Project description

The City of Ottawa has identified a requirement to replace the existing sanitary sewer, watermain and road infrastructure on Highland Avenue from Princeton Avenue to Dovercourt Avenue. The scope of this project is to design and construct a new sanitary sewer and watermain on Highland Avenue between Princeton Avenue and Dovercourt Avenue. The project will implement full road reconstruction and traffic calming measures on Highland Avenue between Princeton Avenue and Dovercourt Avenue.

Project timing

Design: spring 2024
Construction start: expected to start in summer 2025 
Construction completion: summer 2026

Project budget

Approved project funds to date are $650,000.

Public engagement

A public information session was held on October 25, 2023, to present the design drawings to the public. At that time attendees were able to review the design, ask questions and provide comment on the proposed works.

Construction delay notice (May 2024)

This notice is to advise you that while design work for the renewal of sewers, watermains and roadways on Highland Avenue remains ongoing, construction work will commence in 2025, instead of 2024, pending approvals, including budget and overall construction coordination. This will allow for completion of the newly added storm sewer components, minimize construction impacts and overall schedule and avoid maintenance of temporary measures during the winter shutdown. The exact timing of construction for the project will be confirmed early in 2025.

Why: The proposed works will renew the existing aging sanitary sewers and watermains. It will also renew and improve roadway infrastructure with consideration to drainage improvements and preservation of existing mature trees.

When: The design work for this project is ongoing. Construction is expected to start in spring 2025, pending approvals, including budget and overall construction coordination. The timing for the project will be confirmed closer to construction.

Where: Highland Avenue between Princeton Avenue and Dovercourt Avenue.

Who: The City of Ottawa has retained Novatech Engineering Consultants to undertake the design of this project.

Public information session (October 25 to November 8, 2023)

The City of Ottawa held a Public Information Session at the Dovercourt Recreation Centre on October 25, 2023, to discuss a reconstruction project planned in your neighbourhood. Through this session, the City of Ottawa presented the preliminary design drawings and other project details related to the Highland Avenue Integrated Renewal project in advance of the start of construction planned for spring 2024.

In addition to the above meeting, residents can also participate through viewing and commenting on the online documents.

Field investigations notice (May 2023)

The City of Ottawa will undertake geotechnical, hydrogeological, and environmental investigations in your neighborhood. This work is being done to determine soil, bedrock, and groundwater conditions as part of the design phase of the Highland Avenue Integrated Renewal.

What: The investigation work will involve the drilling of boreholes, obtaining soil and water samples for testing to determine future construction methods and critical design information. The investigations will be done by workers and truck-mounted drilling equipment, as needed. Some short duration traffic control will be required to complete the work.

Why: This work supports the design work for the Highland Avenue Integrated Renewal project.

When: The field investigation work will take place in either June or July 2023 and could take up to five (5) business days to complete. The work will be conducted between the hours of 8 am and 5 pm, Monday to Friday.

Where: At localized spots along Highland Avenue, between Princeton Avenue and Dovercourt Avenue.

Who: Novatech and their Geotechnical/Environmental sub-consultant Gemtec will coordinate the work for the City of Ottawa.

Parking

The Contractor is obligated to provide 24hr notification of temporary loss of access/egress. In the event that access to your driveway is restricted due to construction activities, a Temporary On-Street Parking Permit (orange form) will be distributed to permit on-street parking within two blocks of your residence.

Disruptions
