Project overview

Background

The City of Ottawa is planning a replacement of the existing Brittany Drive drinking water pumping station located at 565 Brittany Drive with a new facility to serve the Montreal Road pressure zone. The proposed new pumping station is required to provide water system capacity and reliability to the existing users and new development in the zone.

The current design assignment follows the previous work completed under the Brittany Drive Pumping Station Municipal Class Environmental Assessment (Class EA) which identified and evaluated various infrastructure alternatives, selected a preferred alternative, and provided for a functional design of the new pumping station.

The Montreal Road pressure zone is currently supplied with potable water through two pumping stations. The primary station is the Montreal Road Pump Station located at 989 Montreal Road. Flows to the area are augmented by the Brittany Drive Pump Station.

Previous studies have identified the need for additional pumping capacity in the Montreal Road pressure zone for both growth and reliability purposes. The condition assessment of the Brittany Drive Pumping Station done in 2006 and again in 2015 concluded that its structural components (foundations and the ground floor slab) were in very poor condition and in need of replacement. Further, the size of the structure was deemed inadequate to allow for any upgrades to the facility. It was concluded that a new pump station should be constructed to replace the old one.

Project description

The project involves reconstructing the existing pumping station. The general scope of work includes the demolition of the existing facility and the construction of a new building. The existing pumping system will be upgraded and the existing suction and discharge lines along Brittany Drive from the pump station to Montreal Road will be replaced. In addition, the existing sanitary and storm sewers will be replaced in this section. The disturbed roads, sidewalks and landscaping will be reinstated following the completion of the construction.

The City of Ottawa invites you to review and provide comments on the Brittany Drive Pumping Station Reconstruction Project between January 22, 2021 and February 5, 2021. Information can be submitted by email or by phone to the contact below.

What: The City of Ottawa will be constructing a new drinking water pumping station at the existing Brittany Drive pumping facility located at 565 Brittany Drive. The general scope of the work includes

  • Demolition of the existing pumping station structure.
  • Replacement of the existing underground watermains and sewers on Brittany. Drive between the pumping station and Montreal Road.
  • Reconstruction of a new pumping station at the same location.

Why: The existing pumping station is in poor structural condition. In addition, the pumping station needs to be upgraded to meet the forecasted drinking water demand in the area.

Where: The reconstruction of the pumping station will take place at 565 Brittany Drive. Underground utilities including watermains and sewers on Brittany Drive between the pumping station and Montreal Road will be replaced.

When: The current project schedule is as follows:

  • Design completion: completed in 2020
  • Construction start: spring 2021
  • Substantial completion: spring 2022
  • Final completion: fall 2022

Who: Design consulting firm, Stantec, has been retained by the City to develop a design for the reconstruction of the Brittany Drive pumping station.

Class Environmental Assessment - notice of completion

The City of Ottawa is planning a replacement of the existing Brittany Drive water pumping station located at 565 Brittany Drive with a new facility to serve the Montreal Road Pressure Zone.  The proposed new pumping station is required to provide water system capacity and reliability to the existing users and new development in the zone. The planning process for this project followed the requirements of the Municipal Class Environmental Assessment and was completed in November 2005 as a Schedule B undertaking. The timing of the station replacement was connected to the former Rockcliffe CFB Redevelopment project which was delayed for several years.  The City consequently also delayed the detailed design and construction of the new Brittany Drive Pumping Station.

Since the period of time from filing the first Brittany Drive Pumping Station Class EA Notice of Completion to the proposed commencement of construction for the project exceeds 10 years, the City reviewed the project planning to ensure that the project preferred solution and associated mitigation measures are still valid. The review concluded that no changes to these recommendations are required.

If concerns regarding this project cannot be resolved in discussion with the City of Ottawa, a person or party may request that the Minister of the Environment and Climate Change to order a change in the project status and require a higher level of assessment under an individual Environmental Assessment process (referred to as a Part II Order).  Reasons must be provided for the request.

Any such request must be received by the Minister at the address below within 30 calendar days of this Notice.   A copy of the Part II Order request must also be sent to the City of Ottawa project manager at the address above.  If there is no Part II Order request received by June 20, 2017, the City of Ottawa intends to proceed with the design and construction of this project as outlined in the Project File.
