Finance and Corporate Services Committee approves draft budget for 2024

The City’s Finance and Corporate Services Committee today approved its portions of Draft Budget 2024, which represents a $694-million total net operating budget. It also includes over $2.5 billion in revenue, primarily from property tax revenue and payments-in-lieu of taxation.

The draft budget outlines key investments in City governance, the Office of the City Clerk, the City Manager’s Office, rail construction and planning, the departments of Planning, Real Estate and Economic Development and Finance and Corporate Services as well as non-departmental expenditures. Costs for compensation would increase in 2024, mostly to maintain services, due to adjustments for the cost of living and additional full-time staff.

The Committee also received an update on the progress of Ᾱdisōke, the joint facility under construction for Ottawa Public Library and Library and Archives Canada. The project recently completed the concrete and reinforcing steel work for all five floors of the new facility. In 2024, work will include installing stonework, bird-friendly glazing and other elements that will make the building watertight. Work will also start on building many of the interior walls, the mechanical, electrical and plumbing systems, and Ᾱdisōke’s iconic solar panelled roof.

Council will receive further updates in 2024 on the project’s progress, as well as updates on the District Energy System and the outcome of the social procurement process to offer food services within the facility. The new Ᾱdisōke facility is expected to be open to the public in summer 2026.

The recommendations from today’s meeting will rise to Council on Wednesday, December 6.
