Queensway Terrace Storm Sewer Rehabilitation

Project description

The City of Ottawa is undertaking the design to replace the existing trunk storm sewer that weaves through the Queensway Terrace North community. The existing trunk storm sewer has reached the end of its useful life and needs to be replaced. To improve the overall performance of the storm sewer system, the existing trunk storm sewer is to be replaced with a larger pipe. The project limits for the construction are highlighted on Figure 1 and includes:

• Henley Street from Connaught Avenue to Alpine Avenue
• Arkell Street from Henley Street to approximately 942/948 Arkell Street
• Alpine Avenue from Henley Street to Clarenda Street
• Clarenda Street from Alpine Avenue to Mossdale Street
• Mossdale Street from Clarenda Street to Moncton Road
• Moncton Road from Mossdale Street to the condominium entrance between 2652A/2662B Moncton Road
• City Easement from the condominium entrance between 2652A/2662B Moncton Road to Queensview Drive (between 2625 and 2655 Queensview Drive)

Project timing

Design assignment completion: late fall 2019
Utility relocations: summer/fall 2020

Part 1: Work on Henley Street from Connaught Street to Alpine Avenue and Alpine Avenue from Henley Street to approximately civic #947 Alpine Avenue. Construction of the base lift of asphalt, temporary repairs to driveways, final paving and landscaping were completed in 2022.

Part 2: Work includes Arkell Street, Alpine Avenue (approximately 947 Alpine Avenue to Clarenda Street), Clarenda Street, Mossdale Street, Moncton Road and the Queensview-Moncton easement.

2022

• All underground infrastructure work has been completed. 
• Base lift of asphalt completed. 
• Driveways re-instated.

2023
Final landscaping and top lift of asphalt will take place in fall 2023 when sod is available.

Approved project funds to date are $800,000

Public engagement

A virtual information session was held in the spring of 2022, to present the design drawings to the public. At this time attendees were able to review the design, ask questions and provide comments on the proposed works.

In late October 2023, the City of Ottawa will be completing work to install surface course asphalt as part of the ongoing works to complete the Queensway Terrace Storm Sewer Rehabilitation Project in your neighbourhood.

What: Installation of the final lift of asphalt throughout the project

Where: The streets impacted by this work include the following:

• Henley Street (Connaught Avenue to Alpine Avenue)
• Alpine Avenue (Henley Street to Clarenda Street)
• Clarenda Street (Alpine Avenue to Mossdale Street)
• Mossdale Street (Clarenda Street to Moncton Road)
• Moncton Road (Mossdale Street to Gold Crescent)
• Queensview Drive (near #2655 and #2625 Queensview Drive)

When:  Weather permitting, this work is expected to occur the week of October 23, 2023. Construction is expected to be continuous and will occur over approximately two to three days. Short duration delays to travel times should be expected as the paving operation advances through the project area.  Paving operations will also result in temporary loss of driveway access, which will be restored once the paving operation moves past the driveway. 

Who:   The City of Ottawa has retained the contractor, C.A.C.E Construction (1991) Limited, to complete the work.

Construction disruptions

The Contractor will take every precaution to minimize interruptions to the everyday life of your family and/or operation of your business, but, as you can appreciate, there may be some inconvenience during the course of the work, such as traffic delays, noise and dust. You may also feel vibrations due to heavy equipment operations. Vibrations from construction activities are quite common and rarely cause any problems. We would like to thank you for your patience and co-operation. For construction activity hours of work, the City of Ottawa follows provincial requirements and the City’s Noise By-law (2017-255). 

In late April to early May 2023, the City of Ottawa will resume construction to complete the Queensway Terrace Storm Sewer Rehabilitation project.

What: The Contractor will complete the following remaining works:

• Concrete curb and localized concrete sidewalk installation on Henley Street, Tavistock Road (just north of Henley Street), Alpine Avenue, Clarenda Street, Mossdale Street, Moncton Road, and within the easement from Queensview Drive to Moncton Road. 
• Abandonment of the existing trunk storm and sanitary sewers located within an easement that runs between 943/937 Alpine Avenue and 942/948 Arkell Street. 
• Installation of cured-in-place pipe (CIPP) lining on services identified for corrective measured but not previously replaced or rehabilitated in 2022.
• Removal of temporary parking area near the Alpine Avenue tennis courts.
• Outstanding final landscaping including placement of topsoil and sod. 
• Final lift of asphalt paving throughout the project and any remaining driveway reinstatement.
• Installation of speed humps on Alpine Avenue (north of Henley Street). 
• Construction of a raised pedestrian crossing of Connaught Avenue at Henley Street.
• Placement of permanent pavement markings and sign reinstatement.
• Final clean-up and demobilization from site.

Why: This work is required due to the replacement of the existing trunk storm sewer that weaves through the Queensway Terrace North community. The existing trunk storm sewer had reached the end of its useful life and needed to be replaced.

When: Depending on the weather, construction is expected to begin in late April to early May 2023. Construction operations will vary by location and will be non-continuous, with most activities generally being completed over a few days. The remaining construction works are estimated to be completed by mid-summer 2023.

Who: The City of Ottawa has retained the contractor, C.A.C.E. Construction (1991) Limited, to complete this project.

Lawn irrigation systems

If you own a subsurface lawn irrigation system, please notify the City Project Manager identified below.

Traffic management

To accommodate the proposed construction, localized lane closures will be required with traffic controlled by flag persons while the Contractor is actively working.  Short duration road closures may be necessary to complete portions of the work such as the speed humps on Alpine Avenue and the raised pedestrian crossing at the Connaught Avenue and Henley Street intersection. Residents can expect construction traffic and activity into the summer of 2023.  

Access to private properties, in addition to pedestrian and cycling access, will be maintained throughout the construction period.  

On-street parking and local access

As the various road reconstruction activities are in progress, on-street parking will be restricted. Local access will be maintained to residents, schools, parks and emergency vehicles. 

The Contractor is required to ensure that homeowners have access to their property. In the event that access to your driveway is restricted for a short period due to construction activities, you will be contacted in advance by the project team and given a temporary On-Street Parking Permit that will allow on-street parking within two blocks of your residence when these disruptions occur.

Impact on the right of way and adjacent private properties

The reconstruction is within the City’s right of way but may result in some disruption to part of the private property directly adjacent to the work. The City will reinstate sections of landscaping, driveways and walkways that are disturbed by construction. 

Pre-construction inspection

The Contractor already completed interior and exterior pre-construction inspections of consenting homes in the work area. The purpose of the pre-construction survey is to document current building and landscape conditions before construction commences. In addition, you may wish to complete your own survey of pre-construction conditions on your property. Your survey should include photographs.

As part of this Contract, the Contractor is assuming full responsibility for the construction work until it is entirely complete as well as any damages to private property resulting from these construction activities. In the event of such occurrences, all claims for damages should be immediately reported both verbally and in writing to the Contractor. This will ensure prompt notification of appropriate authorities to complete the claim investigations.

The City remains committed to keeping the public informed of projects occurring in your neighborhood.

An online resident information session was held on November 4, 2021 at 6:30 pm until 8:30 pm to provide a general update of ongoing construction for the Queensway Terrace Storm Sewer Rehabilitation project.

Information was provided on the project scope, why the project is important, what to expect during construction, update on construction progress, the Contractor’s responsibilities regarding damages to private property, and the claims process in the occurrence of damage to private property resulting from the construction activities.

What: The work involves:

Who: The professional engineering design consulting firm, J.L. Richards & Associates Limited, has been retained by the City of Ottawa to develop design drawings and specifications for a construction contract that is to follow the design assignment.

Why: The objective of this project is to replace the existing trunk storm sewer that weaves through the Queensway Terrace North community. The existing trunk storm sewer has reached the end of its useful life and needs to be replaced. To improve the overall performance of the storm sewer system, the existing trunk storm sewer is to be replaced with a larger pipe.

What: Specifically, the proposed works include:

• Replacement of the existing aging trunk storm sewer on the affected streets with a new 2.4 meter wide by 1.8 meter high concrete box sewer.
• Realignment of an approximately 150 meter section of trunk storm and sanitary sewer along Alpine Avenue (from 943/937 Alpine Avenue to Henley Street) and Henley Street (from Alpine Avenue to Arkell Street).
• Replacement of trunk storm and sanitary sewers on Arkell Street from Henley Street to 942/943 Arkell Street with new local sewers. This work will also require replacement of the local watermain.
• Abandonment of the existing trunk storm and sanitary sewers located within an easement between 943/937 Alpine Avenue and 942/948 Arkell Street.
• Reinstatement of the roadway, grassed boulevard and affected landscaped areas once the underground work is completed.
• Relocation of required utilities in advance of the trunk storm sewer replacement.

When: Construction is planned to commence in 2021. Advance utility relocation work may take place in summer/fall 2020.

Part 2 work includes Arkell Street (Henley Street to just north of Chambers Avenue), Alpine Avenue (approximately 947 Alpine Avenue to Clarenda Street), Clarenda Street (Alpine Avenue to Mossdale Street), Mossdale Street, Moncton Road (Mossdale Street to approximately the east leg of Gold Crescent) and the Queensview-Moncton easement, where construction activities for the underground work are currently getting underway. Final paving and any outstanding landscaping are expected to be completed in spring/summer 2023.

Traffic management

To accommodate the proposed construction, Henley Street, Alpine Avenue (Henley Street to Clarenda Street), Arkell Street (Henley Street to Chambers Avenue), Mossdale Street, and Moncton Road (Mossdale Street to just past the east leg of Gold Crescent) will be closed to all but local traffic while construction is taking place on those streets. A lane of traffic will be maintained along Clarenda Street while construction takes place on that street in order to accommodate OC Transpo route 155 and facilitate access within the neighbourhood.

Access to private properties including pedestrian and cycling access, will be maintained throughout the construction period unless otherwise communicated.

Temporary water services

During the replacement of the watermain on the north end of Arkell Street and on Alpine Avenue, near the intersection with Clarenda Street, water will be supplied to buildings by temporary water lines. While your property is on this temporary service, your water usage will be estimated as the temporary service is not metered. Your water bill will be based on the past average water usage for your address. If you have any questions regarding your water bill, please contact Revenue at 613-580-2444 or by email at WS-Billing@ottawa.ca.

Municipal fire suppression will continue during the construction period. Please note that private fire suppression systems may be impacted due to temporary water lines. If you have a private fire suppression system, it is recommended that you make arrangements with a fire protection services company in order to determine the extent of any impact. For information on minimizing your fire risk, contact the City’s Fire Services at 613-580-2424 ext. 15371 (East) or ext. 15372 (West).

We apologize in advance for any disruptions in water service during construction. Any problems with the temporary water services can be directed to the City on-site representative or call the City of Ottawa at 3-1-1 in the evenings or weekends.

Private water services

If your house/building was built prior to 1955, there is a possibility that your private water service may have been constructed using lead pipe (modern pipes are copper or HDPE). For those homes with a lead water pipe supplying water to the water meter, there is information regarding the City’s Lead Pipe Replacement Program available on the City’s website, or call 3-1-1.

Tree removal (March 2022)

Construction associated with portions of the underground work for the Queensway Terrace Storm Sewer Rehabilitation has been ongoing through the winter and will continue into the spring/summer/fall of 2022.

Part of this project includes replacing the trunk storm sewer on Alpine Avenue towards Clarenda Street, Clarenda Street (Alpine Avenue to Mossdale Street), Mossdale Street (Clarenda Street to Moncton Road), Moncton Road (Mossdale Street to the east leg of Gold Crescent), and within the Queensview/Moncton easement. The existing trunk storm sewer must be replaced in its current alignment, which is near, or directly underneath, a number of mature trees. The Contractor will be removing conflicting trees in early April 2022 before undertaking the trunk storm sewer replacement work.

Select tree removal is also required on the west side of Arkell Street (north of Chambers Avenue) to accommodate the infrastructure replacement work that is also planned for the north end of this street. Trees that are to be removed have been marked.

The City will plant new trees to compensate for trees that must be removed.

What: Advance tree removals will be carried out within the City right of way or existing easement. Specifically, the work will involve the removal of select trees along the east side of Alpine Avenue, the west side of Mossdale Street, the north side of Moncton Road, within the Queensview-Moncton easement, and the west side of Arkell Street.

Why: The advance tree removals are required to facilitate the replacement of the existing trunk storm sewer.

Where: Alpine Avenue towards Clarenda Street; Mossdale Street (Clarenda Street to Moncton Road); Moncton Road (Mossdale Street to the east leg of Gold Crescent), and within the Queensview-Moncton Easement.

When: The advance tree removals are scheduled to take place on Thursday, April 7, 2022, weather dependent, and should take 1-2 days to complete.

• Replacement of the trunk storm and sanitary sewers on Arkell Street from Henley Street to 942/943 Arkell Street with new local sewers.
• Replacement of select sanitary sewers and watermains as well as house service laterals impacted by the trunk sewer replacement.
• Reinstatement of the roadway, grassed boulevard, driveways, and affected landscaped areas including planting of new trees to compensate for existing trees that must be removed to allow for the trunk sewer replacement.
• Reinstatement of streetlighting impacted by trunk storm sewer replacement.
• New sidewalks on Henley Street and reconstruction of existing sidewalks on Alpine Avenue.
• Construction of a new sidewalk on the north side of Henley Street from Connaught Avenue to Alpine Avenue including narrowing of Alpine Avenue at the northeast corner of the Henley/Alpine intersection.

Why: This work is required to replace the existing trunk storm sewer that weaves through the Queensway Terrace North community. The existing trunk storm sewer has reached the end of its useful life and needs to be replaced.

When: Construction for the project will be split into Part 1 and Part 2.

Part 1 construction will take place in 2021/2022, work includes Henley Street and Alpine Avenue (Henley Street to approximately 947 Alpine Avenue), where construction activities are expected to begin in the next few weeks with final paving and landscaping expected to be completed in spring/summer 2022.

Part 2 construction will take place in 2022/2023, subject to funding approval, work includes Arkell Street, Alpine Avenue (approximately 947 Alpine Avenue to Clarenda Street), Clarenda Street, Mossdale Street, Moncton Road and the Queensview-Moncton Easement, where construction activities are expected to begin in spring of 2022 with final paving and landscaping expected to be completed in spring/summer 2023.

Who: The City of Ottawa has retained the contractor, C.A.C.E. Construction (1991) Limited, to complete this project.

Traffic Management

To accommodate the proposed construction, Henley Street, Alpine Avenue, Mossdale Street, and Moncton Road will be closed to all but local traffic while construction is taking place on those streets. A lane of traffic will be maintained along Clarenda Street while construction takes place on that street in order to accommodate OC Transpo route 155 and facilitate access within the neighbourhood.

While the Contractor is actively working within the Henley/Connaught intersection, the north leg of the intersection will be temporarily closed and OC Transpo route 154 will be maintained. Similarly, while the Contractor is actively working within the Henley/Tavistock intersection, the north leg of the intersection will also be temporarily closed. This will, however, require a temporary detour of OC Transpo route 154 north on Connaught Avenue at Henley Street before rejoining the regular route. Further information on the temporary detour of OC Transpo route 154 will be communicated to residents at a later date.

Residents are also advised that the Alpine/Henley intersection will require a long-term hard closure to accommodate the deep sewer installations at this location. A temporary pedestrian sidewalk will be constructed along the west side of Alpine Avenue to maintain north-south pedestrian access around the construction zone. Once in place, the hard closure of the Alpine/Henley intersection would remain throughout the 2021 construction season.

Access to private properties including pedestrian and cycling access, will be maintained throughout the construction period unless otherwise communicated.

On-Street Parking and Local Access

As the various road reconstruction activities are in progress, on-street parking will be restricted. Local access will be maintained to residents, schools and emergency vehicles.

The Contractor is required to ensure that homeowners have access to their property. In the event that access to your driveway is restricted for a short period due to construction activities, you will be contacted in advance by the project team and given a temporary On-Street Parking Permit that will allow on-street parking within two blocks of your residence when these disruptions occur.

Residents in the vicinity of the deep sewer work at the Alpine/Henley intersection will be provided with alternate parking arrangements, if driveway access cannot be maintained. Details will be communicated directly with affected residents.

Impact on the Right of Way and Adjacent Private Properties

The reconstruction is within the City’s right of way but may result in some disruption to part of the private property directly adjacent to the work. The City will reinstate sections of landscaping, driveways and walkways that are disturbed by construction. However, if you have plants or any other assets located within the City’s right of way that you want to preserve, we suggest that you move the plants in preparation for the construction work.

Lawn Irrigation Systems

If you own a subsurface lawn irrigation system, please notify the City Project Manager identified below.

Pre-Construction Inspection

The Contractor will be completing interior (subject to lifting of Covid-19 restrictions) and exterior pre-construction inspections of consenting homes in the work area, if the homeowner is in agreement. The purpose of the pre-construction survey is to document current building and landscape conditions before construction commences. In addition, you may wish to complete your own survey of pre-construction conditions on your property. Your survey should include photographs.

As part of this Contract, the Contractor is assuming full responsibility for the construction work until it is entirely complete as well as any damages to private property resulting from these construction activities. In the event of such occurrences, all claims for damages should be immediately reported both verbally and in writing to the Contractor and to the City on-site Representative. This will ensure prompt notification of appropriate authorities to complete the claim investigations.

Temporary Water Services

During the replacement of the watermain on Henley Street and Arkell Street and portions of Alpine Avenue, water will be supplied to buildings by temporary water lines. While your property is on this temporary service, your water usage will be estimated as the temporary service is not metered. Your water bill will be based on the past average water usage for your address. Municipal fire suppression will continue during the construction period. Please note that private fire suppression systems may be impacted due to temporary water lines. If you have a private fire suppression system, it is recommended that you make arrangements with a fire protection services company in order to determine the extent of any impact. For information on minimizing your fire risk, contact the City’s Fire Services at 613-580-2424 ext. 15371 (East) or ext. 15372 (West).

We apologize in advance for any disruptions in water service during construction. Any problems with the temporary water services can be directed to the City on-site representative or call the City of Ottawa at 3-1-1 in the evenings or weekends.

Private Water Services

If your house/building was built prior to 1955, there is a possibility that your private water service may have been constructed using lead pipe (modern pipes are copper or HDPE). For those homes with a lead water pipe supplying water to the water meter, there is information regarding the City’s Lead Pipe Replacement Program available on the City’s website, Ottawa.ca/leadpipes, or call 3-1-1.

Construction Disruptions

The Contractor will take every precaution to minimize interruptions to the everyday life of your family and/or operation of your business, but, as you can appreciate, there may be some inconvenience during the course of the work, such as traffic delays, noise, dust and vibration. You may also feel vibrations due to heavy equipment operations. Vibrations from construction activities are quite common and rarely cause any problems. We would like to thank you for your patience and co-operation. For construction activity hours of work, the City of Ottawa follows provincial requirements and the City’s Noise By-law (2017-255).

Advance tree removals (March 2021)

The tendering phase to select a general contractor for the Queensway Terrace Storm Sewer Rehabilitation project is now underway. Review of bids and selection of the preferred general contractor to undertake the work will be carried out in April 2021. Once the preferred general contractor has been retained, a construction startup notice with additional project information will be distributed to residents.

To facilitate the installation of the new storm sewer, the City has retained VS Landscape Group to carry out initial tree and brush removal in advance of the first stage of the project along Henley Street and Alpine Avenue. Other tree removals required to accommodate the trunk storm sewer installation would be carried out separately by the preferred general contractor at a later time.

What: Advance tree removals will be carried out within the City right of way along the north side of Henley Street from Connaught Avenue to Henley Street and the west side of Alpine Avenue from Henley Street to Clarenda Street. Specifically, the work will include the removal of select trees along the north side of Henley Street between Connaught Avenue and just east of Arkell Street and the clearing of trees, shrubs and vegetation between the curb and property line along the woodlots on the north side of Henley Street from just east of Arkell Street to Alpine Avenue and the west side of Alpine Avenue from Henley Street to just north of the existing tennis courts.

Why: The advance tree removals are required to facilitate the installation of the new trunk storm sewer.

When: The advance tree removals are scheduled to take place between March 29 and April 14, weather dependent.

Where: Henley Street from Connaught Avenue to Alpine Avenue and Alpine Avenue from Henley Street to Clarenda Street.

Who: The City of Ottawa has retained the contractor, VS Landscape Group, to complete the work.

Traffic Impacts

To accommodate the advance tree removal work on Henley Street and Alpine Avenue, the Contractor may need to implement temporary lane reductions. However, two-way traffic will always be maintained. Access to local vehicular, pedestrian and cycling traffic will be maintained unless otherwise indicated.

Geotechnical investigation (October 2020)

The City of Ottawa will undertake a geotechnical investigation in your neighbourhood. This work is being done to collect information on the underground soil conditions and will be used to support the final design for the Queensway Terrace Storm Sewer Rehabilitation project.

What: The geotechnical investigation work will involve the drilling of boreholes and obtaining soil samples for environmental testing purposes. Boreholes will be drilled within the City’s right of way.

Why: The geotechnical investigation work supports the development of the final design for the Queensway Terrace Storm Sewer Rehabilitation project.

When: This work will begin in late October or early November 2020 and is expected to take approximately two weeks to complete. Construction is expected to begin in spring 2021 pending budget approvals.

Where: The streets included as part of this project are:

• Easement from Queensview Drive to Moncton Road
• Moncton Road from 2653 Moncton Road to Mossdale Street
• Mossdale Street from Moncton Road to Clarenda Street

Who: The City has retained the Contractor, Golder Associates Limited, to complete the work.

Utility investigation (August 2019)

The City of Ottawa will undertake a utility investigation in your neighbourhood. This work is being done to determine the exact location of existing underground utilities to support the detailed design for storm sewer rehabilitation in your neighbourhood.

Who: The City of Ottawa has retained Clean Water Works Inc. (CWW) to complete the work.

Why: These utility investigations support the Queensway Terrace Storm Sewer Rehabilitation detailed design.

What: The utility investigations will involve excavation of several small holes using hydro-excavation equipment to measure the actual location of existing utilities to properly account for them as part of the detailed design. The investigation will take place within the City’s right of way in either the paved road surface or grassed boulevard and reinstated with asphalt or topsoil and seed, respectively. In advance of the excavation work, utility locates must be completed which will entail marking of existing utilities with a combination of spray paint and small flags.

When: This work will begin in late August and should take approximately one week.

Where: The limits for this investigation are:

• Queensview Drive (from 2685 Queensview Drive to 2655 Queensview Drive)
• Henley Street (from Tavistock Road to Connaught Avenue)
