COMMITTEE RECOMMENDATIONS

 

That Council approve:

 

1.                  Thursday, October 26, 2006 from 10 a.m. to 8 p.m. and Saturday, November 4, 2006 from 10 a.m. to 5 p.m. as the dates and hours of operation for the advance votes for the 2006 municipal elections;

 

2.                  Reduced hours of operation on advance vote days in certain senior and care facilities, as identified in Annex 'A', to be either from 10 a.m. to 12:30 p.m. or from 2:30 p.m. to 5 p.m.;

 

3.                  Reduced hours of operation on Voting Day in certain institutions and retirement homes, as identified in Annex 'B', to be either from 10 a.m. to 2 p.m. or from 4 p.m. to 8 p.m. ; and

 

4.         That implementing by-laws be adopted for advance vote dates and hours, and reduced hours of operation on Voting Day.

Que le Conseil municipal approuve :

 

1.                  1e jeudi 26 octobre 2006, de 10 h à 20 h, et le samedi 4 novembre 2006, de 10 h à 17 h, pour la tenue du vote par anticipation dans le cadre des élections municipales de 2006;

 

2.                  des heures d’ouverture écourtées, les jours de vote par anticipation, pour les bureaux de vote dans certains foyers pour personnes âgées et établissements de santé, énumérés à l’annexe A, de sorte qu’ils soient ouverts de 10 h à 12 h 30 ou de 14 h 30 à 17 h seulement;

 

3.                  des heures d’ouverture écourtées, le jour du scrutin, pour les bureaux de vote dans certains établissements et certaines maisons de retraite, énumérés à l’annexe B, de sorte qu’ils soient ouverts de 10 h à 14 h ou de 16 h à 20 h seulement;

BACKGROUND

 

1.         Advance Vote

 

City Council is required to designate one or more dates prior to Voting Day as advance vote days. Electors may wish to vote at one of the advance vote locations to be established in every ward if it is more convenient to do so or if they are unable to vote on Voting Day, Monday, November 13, 2006.  Having more than one advance vote day can increase overall voter turnout.

 

The establishment by Council of advance vote dates and times is authorized by the Municipal Elections Act, 1996 (the "Act") as follows:

 

"43.      (1) At least 30 days before voting day, the council of a local municipality shall pass a by-law establishing,

 

(a)        one or more dates for an advance vote; and

 

(b)        the hours during which voting places shall be open on that date or dates.

 

(2)        The by-law may establish different hours for different voting places." 

 

 

2.         Reduced Hours of Operation on Voting Day

 

City Council may also pass a by-law pursuant to Subsection 46(3) of the Act to provide for reduced hours of operation on Voting Day where a voting place is only for the use of residents of an institution or retirement home.  The purpose of this authority is to increase efficiency since the voting process in many of these locations can be concluded in less than a full day due to a limited number of voters at each site.  One election team can then serve two of these facilities in one day.

 

 

DISCUSSION

 

1.         Advance Vote

 

In the 2003 City elections, the first advance vote was held on Thursday, October 23 and it accommodated almost 13,000 electors.  The second advance vote was on Saturday, November 1 and achieved a similar turnout.  The Thursday and Saturday combination was well received by voters and allowed Elections staff to meet their administrative deadlines.  Therefore, the same scheduling and hours are proposed for the 2006 municipal elections, as follows:

 

 

It is also proposed to continue with the strategy of using the advance vote days to serve residents of high-density residential buildings and certain long-term care facilities where a voting location is not required on Voting Day.  This policy is particularly helpful for senior citizens.  An analysis was conducted to determine eligible facilities and most effective deployment of available City election resources.  The results showing locations for reduced hours of operation are contained in Annex 'A'.  To make efficient use of election staff and equipment, the hours for care facilities have been arranged so that one election team can cover two sites on the same day. 

 

2.         Reduced Hours of Operation on Voting Day

 

For the 2003 municipal elections, in accordance with the Act, Council enacted a by-law to provide reduced opening hours for certain institutions and retirement homes that are mandated to have a voting location on Voting Day.  This allowed for more efficient use of election resources.

 

Elections staff have now consulted with the administrators of the facilities that are entitled to voting locations in 2006 and have identified those where reduced opening hours are feasible.  These locations are listed in the attached Annex 'B'. 

 

As a point of reassurance in regard to reduced hours, the Act requires that if an elector is in a voting place at the time for closing and has not yet voted, and wishes to vote, the voting place shall remain open until the elector has voted.

 

 

CONSULTATION

 

No public consultation is required.  Facility administrators have been contacted in regard to voting arrangments at institutions and retirement homes.

 

 

FINANCIAL IMPLICATIONS

 

Resources are provided for within the 2006 elections budget.
