Project description
The City of Ottawa is undertaking the design and construction planning to rehabilitate the following three (3) existing sanitary pumping stations (SPS):
- Cumberland SPS 2, 361 Roxdale Avenue, Ward 1, built in 1982
- Cumberland SPS 3,1571 St Georges Street, Ward 1, built in 1978
- Cumberland SPS 4, 327 Du Grand Bois Avenue, Ward 2, built in 1986
The main objective is to improve the reliability of operation for these SPSs by replacing equipment that has reached the end of their life expectancy, improving City Operations’ staff ability to safely and efficiently operate and maintain them and reduce station down time during failures or extreme weather conditions.

The planned work includes:
- Replacement of equipment and components that have reached the end of their useful life.
- Required rehabilitation and upgrades of these stations’ wet wells and access safety components.
- Upgrades of electrical, controls and communication elements to the current City standards.
- Installation of new underground bypass chambers at Cumberland SPS 2 and Cumberland SPS 4
Notice to residents will be sent out to advise of works prior to commencement.
The City makes every effort to minimize the impacts of construction on the community. Work will be implemented in sequence – one station at a time. It is expected that there will not be any interruption to the service for the duration of this project. Traffic will be impacted when the temporary bypass piping system is being installed and tested. Access for pedestrians and cyclists will be maintained.
Project timing
Construction:
- SPS 2 – completed in July 2024
- SPS 3 – expected to start in spring/summer 2025
- SPS 4 – started in summer 2024, expected completion in early 2025
Project budget
Approved project funds to date are $5.2 M.

SPS#4 - 327 du Grand Bois: wet well cleaning (October 24, 2024)
This notice is to advise you of upcoming work at Cumberland Sanitary Pumping Station #4 (SPS 4) that will have the potential for an increase in noise and odour at the site while we conduct our work.
What: Wet well cleaning operations will be conducted using a hydrovac truck.
Why: The work that is being performed is essential to install a sanitary bypass system to facilitate construction for the station upgrade project.
When: This work will start at approximately 8 am on Thursday, October 24, and will last approximately 8 hours.
Where: Cumberland SPS 4, 327 du Grand Bois Avenue.
Who: The City of Ottawa has retained the contractor Black & McDonald Ltd. to complete the work.
Construction disruptions
The contractor will take every precaution to minimize interruptions to everyday life but as you can appreciate, there may be some inconvenience during the course of the construction work. We would like to thank you for your patience and co-operation. For construction activity hours of work, the City of Ottawa follows provincial requirements and the City’s Noise By-law (2017-255).
SPS#4 - 327 du Grand Bois: construction update (July 2024)
This notice is to advise that construction in your neighbourhood is planned to start in July/August 2024. This project is being conducted to complete upgrades to the existing pumping station.
What: The City of Ottawa is undertaking the design and construction to rehabilitate three existing sanitary pumping stations (SPS). The proposed construction for SPS 4 includes replacement of existing pumping station infrastructure components, upgrades to equipment and installation of new underground by-pass chambers.
Why: Many components of the pump station have reached the end of their useful life and need to be replaced to reduce potential risk of station failure that could result in basement flooding. Upgrades are also required to improve the stations’ reliability to allow staff to operate them safely and efficiently.
When: Construction is expected to begin in July/August 2024 and completion is anticipated by January 2025.
Where: Cumberland SPS 4, 327 du Grand Bois Avenue and the adjacent vacant space on the corner of Prestwick Drive and du Grand Bois Avenue.
All proposed upgrades will be installed within the station property or within existing legal City utility easement.
Who: The City of Ottawa has retained the contractor Black & McDonald Ltd. to complete the work.
Traffic management
Lane reductions and alternating traffic can be expected during construction to accommodate the work. Access to private properties will be maintained throughout the construction period. Access for pedestrians and cyclists will be maintained.
Construction disruptions
The contractor will take every precaution to minimize interruptions to the everyday life of your family and/or operation of your business, but, as you can appreciate, there may be some inconvenience during the course of the work, such as traffic delays, noise and dust. You may also feel vibrations due to heavy equipment operations. Vibrations from construction activities are quite common and rarely cause any problems. We would like to thank you for your patience and co-operation. For construction activity hours of work, the City of Ottawa follows provincial requirements and the City’s Noise By-law (2017-255).
SPS#3 - 1571 St. Georges Street: geotechnical investigation (September 2024)
Beginning in October, the City of Ottawa will undertake a geotechnical investigation in your neighbourhood. This investigation is required as part of the design for upgrades to Cumberland Sanitary Pumping Station #3 (SPS3).
What: The investigation will involve drilling boreholes to obtain soil samples, installing a groundwater monitoring well and scanning to locate utilities.
Why: This geotechnical investigation supports the Cumberland Pumping Station Upgrades by providing information required to support design for SPS3.
When: This geotechnical investigation work will begin in October 2024. The work will be completed during weekdays and should take approximately 1 day. Design is expected to be completed in early 2025, with construction planned to commence in spring/summer 2025. Additional notices will be delivered in advance of construction.
Where: The geotechnical investigation will occur at Cumberland SPS3, located at 1571 St. Georges Street and the surrounding area.
