2023 Sidewalk Repairs – West: Clarenda Street

As part of the City of Ottawa’s annual infrastructure maintenance cycle, sidewalk repairs will begin in April 2024 and will continue until summer. 

What: Work will involve installing a new sidewalk, catch basin, and iron adjustments. Increased noise levels to be expected in order to facilitate the work.

Why: The City of Ottawa will be installing a sidewalk aimed at extending the City's sidewalk network.

When: This work is expected to start in April 2024 and completion is anticipated by summer 2024. The sidewalks will be installed during the day and evening and will involve minor lane interruptions.

The road will remain open to traffic with lane closures expected. Weekend work is anticipated and traffic interruptions may also be experienced due to flagging operations.

Where: Work will occur at Clarenda Street from Mossdale Street to dead end.

Who: The City of Ottawa has retained the contractor, Ottawa Redline Construction LTD, to complete the work.

We encourage residents to contact the undersigned to identify and confirm that private irrigations systems have been disconnected or relocated. Damage may occur, should you choose not to relocate prior to our arrival.

On-street parking

As the various road reconstruction activities are in progress on your street, on-street parking may be restricted. In the event that access to your driveway will be impacted, you will receive 24-hours’ notice and provided with a Temporary On-Street Parking Permit (orange form) to permit on-street parking within two blocks of your residence. Residents with electric vehicles will need to find alternative charging arrangements when access is restricted. The use of extension cords within the public right of way is not permitted.

Should you have additional concerns about reduced access, such as business deliveries or accessibility requirements, please contact the project manager listed below.

Traffic management

Renewal of the Airport Parkway Overpass at Uplands Drive

Starting in April, the City of Ottawa is beginning the renewal of the Airport Parkway Overpass at Uplands Drive.

Below is a detailed overview of the construction.

What: The renewal of the Airport Parkway overpass at Uplands Drive will include:

  • Replacement of asphalt and waterproofing on bridge deck.
  • Replacement of the expansion joint assemblies.
  • Reconstruction of the ballast walls and top of wingwalls.
  • Refacing of the abutment walls and bearing seats.
  • Replacement of approach slabs and the abutment bearings.
  • Concrete repairs to the deck top, soffit, wingwalls and pier columns.
  • Replacement of the existing bridge barrier with a TL-4 crash-tested barrier, including reconstruction of existing safety curbs.
  • Approach works including resurfacing and new guiderail.

The work is planned to occur over three stages to facilitate with traffic on the Airport Parkway throughout construction operations.

Why: The existing overpass is being renewed to extend its service life.

When: The renewal work of the overpass is starting this month, with expected completion by fall 2025. A winter shutdown of construction operations from December 2024 to April 2025 is anticipated.

Where:  The Airport Parkway overpass at Uplands Drive.

Who: The City of Ottawa has retained the contractor, Clearwater Structures Inc., to complete the work.

Traffic impacts

All roads will predominately remain open during construction with reduced lane widths in some locations to allow for construction, however it is expected that lane reductions will be required on Airport Parkway and Uplands Drive, in addition to a minimum of four instances of short-term closures on the Airport Parkway at the overpass to facilitate construction operations. The closures will take place overnight with appropriate detours in place and police presence when required to accommodate traffic, and advance notice will be provided once the exact timing and details of the closures are confirmed.

Intersection improvements: Spratt Road & Earl Armstrong Road

Starting in April, the City of Ottawa is beginning improvements at the intersection of Spratt Road and Earl Armstrong Road.

Below is a detailed overview of the construction.

What: The City of Ottawa will be extending the left turn lanes in both directions on Earl Armstrong Road at the intersection of Spratt Road, for the purpose of implementing fully protected left-turn signal phases for all vehicles turning left from Earl Armstrong Road onto Spratt Road.

Why: This project is being delivered through the City of Ottawa’s Strategic Road Safety Action Plan (SRSAP). The primary objective of the SRSAP is to reduce the occurrence of fatal and major injury collisions and improve safety for all road users. The intersection of Earl Armstrong Road and Spratt Road was selected for improvements on the basis that it has experienced a disproportionately high number of left-turn collisions.

Currently, there are protected-permissive left-turn signal phases for eastbound and westbound vehicles turning left from Earl Armstrong Road onto Spratt Road. Once the protected left turn signal phase terminates, left turning vehicles are permitted to turn across gaps in oncoming traffic on a green ball signal phase. This existing permissive phase exposes road users to a high-speed conflict point with opposing vehicles travelling through the intersection along Earl Armstrong Road.

In order to allow for the fully protected left-turn signal phase, the left turn lanes in both directions on Earl Armstrong Road need to be extended in length to accommodate the expected queuing of vehicles during the red phase without obstructing vehicles in the through lane(s) that have a green phase. The proposed intersection modifications will allow the dedicated eastbound and westbound left turn signal phases to operate independent of any conflicting vehicle movements at the intersection.

When: The work is planned to begin this month, with expected completion by July 2024.

Where:  The project will occur at the intersection of Spratt Road and Earl Armstrong Road.

Who: The City of Ottawa has retained the contractor, D-Squared Construction, to complete the work.

Traffic impacts

Spratt and Earl Armstrong roads are expected to remain open during construction, with lane reductions in some locations to allow for construction and with police presence at the intersection when required to accommodate traffic. Should any full closures be required, advance notice will be provided.

2024 Cathodic protection of watermains

This notice is to advise that the City of Ottawa will begin cathodic protection of watermain works in your neighbourhood, see below schedule. This work is being conducted to extend design life of watermain pipes and to reduce the risk of watermain breaks.

What: Cathodic protection is accomplished by welding sacrificial anodes to the watermain at specified intervals to protect the pipe from corrosion.

Why: To increase longevity of existing underground infrastructure and to reduce the risk of watermain breaks, the City of Ottawa will be proceeding with the installation of anodes along the watermain pipe.

When: This work is expected to start in April and continue on per the below table. Work at each location will take approximately one to two days to complete.

However, if you have plants or any other assets located within the City’s right of way that you want to preserve, we suggest that you may want to move them in preparation for the construction work.

Resurfacing: Shefford Road

The City of Ottawa’s road resurfacing program rehabilitates and improves the driving surfaces of Ottawa’s roadways. Localized repairs to both curbs and sidewalks, along with accessibility improvements and updates, are also part of the program.

As part of the City of Ottawa’s annual infrastructure maintenance cycle, road resurfacing will occur along Shefford Road to improve this roadway and the overall citywide transportation network.

What: Work will involve concrete curb repair, milling of the existing roadway, the addition of granular A road base, iron adjustments, paving of a binder course and surface asphalt, and installation of safety edges with surface asphalt. Increased noise levels and vibrations to be expected to facilitate the work.

Why: The City of Ottawa will be resurfacing roads as preventative maintenance aimed at extending the City's roadway network lifecycle.

When: Concrete work is scheduled to start in late April 2024. The contractor will remobilize for the remaining road work the week of June 10 and completion is anticipated by fall 2024. Work will take place between the hours of 7 am and 10 pm as required. Shefford Road will remain open to traffic with lane closures expected.

Where: Work will occur along Shefford Road from d’Émard Crescent to the north dead end of Shefford Road.

Who: The City of Ottawa has retained the contractor, Thomas Cavanagh Construction Limited, to resurface Shefford Road.

Resurfacing: East Rural 1

As part of the City of Ottawa’s annual infrastructure maintenance cycle, road resurfacing will occur along a roadway in your neighborhood.

What: Work will involve milling/pulverizing of the existing surface, granular road base upgrade, granular shouldering, ditching, and roadway resurfacing. Increased noise levels to be expected in order to facilitate the work.

Why: The City of Ottawa will be resurfacing roads as preventative maintenance aimed at extending the City's roadway network lifecycle.

When: This work is expected to occur between April and September 2024. The road will remain open to traffic with lane closures expected. Traffic control personnel will direct traffic through the site.

Where: The following roadways will be resurfaced during daytime and nighttime hours and will involve minor lane interruptions:

Why: The City of Ottawa will be resurfacing roads as preventative maintenance aimed at extending the City's roadway network lifecycle.

When: This work is scheduled to start in late April 2024 and completion is anticipated by fall 2024. Work will take place during the day between the hours of 9 am and 3:30 pm. Conroy Road will remain open to traffic with lane closures expected.

Where: Work will occur along Conroy Road (OR 125) from Hunt Club Road (OR 32) to Walkley Road (OR 74)

What: Work will involve sidewalk replacement and selective concrete repairs, milling, iron adjustments, and paving of surface asphalt. Increased noise levels and vibrations to be expected to facilitate the work.

Why: The City of Ottawa will be resurfacing roads as preventative maintenance aimed at extending the City's roadway network lifecycle.

When: This work is scheduled to start at the end of April 2024 and completion is anticipated by fall 2024. Work will take place between the hours of 9 am to 3:30 pm and 6 to 10 pm as required. Milling and paving operations to take place during the day or night from 6 pm to 7 am as required. Innes Road will remain open to traffic with lane closures expected.

Where: Work will occur along Innes Road from Jeanne-d’Arc Boulevard to Tenth Line Road and from Portobello Drive to 250 metres west of Frank Kenny Road.

Who: The City of Ottawa has retained the contractor, GIP Paving Inc, to resurface Innes Road.

The City of Ottawa’s road resurfacing program rehabilitates and improves the driving surfaces of Ottawa’s roadways. Localized repairs to both curbs and sidewalks, along with accessibility improvements and updates, are also part of the program.

As part of the City of Ottawa’s annual infrastructure maintenance cycle, road resurfacing will occur along Tompkins Avenue to improve this roadway and the overall citywide transportation network.

What: Work will involve select concrete sidewalk and curb repairs, milling of existing roadway, the addition of granular A road base, iron adjustments, and paving of a binder course and surface asphalt. Increased noise levels and vibrations to be expected to facilitate the work.

Why: The City of Ottawa will be resurfacing roads as preventative maintenance aimed at extending the City's roadway network lifecycle.

When: This work is scheduled to start in late April 2024 and completion is anticipated by fall 2024. Work will take place between the hours of 7 am and 10 pm as required.   Tompkins Avenue will remain open to traffic with lane closures expected.

Where: Work will occur along Tompkins Avenue from Major Road to Tenth Line Road (OR 47).

Who: The City of Ottawa has retained the contractor, R.W. Tomlinson Limited, to resurface Tompkins Avenue.

We encourage residents to contact the undersigned to identify and confirm that private irrigations systems have been disconnected or relocated. Damage may occur, should you choose not to relocate prior to our arrival.

Impact on the right of way and adjacent private properties

The reconstruction is within the City’s right of way but may result in some disruption to part of the private property directly adjacent to the work. The City of Ottawa will reinstate all sections of landscaping, driveways and walkways that are disturbed by construction. However, if you have plants or any other assets located within the City’s right of way that you want to preserve, we suggest that you may want to move them in preparation for the construction work. 

On-street parking

As the various road reconstruction activities are in progress on your street, on-street parking may be restricted. In the event that access to your driveway will be impacted, you will receive 24-hours’ notice and provided with a Temporary On-Street Parking Permit (orange form) to permit on-street parking within two blocks of your residence. Residents with electric vehicles will need to find alternative charging arrangements when access is restricted. The use of extension cords within the public right of way is not permitted.

Should you have additional concerns about reduced access, such as business deliveries or accessibility requirements, please contact the project manager listed below.

To accommodate the proposed construction, various lane reductions, alternating traffic and/or detours can be expected. Access to local businesses and private properties will be maintained throughout the construction period. Access for pedestrians and cyclists will be maintained.

The contractor will take every precaution to minimize interruptions to the normal life of your family and/or operation of your business, but as you can appreciate, there may be some inconvenience during construction. Resurfacing: Carp Road and Diamondview Road

As part of the City of Ottawa’s annual infrastructure maintenance cycle, road resurfacing will occur along Carp Road (OR 5) and Diamondview Road.

What: Work will involve milling or pulverizing of the existing surface, possible granular material placement, adjustment of maintenance holes and catch basin grates, concrete repairs, and roadway resurfacing. Increased noise levels to be expected in order to facilitate the work.

Why: The City of Ottawa will be resurfacing roads as preventative maintenance aimed at extending the City's roadway network lifecycle.

When: This work is expected to start the week of April 22 and completion is anticipated by fall 2024. The road will remain open to traffic with lane closures expected. Traffic control personnel will direct traffic through the site.

Where: The following roadways will be resurfaced during the day and evening and will involve minor lane interruptions:

  • Carp Road (OR 5) from Donald B. Munro Drive to Thomas A. Dolan Parkway
  • Diamondview Road from Thomas A. Dolan Parkway to Baird Side Road

Weekend work is anticipated for all locations and traffic interruptions may also be experienced due to flagging operations.

Who: The City of Ottawa has retained the contractor, GIP Paving, to complete the work.
