Project description
The City of Ottawa has initiated the preliminary design, detailed design and tender services for the renewal and replacement of the existing aging sewers and watermains and road infrastructure on a portion of Anna Avenue (from Carling Avenue to General Avenue) and Crown Crescent in the Carlington Community.
The sanitary sewers and watermains on Anna Avenue and Crown Crescent were built in the 1930’s and 1940’s and will be replaced under this project. The storm sewers do not require replacement and are being protected except for a small segment on Crown Crescent that is in poor condition.
As part of this project, the watermain on Anna Avenue will extend west on Carling Avenue 50 metres to improve (looping) of the water distribution system.
Full road reconstruction including curbs and sidewalks will be implemented as well as water and sewer services to the property line within the project limits.
The project will also add traffic calming elements such as speed humps and intersection and road narrowings, where appropriate to improve safety for all road users.
Efforts to manage implications to front yard landscaping and existing mature trees will be a project priority.

Design: July 2024 to June 2025
Construction start: spring 2026
Construction completion: fall 2026
Project budget
Approved project funds to date are $1 million.
Public engagement
A public information session is expected to be held in late 2024 or early 2025 to present the design drawings to the public. At this time attendees will be able to review the design, ask questions and provide comment on the proposed works.

Field investigations (July 2024)
Beginning in early August, the City of Ottawa will undertake geotechnical, hydrogeological and environmental investigations in your neighbourhood. This work is being completed to determine the underground soil and groundwater conditions to support the design of the road, watermain and sewer replacement on Anna Avenue (from Carling Avenue to General Avenue) and Crown Crescent.
The purpose of this project is to renew aging underground infrastructure and reconstruct the roads and sidewalks. An invitation to an initial public consultation will be delivered in early 2025. At that meeting, we will present the preliminary design to the community and obtain feedback. The construction of the project is tentatively scheduled for spring 2026, subject to funding availability.
What: The work will involve drilling of boreholes and obtaining soil and water samples for testing. The investigations will be done by workers and equipment, as needed. On-street parking will be temporarily removed during working hours.
Why: This work is needed to support the design of the road, watermain and sewer reconstruction.
When: The field investigation work will commence in early August 2024 and could take up to five weeks. The work will be conducted between the hours of 8 am and 5 pm, Monday to Friday.
Where: Anna Avenue (from Carling Avenue to General Avenue) and Crown Crescent.
Who: Parsons Inc. and their sub-consultant, Thurber Engineering Ltd., will coordinate the work for the City of Ottawa.
On-street parking
As the investigation activities are in progress on your street, on-street parking may be restricted. In the event that access to your driveway will be impacted, you will receive 24-hours’ notice and provided with a Temporary On-Street Parking Permit (orange form) to permit on-street parking. Residents with electric vehicles will need to find alternative charging arrangements when access is restricted. The use of extension cords within the public right of way is not permitted.
