Huntmar Drive Widening (Campeau Drive to Maple Grove Road) and Stittsville Main Street Extension (Maple Grove Road to Robert Grant Avenue) Environmental Assessment (EA) Study

The City of Ottawa has completed the Municipal Class Environmental Assessment (EA) Study for the Huntmar Drive Widening (Campeau Drive to Maple Grove Road) and Stittsville Main Street Extension (Maple Grove Road to Robert Grant Avenue). The study limits are illustrated in the key map. This study was carried out according to the requirements for a Schedule C project of the Municipal Class Environmental Assessment Process (Municipal Engineers Association, 2023). As such, public and technical agency consultation played a key role in developing the study recommendations.

The EA study developed a Recommended Plan for widening of Huntmar Drive between Campeau Drive and Maple Grove Road, and an extension of Stittsville Main Street between Maple Grove Road and Robert Grant Avenue. The plan can accommodate four travel lanes on Huntmar Drive and two travel lanes on Stittsville Main Street extension to meet the forecasted travel demand to year 2046. Both roads will be complete streets that connect communities and reinforce the area’s multimodal transportation network. The projects include new active transportation facilities such as segregated cycle tracks and wide sidewalks, improved bus stop locations and amenities, new and improved intersections, and barrier-free access for all users.  

An Environmental Study Report (ESR) [ PDF 18.254 MB ] documenting the planning process undertaken, details of the study recommendations as well as potential impacts and mitigation measures, has been completed and is being made available for public review.

If there are no requests received by December 12, 2023 the project will be considered to have met the requirements of the Municipal Class EA and the City of Ottawa will proceed with completing the design and implementation subject to confirmation of project funding and permits/approvals.

Overview

The City of Ottawa has initiated the Huntmar Drive Widening (Campeau Drive to Maple Grove Road) and Stittsville Main Street Extension (Maple Grove Road to Robert Grant Avenue) Environmental Assessment (EA) Study.

The project limits for the widening of Huntmar Drive starts from Campeau Drive in the north and extend to Maple Grove Road in the south. It is approximately 1.7 km long. The limits of the Stittsville Main Street Extension are from Maple Grove Road to Robert Grant Avenue. These projects limits are shown in Figure 1.

The City’s Transportation Master Plan (2013 TMP) identifies the widening of Huntmar Drive and extension of Stittsville Main Street as part of the future roadway network in the area.

The EA will result in a cost effective, complete street design for both corridors suited to the neighbourhood and businesses in this area. Both corridors will accommodate all travel modes including accessible features for walking, cycling, transit, autos and trucks that are compatible with surrounding land uses and developing communities, Impacts to the surrounding environment (social, natural/physical and economic) will be minimized. The design will be coordinated with the existing functional design of the westerly extension of the City’s Light Rail Transit (LRT) system to Kanata/Stittsville and will address modifications that may be required to the Huntmar Drive bridge structure over Provincial Highway 417.

Study Process

The Recommended Plan will be developed and evaluated in accordance with the requirements of the Ontario Municipal Class EA process for a Schedule C project and harmonized with the Ontario Ministry of Transportation (MTO) EA process as required. The planning and design process will lead to development of functional design for the project that is technically sound, innovative, transparent, and that includes effective consultation and consensus building.

There will be ongoing public consultation activities during the course of the Study. An Environmental Study Report (ESR) will be prepared to document the study process and present the Recommended Plan. The ESR will be available for review by the public and review agencies for a period of 30 calendar days. The study is expected to be completed by winter 2022/2023.

As Huntmar Drive includes a crossing of Provincial Highway 417 (HWY 417), the study will assess highway bridge crossing opportunities for all modes.

The EA study will result in a cost effective, context sensitive, complete street design that will accommodate all travel modes and be compatible with surrounding land uses and developing communities. Impacts to the surrounding environment will be minimized.

Study Process

The Study is being conducted in accordance with the Municipal Class Environmental Assessment (MCEA) process for a Schedule C project and harmonized with the Ontario Ministry of Transportation (MTO) Class EA for Provincial Transportation Facilities if required. The planning and design process will involve developing, assessing and evaluating alternatives, leading to a recommnended plan including a functional design and estimated costs for implementation.

There will be ongoing consultation activities throughout the study. This first public consultation event will provide:
