Notice of Filing an Addendum

The City of Ottawa initiated the McKenna Casey Drive Realignment Study as an addendum to the 1991 Strandherd Drive (Highway 416 to Jockvale Road) Environmental Assessment (EA) Study. McKenna Casey Drive has been closed at the VIA railway line since October 2020 as part of the Strandherd Widening and Realignment Project as shown in accompanying figure.

The purpose of the EA Addendum Study was to identify a Recommended Plan for the realignment of McKenna Casey Drive from its existing right-of-way at a location east of Highway 416 northerly to Dealership Drive. The 1991 Environmental Study Report (ESR) conceptually shows this northerly realignment of McKenna Casey Drive, but a right-of-way for that extension was not secured at that time.

The EA Addendum includes updates to the area’s existing conditions; a study of current and future transportation requirements; development and evaluation of alternative alignments and cross-section designs; completion of a functional design to identify the required right-of-way; and consultation throughout the process. This work will inform the subsequent preliminary and detailed design of the realigned road.

Please note that only the changes to the 1991 ESR that are proposed in the Addendum are open for review.

By this Notice, the Addendum is being placed on the public record for review in accordance with the requirements of the Municipal Class Environmental Assessment. Subject to comments received as a result of this Notice, the City of Ottawa intends to proceed with the preliminary and detailed design of this project in accordance with the project description outlined in the Addendum.

The Addendum and the original Environmental Study Report (May 1991) will be made available for review below and at the following Ottawa library branches:

Interested persons should provide written comment to the municipality on the addendum within 30 calendar days from the date of this Notice. Comments should be directed to the City’s Program Manager.

In addition, a request may be made to the Ministry of the Environment, Conservation and Parks for an order requiring a higher level of study (referred to as a Section 16 Order), or that conditions be imposed (e.g. require further studies), only on the grounds that the requested order may prevent, mitigate or remedy adverse impacts on constitutionally protected Aboriginal and treaty rights. Requests on other grounds will not be considered.

Requests should specify what kind of order is being requested (request for conditions or a request for an individual/comprehensive environmental assessment), how an order may prevent, mitigate or remedy potential adverse impacts on Aboriginal and treaty rights, and any information in support of the statements in the request. This will ensure that the ministry is able to efficiently begin reviewing the request. The request should be sent in writing or by email to:

If there are no requests received by Monday, December 13, 2021 the project will be considered to have met the requirements of the Municipal Class EA and will proceed with completing the design and implementation subject to confirmation of funding and permits/approvals.

This work will inform the subsequent preliminary and detailed design of the realigned road.

Due to the public health guidelines for COVID-19, this public consultation will occur online for a period of two weeks allowing the stakeholders and the public to review the material and provide feedback. This public consultation event will consist of exhibit boards that will provide information on:

  • Update on area existing conditions and transportation requirements
  • Evaluation of alternative alignments and cross-sections
  • Preliminary Recommended Plan and Assessment
  • Next Steps

Your feedback is an important component of the study and can be submitted through the online survey available on the project website, or by sending an email or calling the City Project Manager.

Interested persons can provide comments throughout the EA Study. Any comments received will be collected under the Environmental Assessment Act and, with the exception of personal information, will become part of the public record.

Study Process and Timeline

The EA Addendum Study process will consist of updating the area existing conditions and studying current transportation requirements; developing and evaluating alternative alignments and cross-section designs; completing a functional design to identify the required right-of-way; fulfilling consultation requirements and preparing the EA Addendum for Public and Agency review during a 30-day Public Review Period anticipated for June 2021. This work will inform the subsequent preliminary and detailed design of the realigned road. The study is expected to be completed by June 2021.

Public Consultation

The consultation process involves many stakeholders, including Indigenous communities, regulatory agencies, conservation authorities, local community associations, property owners, business owners and associations, and members of the public. Stakeholders have multiple opportunities to participate in the EA Addendum Study, with feedback solicited throughout the process and through an anticipated on-line virtual broad public information session anticipated for Spring 2021.
