Notice of intent
The City of Ottawa has received a petition that has been certified as sufficiently signed in accordance with Ontario Regulation 586/06 of the Municipal Act, 2001 for the installation of a Sanitary Sewer Local Improvement for 5, 6, 9 and 10 Taunton Place as described below .
The Infrastructure and Water Services Department intends to bring forward a project report to the Environment and Climate Change Committee (ECCC) at its meeting of October 17, 2023 for consideration of recommendations to the Council of the City of Ottawa with respect to passing a by-law to undertake as a Local Improvement the work of extending the existing public sanitary sewer system to and within limits of the existing public road allowances and/or locations, listed below, in the petition area of Taunton Place.
All those wishing to speak at the committee meeting should register ahead of time by contacting the committee coordinator, Christopher Zwierzchowski, at 613-580-2424, extension 21359, or by email at Christopher.Zwierzchowski@ottawa.ca. The report date may be subject to change. Check the City’s agendas and meetings web portal at Ottawa.ca.
The passing of a bylaw to construct the works described below as a Local Improvement allows the City of Ottawa to specially assess a part of the cost upon the land abutting directly on the work.
Description of work: All works associated with the extension of the existing public sanitary sewer to and/or within the limits of the existing public road allowance of Taunton Place (approximately 135 metres), inclusive of pump stations, forcemains, easements, gravity sewer mains, maintenance holes, private service laterals to the property lot line, and all associated appurtenances, as required.
The estimated life of the works is in excess of fifty (50) years.
The estimated total cost share of $720,000 that the project report will recommend, related to providing Local Improvement sanitary sewer infrastructure to and within Taunton Place, is detailed below:
Local Improvement Total Cost Estimate | Estimated City Share of Local Improvement Costs | Estimated Private Property Share of Local Improvement Costs (Sewer Mains) | Estimated Private Property Share of Local Improvement Costs (Sewer Service Laterals) |
---|---|---|---|
$720,000 | $240,500 | $412,500 | $67,000 |
Should Council pass a bylaw to undertake the work described above as a Local Improvement, the charges associated with the Local Improvement will be confirmed through the Committee of Revision process as prescribed by Ontario Regulation 586/06 following completion of construction. Notice of the Committee of Revision meeting date will be provided to owners to be specially charged in the petition area. Upon approval of the final Local Improvement Roll by the Committee of Revision, owners will have the opportunity to pay the specially assessed charge in a lump sum at that time or default to have payment through the tax bill in equal annual installments, inclusive of carrying charges over the approved cost recovery period, which will be recommended as a ten (10) year period in the project report. The estimated costs prior to carrying charges are:
Adjusted Sewer Main Frontage Rate: $2,600 per metre
Sewer Service Lateral Rate: $16,750 each
