Project description

The City is undertaking the design to upgrade and update features at the Hemlock Pumping Station in Rockcliffe Park by installing a new bypass chamber outside of the station to enhance sewage and water flows, replacing electrical components inside the station and rehabilitating concrete, ladders, gratings and gates outside the station. The upgrade to the Station is required to renew components of the station that have reached end of life and require replacement.

The Hemlock Pumping Station is located at 751 Hillsdale Road. Refer to the Figure 1 for the location of the station.

Project budget

Approved project funds to date are $4.46 million.

Construction notice (June 2023)

This notice is to advise that construction in your neighbourhood will be starting in June 2023. This project is being conducted to complete upgrades to the existing pumping station.

What: This project will upgrade and update features at the Hemlock Pumping Station by installing a new bypass chamber outside of the station to enhance sewage and water flows, replacing electrical components inside the station and rehabilitating concrete, ladders, gratings and gates outside the station.

Why: The upgrade to the Station is required to renew components of the station that have reached end of life and require replacement.

When: Construction is expected to begin in late June 2023 and completion is anticipated by June 2024.

Where: Hemlock Pumping Station located at 751 Hillsdale Road in Rockcliffe Park. All proposed upgrades will be installed within the City right of way.

Who: The City of Ottawa has retained the contractor, Thomas Fuller Construction Co Limited, to complete the work.

Traffic management

Pedestrian and cyclist traffic will be maintained at all times by installing a temporary 2.5 meter wide pathway through the site. Vehicle traffic will not be impacted.

Construction disruptions

The Contractor will take every precaution to minimize interruptions to the everyday life of your family and/or operation of your business, but, as you can appreciate, there may be some inconvenience during the course of the work, such as traffic delays, noise and dust. You may also feel vibrations due to heavy equipment operations. Vibrations from construction activities are quite common and rarely cause any problems. We would like to thank you for your patience and co-operation. For construction activity hours of work, the City of Ottawa follows provincial requirements and the City’s Noise By-law (2017-255). 

Online engagement opportunity (September 23 to October 7, 2021)

The City of Ottawa continues to take precautionary steps to protect members of the public. As an alternative to hosting in-person public information sessions, information is being posted to Ottawa.ca and virtual information sessions are being held. The City remains committed to keeping the public informed of projects occurring in your neighborhood.

The City of Ottawa invites you to review and provide comments on the Hemlock Pumping Station Upgrades Project between September 23 and October 7, 2021.

A virtual public information session is being held on Thursday September 23, 2021 at 7 pm. Please register, if you wish to participate.

The City has a proactive communications approach. The project team will update you on the project using different methods to communicate including letters and posting information on Ottawa.ca.

What: The City is undertaking design to upgrade and update features at the Hemlock Pumping Station by installing a new bypass chamber and sluice gates in maintenance holes outside of the station to enhance sewage flows, replacing the pumps, valves and piping in the existing wet well and metering chamber, replacing electrical components inside the station and rehabilitating concrete, ladders and gratings outside the station.

Why: The upgrade to the station is required to enhance maintenance features at the station and renew components of the station that have reached their end of life.

Where: 751 Hillsdale Road

When: The current project schedule is as follows:

  • Design completion: fall 2021
  • Construction start: winter 2022
  • Substantial completion: winter 2023
  • Final completion: winter 2023

Who: The City of Ottawa will retain the contractor after completion of design.
