 Glen Park Drive within Blackburn Park. The arena was constructed in 1974 and contains four undersized players’ dressing rooms that do not meet the needs of present day facility users.  The building also contains a lobby, public washrooms, a referees’ dressing room, an alternate needs dressing room, an office for facility staff, and a Ward Councillor’s office. The rink slab, boards and high roof were replaced in 2016. 

The purpose of the project is to design and construct a building addition to provide four full-size players’ dressing rooms, two alternate needs dressing rooms, a lobby addition, and a new entrance vestibule. The project involves renovations to the existing building including the repurposing of the existing players’ dressing rooms into an expanded lobby, a multipurpose room, a universal washroom, and storage space. Modifications to the parking lot are proposed to accommodate the building expansion. City Council has approved funding for the design phase of the project.

Cardinal Creek Park 18A

Cardinal Creek Park 18A will be a 3.1 hectare park located along the Cardinal Creek Valley with pedestrian and emergency access only from Trim Road.  The Transportation Master Plan’s Affordable Road Network shows the future Frank Kenny Road Extension, scheduled for construction beyond the year 2031, running along the southern boundary of the park. In the interim, a pedestrian access pathway will be constructed from the existing Cardinal Creek Community Park parking lot, ending atop the embankment in Cardinal Creek Park 18A.

Context:

Although the park site has been disturbed over recent years as a result of adjacent construction projects, it benefits from surrounding natural woodlands, creek lands and open meadows of long grasses, wildflowers and shrubs.  To the north-west the parkland is raised, providing long views across Cardinal Creek Storm Water Management Pond to Cardinal Creek Community Park and beyond.  A hydro corridor complete with overhead wires and 2 large concrete pylons crosses the central area of the park.   The larger south-east portion is mostly open, sunny and sheltered from winds. The park is not served with electricity, water, sewers or street access.

Preliminary Designs:

A consultation occurred in January 2017 where 3 preliminary plans were shown to the community and posted on-line on Ottawa.ca.  We asked for future park users to rank their top 5 preferred components.

What We Heard:

As two of the components ranked equally, we emerged with 6 favourites:
Fitness trail with exercise stations
Large fenced off-leash dog area with grassed surface
Tennis Courts (no lights)
Nature Trails
Gazebo / shade structure
Lookout Hill (possible uses: running up, rolling down, winter sliding)

Next Steps:

Following this consultation, we will prepare detail design drawings and tender the project.  Park construction work will coordinate with the new access pathway and is to be complete by the end of 2018.

The final plans will comply with the City of Ottawa Accessibility Design Standards and the provisions of the City of Ottawa Park and Pathway Development Manual including the Parks and Pathways Inclusive Design Checklist.

Notre-Dame-des-Champs Park

Proposed Accessible Playground

The City of Ottawa and the Miracle League of Ottawa are proposing to construct a new accessible playground in Notre-Dame-des-Champs Park, located at 3659 Navan Road.  Existing facilities in the park include the Notre-Dame-des-Champs Community Hall, the Jays Care Field (an accessible baseball diamond), a baseball support building, and a small playground.  The new playground is to be located to the east of the baseball outfield fence and is proposed to have a rubberized protective surfacing material; a playstructure with double-wide ramps, activity panels, a double slide, a Sway Fun glider, a horizontal ladder and other play elements; and a three-bay swing with bucket, belt and accessible seats.  New asphalt pathways are proposed to create an accessible route to the playground.  Future expansion of the new playground area is also contemplated around the baseball outfield.  The existing playground is proposed to be removed.

The playground is proposed to be constructed starting in fall 2017 or spring 2018, and is being undertaken as a Community Partnership Major Capital project between the City and the Miracle League of Ottawa.

Riverside South Parks 12 and 15

Two parks are proposed to be developed within Riverside South Development Corporation’s Phase 13 subdivision.  Park 12 will have an area of 1.59 ha and Park 15 will have an area of 0.55 ha.  Park 12 is proposed to be located at the southeast corner of Mount Nebo Way and Memorial Grove.  Park 15 will be bounded by Serenade Crescent to the east, Dreamcatcher Place to the south and Mistwell Lane to the west.  The parks are proposed to be constructed in 2018.  A link to the concept plans is provided below.

Rockhurst Park

Overview

Rockhurst Park will be a 0.07 hectare parkette at the corner of Wellington Street West and Island Park Drive. The developer of the future mixed-use development at 1451 and 1445 Wellington Street West (Mizrahi Development Group) will build the park in the adjacent untravelled road allowance at the southern end of Rockhurst Road.

The road allowance is currently landscaped with grass and trees. Once completed, the park could contain an improved corner area, central seating area, play or water component, public art, planting, and a pathway. There is the potential to connect the park to the ground floor restaurant patio of the adjacent building and conserve some of the existing trees.

What we’ve heard so far

Thirteen residents attended the public meeting on June 9, 2016 to review and discuss the four park idea plans [PDF 4.2 MB]. Councillor Jeff Leiper hosted the meeting with the developer, the consultant and City staff available to answer questions. The City received eleven written comment sheets. These comments, along with more detailed site information, point to six emerging design priorities for the park.

  1. Retain some of the existing trees. They are a landmark feature, improve the micro-climate of the site and screen the park from the busyness of the street corner. It would take years for new trees to provide a similar effect. 
  2. Create a wider pathway, ideally a curvilinear one.
  3. Incorporate an area for seating and informal play in the centre of the park.
  4. Improve the screening of the utility and servicing area at the rear of the park by retaining the existing trees in that area.
  5. Consider the relationship with the café/restaurant and patio in more detail, including access, views and the potential to incorporate a water feature.
  6. Create a more structured and attractive corner area at the intersection of Wellington Street West and Island Park Drive. Orient it towards Wellington Street West and integrate seating, planting, signage, and potentially a public art feature into it.

The concept plan is progressing based on the six design priorities. Additional public consultation on the final concept plan will take place later this year*.

*Update 

Due to a longer-than-expected building design process, and the need to coordinate the park design with the building design, consultation on the park concept plan has been re-scheduled for early 2017.

Next Steps

Work towards a final concept plan by spring 2017, with park construction potentially in 2018.

The eventual park concept plan will meet City of Ottawa Accessibility Design Standards and the provisions of the City of Ottawa Park and Pathway Development Manual including the Parks and Pathways Inclusive Design Checklist

St Charles Market Park

A new park is being built as part of the site plan development at 135 Barrette Street in Ottawa’s Vanier neighborhood. The park is located at the corner of St Charles Street and Beechwood Avenue. It will preserve a section of the forecourt of the former St Charles Church. 

The park will include green space, pathways, benches, landscaping, new trees and planting, and the preservation of some existing trees along Beechwood Avenue. The park will also include a number of sculptural or outdoor musical play elements.  

The park will provide a connection to the public hardscape forecourt plaza being provided for the new St Charles Market development.

Wateridge Village Phase 1B - Two Parks 2018

The Wateridge Village Community located on the site of the former Canadian Forces Base (CFB) Rockcliffe will eventually have ten (10) new parks.  The combined area of parkland in the community will be 21.93 hectares of land. Two parks (Park 5 and Park 8) are currently under construction and will be complete in Spring 2018. Phase 1B will contain two more parks that will begin construction in Spring 2018 and includes one of the two planned community parks.

South Community Park 2

Park 2 is 5.03 hectares in size. The amenities in this park will include: Splash pad water play feature, community gathering space with seating, picnic area, playground with senior and junior play equipment, and youth fitness structure, full size soccer field, double lit tennis courts, lit boarded hockey rink, puddle rink, integrated skateboard park, fitness signage with benches, informal seating, free play open space, park shade structure, pathways, benches, dry cells (stormwater management feature), landscaping, new trees and planting and preservation of existing trees.

Town Square Parkette 8

Park 8 is 0.32 hectares in size and will function as the ‘town square’ and provide a place for the community to gather. The concept for the space ties together the past, present, and future influences of the site and incorporates history from the CFB Rockcliffe army base (specifically commemorating Lt Col William G Barker VC), and modern amenities and aesthetics. The amenities in this park will include: a splash pad, multi-purpose and multi-season community gathering space with seating, park shade structure, commemorative features, pathways, benches and tables, landscaping, new trees and planting.
