Construction notice - May 2017

Beginning the week of May 15, 2017, the City of Ottawa will be completing the final stage of construction in your neighborhood that began in 2016.

Who: The City of Ottawa has retained the Contractor, C.A.C.E. Construction (1991) Ltd., to complete the work.

Where: Construction will take place on the following streets:

  • River Lane from Keefer Street to Dufferin Road
  • Dufferin Road from Stanley Avenue to Crichton Street
  • Crichton Street from Keefer Street to Dufferin Road

Why: The work is a continuation of the construction completed in 2016 which involved road, sewer and watermain renewal.

What: The work involves the reinstatement of landscaping within the following project limits listed above.

When: This work is tentatively planned to begin the week of May 15, 2017. Completion is anticipated by the end of June 2017, weather dependent.

Parking and traffic impacts

The Contractor is required to provide 24 hr notification of temporary loss of access/egress to your driveway.  A Temporary On-Street Parking Permit (orange form) will be made available to permit on-street parking within two blocks of your residence.

Construction notice – June 2016

On July 6, 2016, the City of Ottawa will begin construction work in your neighbourhood on River Lane and on Crichton Street between Keefer and Dufferin.  This work is being conducted to improve the aging infrastructure in your community.

Who: The City of Ottawa has hired the Contractor, C.A.C.E. Construction (1991) Ltd., to complete the work.

Where: Construction will take place on the following streets:

  • River Lane from Keefer Street to Dufferin Road
  • Dufferin Road from Stanley Avenue to Crichton Street
  • Crichton Street from Keefer Street to Dufferin Road

Why: The purpose of the project is to renew the aging infrastructure on the affected streets.

What: The construction work will renew infrastructure in your neighbourhood and will involve the following:

River Lane (Keefer Street to Dufferin Road)

  • installation of new storm sewer
  • replace existing watermain and water services
  • road reconstruction

Dufferin Road (Stanley Avenue to Crichton Street)

  • minor modification to existing watermain
  • road reconstruction

Crichton Street (Keefer Street to Dufferin Road)

  • asphalt overlay
  • intersection modification at Crichton and Keefer

When: This work is tentatively planned to begin on July 6, 2016. Completion is anticipated by the end of October 2016, weather dependent.

Building survey

C.A.C.E. Construction (1991) Ltd. is assuming full responsibility for the construction work until the construction project is entirely completed.

The Contractor is also required by the City to carry liability insurance before any work may proceed.  You may be asked by an agent on behalf of the contractor for permission to survey your property before the work commences, as Contractors typically conduct pre-construction inspections to document existing conditions for their own purposes.  It is to your benefit to allow the inspection to be conducted on your property, as it may assist with establishing the impact, if any, that construction has had at your property after work is complete. C.A.C.E. Construction (1991) Ltd. has retained the services of DST Consulting Engineers to complete the pre-construction survey on their behalf.  In addition, you may wish to complete your own survey of pre-construction conditions on your property.  Your survey should include photographs.

Construction disruptions

As part of the construction, River Lane between Keefer and Dufferin will be temporarily converted to two-way traffic and will be temporarily closed to through traffic. Local access will be maintained to residents. Crichton Street between Keefer and Dufferin will be closed to west-bound traffic and a detour will be signed accordingly. East-bound traffic will be maintained through the construction zone.

The Contractor will take every precaution to minimize interruptions to the everyday life of your family and/or operation of your business, but, as you can appreciate, there may be some inconvenience during the course of the work, such as traffic delays, noise, dust and vibration. We would like to thank you for your patience and co-operation. If construction activities cause temporary loss of access to your property or business, advance notice will be provided and assistance with alternate access and parking will be offered.

Fire Supply Interruption

In addition, during construction, water will be supplied to buildings by temporary water lines. Municipal fire suppression will continue during this temporary period. Please note that private home/building fire suppression systems could be impacted as temporary water is being provided for domestic consumption purposes only. If you have a home/building fire suppression system, you are recommended to make arrangements with a fire protection services company and in order to determine the extent of any impact.  For information on minimizing your fire risk contact the City’s Fire Services at (613) 580-2424 ext. 15371. We apologize in advance for any disruptions in water service during construction. Any problems with the temporary water services can be directed to our on-site construction inspector, or call the City of Ottawa at 3-1-1.

During the watermain renewal project, your property will be placed on a temporary water service.  While your property will be on this temporary service, your water usage will be estimated since the temporary service is not metered.  Your water bill will be based on your past average water usage.  If you have any questions please contact Revenue at 613-580-2444 or WS-Billing@ottawa.ca.

Contact information

As part of this contract, the Contractor is assuming full responsibility for the construction work until it is entirely complete as well as any damages to private property resulting from these construction activities.  In the event of such occurrences, all claims for damages should be immediately reported both verbally and in writing to the contractor and to the City’s on-site Representative.  This will ensure prompt notification of appropriate authorities to complete the claim investigations.

To facilitate construction, preliminary work is occurred during the Winter/Spring 2016.  This work includes tree trimming and utility relocations.

The City of Ottawa invites you to attend a Public Information Session to discuss a construction project planned in your neighbourhood.

At the Public Information Session you will be able to review the plans for the entire project. Representatives from the City, the design consultant and the Ward Councillor, Tobi Nussbaum, will be available to discuss the project and to answer your questions.

Utility relocation notice - April 2016

Prior to the reconstruction of River Lane between Keefer and Dufferin, Enbridge Gas Distribution Inc. will be undertaking work in your neighbourhood.

Who: Enbridge Gas Distribution Inc. has hired Aecon Group Inc. to complete the work.

Where: The work is going to take place on River Lane between Keefer and Dufferin.

What: Work will involve the relocation of the existing gas main on River Lane between Keefer and Dufferin.

Why: The work is in preparation for road, storm sewer and water reconstruction which is scheduled for the summer of 2016.

When: This gas main relocation work is planned to start on Wednesday, April 20, 2016 and is expected to take approximately three weeks to complete.

The road reconstruction phase of the project is tentatively planned to start in July and is expected be completed by Fall of 2016. Further details and notifications will be distributed once this phase of the project approaches.

Aecon Group Inc. will take every precaution to minimize disruptions; however, the work may result in some inconvenience to you, such as delays in traveling through the construction zone, noise, dust, and possible vibrations during construction. In addition, some work may take place on front lawns within the City’s road allowance.

All areas that are disturbed during the gas main relocation will be temporarily reinstated until the road reconstruction portion of the project can commence. The road reconstruction phase of the project will include the reinstatement of disrupted areas to existing conditions.

Introduction

The City of Ottawa has identified a requirement for the reconstruction of River Lane from Keefer Street to Dufferin Road and on Dufferin Road from Stanley Avenue to Crichton Street. Specifically the work required includes:

  • Replace watermain and extend it to Dufferin Rd including the installation of new water services to property line.
  • Install new storm sewer and catchbasins.
  • Rebuild road to improve drainage and minimize ponding issues.
  • Remove two non-standard sidewalks on River Lane at Keefer end.
  • Remove sidewalk “entrance” at River-Dufferin intersection and replace with asphalt intersection. Curbs will be installed near the intersection to channel drainage to catchbasins.
  • Install a second fire hydrant on River Lane to better meet spacing requirements.
  • Regrade (to improve drainage) and install new asphalt on Dufferin from Crichton to Stanley.
  • Reinstate landscaping and restore existing private driveways and walkways disturbed during construction.

Vegetation protection plan

Vegetation review and preventative measures for construction have been prepared in consultation with the City of Ottawa’s Forestry Branch. Measures to be incorporated include:

  • Design to avoid roots – location of excavations as far as practicable from roots.
  • Canopy raising by City of Ottawa of tree branches subject to construction damage.
  • Physical protection of tree trunks and root zones as much as possible.
  • Removal and replacement where warranted (eg cedar hedges or other small/low ornamental shrubs).
  • During the course of the construction (in consultation with the City’s Forestry Services Branch), if it is determined that an existing tree cannot be saved, Forestry Services will evaluate the location for replanting. If however, the location does not meet Forestry’s requirements, funding will be added to their budget to plant trees in the local area to mitigate and potential losses.

Project schedule

  • Late Winter / Early Spring 2016 – Relocation of gas main by Enbridge; Tree trimming by City of Ottawa Forestry Branch of tree branches at risk of mechanical damage by construction equipment.
  • Spring 2016 – Construction contract award.
  • Late Spring / Early Summer 2016 – Construction starts on road, watermain and storm sewer.
  • Fall 2016 – Construction complete.

Next steps

  • The Project Team will review and evaluate comments from the public agencies.
  • The Contract is expected to be substantially performed in Fall 2016.
