Financial statements for the 2022 Municipal Elections

Pursuant to Section 88(9.1) of the Municipal Elections Act, 1996, financial statements as filed by candidates and registered third party advertisers are made available for public viewing on this webpage at no cost.

Financial statement key dates

January 3, 2023

• Campaign period ends for candidates and third party advertisers, meaning they cannot accept any contributions or incur any expenses.
• Candidates or third party advertisers that wish to extend their campaign, due to a deficit, must file a Notice of Extension of Campaign Period – Form 6 by 4:30 pm.
• Note: Some candidates may have December 31, 2022 listed as the end of their campaign period on their Financial Statement – Auditor’s Report Candidate – Form 4. In accordance with Subsection 88.25(1)(a) of the MEA, candidates must file a financial statement and auditor's report with the City Clerk reflecting the candidate’s election campaign finances as of December 31 in the election year. However, page 14 of the Provinces 2022 Candidates’ Guide – Ontario municipal council and school board elections recognizes that since December 31, 2022 was a Saturday and January 1, 2022 was a statutory holiday, the next business day is January 3, 3023 and some candidates have listed this date, as referenced in the Province’s Guide.  

March 30, 2023

• Last day for a candidate or third party advertiser to apply to Superior Court of Justice to extend the time to file their initial financial statement.

March 31, 2023

By 2 pm:

• Last day for candidates and third party advertisers to file an initial financial statement and auditor’s’ report, if required, for the reporting period ending January 3, 2023.
  • Note: An auditor’s report is required if the candidate is participating in the Contribution Rebate Program. An auditor’s report is also required for candidates and third party advertisers if the total contributions received, and total expenses incurred in the election campaign up to the end of the relevant reporting period are each equal to or more than $10,000.
• Last day for a candidate or third party advertiser to notify the City Clerk, in writing, of a filing extension received from the Superior Court of Justice.

May 1, 2023

By 2 pm:

• Last day for a candidate or third party advertiser to file an initial financial statement and auditor’s report, if required, and pay the $500 late filing fee.
  • Note: An auditor’s report is required if the candidate is participating in the Contribution Rebate Program. An auditor’s report is also required for candidates and third party advertisers if the total contributions received, and total expenses incurred in the election campaign up to the end of the relevant reporting period are each equal to or more than $10,000.

• Penalties take effect at 2:01 pm.

June 30, 2023

• Campaign period ends for candidates and third party advertisers that extended their campaign, meaning they cannot accept any contributions or incur any expenses.

September 28, 2023

• Last day for a candidate or third party advertiser to apply to Superior Court of Justice to extend the time to file their supplementary financial statement.

September 29, 2023

By 2 pm:

• Last day for those who filed a Notice of Extension of Campaign Period - Form 6 to extend the campaign period to file a supplementary financial statement and auditors’ report, if required, for the reporting period ending June 30, 2023.
  • Note: An auditor’s report is required if the candidate is participating in the Contribution Rebate Program. An auditor’s report is also required for candidates and third party advertisers if the total contributions received, and total expenses incurred in the election campaign up to the end of the relevant reporting period are each equal to or more than $10,000.
• Last day for a candidate or third party advertiser to notify the City Clerk of a filing extension received from the Superior Court of Justice.

October 30, 2023

By 2 pm:

• Last day for a candidate or third party advertiser to file a supplementary financial statement and auditor’s report, if required, and pay $500 late filing fee.
  • Note: An auditor’s report is required if the candidate is participating in the Contribution Rebate Program. An auditor’s report is also required for candidates and third party advertisers if the total contributions received, and total expenses incurred in the election campaign up to the end of the relevant reporting period are each equal to or more than $10,000.

• Penalties take effect at 2:01 pm.

Candidate compliance report

Pursuant to Subsection 88.23(4) of the Municipal Elections Act, 1996 (the “MEA”), the City Clerk shall make public a report setting out all candidates in an election and indicating whether each candidate complied with Section 88.25. As such, the Candidate initial financial statement compliance report for the 2022 Municipal Elections, indicates whether each candidate complied with the filing requirements of Section 88.25 of the MEA.

In accordance with Section 88.25 of the MEA, all nominated candidates, including those who later withdrew their nomination, must disclose and report any contributions and expenses during their campaign period by filing a financial statement. 

Candidates that failed to file a financial statement and auditor’s report (if applicable) by the relevant filing deadlines are deemed to be in default. For the 2022 Municipal Elections, the deadline to file an initial financial statement was Friday, March 31, 2023, at 2 pm, and the deadline to pay a $500 late filing fee to file an initial financial statement during the 30-day grace period was Monday, May 1, 2023, at 2 pm.

In accordance with Subsection 88.23(2), and any other penalty that may be imposed under the MEA, candidates who are deemed to be in default must forfeit any office to which they were elected and are ineligible to run in any municipal election in the Province of Ontario, or be appointed to office, until after the 2026 Municipal Elections.   

Third party advertiser compliance report

Pursuant to Subsection 88.29(11) of the Municipal Elections Act, 1996 (the “MEA”), the City Clerk shall make public a report setting out all registered third party advertisers in an election and indicating whether each third party advertiser complied with Section 88.29. The Third party advertiser initial financial statement compliance report for the 2022 Municipal Elections, indicates whether each registered third party advertiser complied with the filing requirements of Section 88.29 of the MEA.

In accordance with Section 88.29 of the MEA, all registered third party advertisers, must disclose and report any contributions and expenses during their campaign period by filing a financial statement.  

Registered third party advertisers that failed to file a financial statement and auditor’s report (if applicable) by the relevant filing deadlines are deemed to be in default. For the 2022 Municipal Elections, the deadline to file an initial financial statement was Friday, March 31, 2023, at 2 pm, and the deadline to pay a $500 late filing fee to file an initial financial statement during the 30-day grace period was Monday, May 1, 2023, at 2 pm. 

In accordance with Subsection 88.23(2), and any other penalty that may be imposed under the MEA, registered third party advertisers who are deemed to be in default are ineligible to register in any municipal election in the municipality until after the 2026 Municipal Elections. 

• Statements filed are available online in PDF format. If a candidate or third party advertiser has not filed a financial statement, no PDF will be available.
• The PDF is a scanned copy of a financial statement that was filed with the Elections Office by the candidate or registered third party advertiser.
• The PDF is made available in the language in which the candidate or third party chose to submit their statement.
• Financial statements are available in alternate formats or large print by contacting the Elections Office.

The deadline for a nominated candidate to withdraw their nomination with the City Clerk was 2 pm on Friday, August 19, 2022.

In accordance with the Municipal Elections Act, 1996, candidates who withdrew their nomination are still required to submit an initial financial statement by Friday, March 31, 2023, at 2 pm that covers all financial transactions up to the time of the withdrawal.
