Project description

The City of Ottawa is undertaking the design and construction planning to rehabilitate the following three (3) existing sanitary pumping stations (SPS):

  • Cumberland SPS 2, 361 Roxdale Avenue, Ward 1, built in 1982
  • Cumberland SPS 3,1571 St Georges Street, Ward 1, built in 1978
  • Cumberland SPS 4, 327 Du Grand Bois Avenue, Ward 19, built in 1986

The main objective is to improve the reliability of operation for these SPSs by replacing equipment that has reached the end of their life expectancy, improving City Operations’ staff ability to safely and efficiently operate and maintain them and reduce station down time during failures or extreme weather conditions.

The planned work includes:

  • Replacement of equipment and components that have reached the end of their useful life.
  • Required rehabilitation and upgrades of these stations’ wet wells and access safety components.
  • Upgrades of electrical, controls and communication elements to the current City standards.
  • Installation of new underground bypass chambers at Cumberland SPS 2 and Cumberland SPS 4

Notice to residents will be sent out to advise of works prior to commencement.

The City makes every effort to minimize the impacts of construction on the community. Work will be implemented in sequence – one station at a time. It is expected that there will not be any interruption to the service for the duration of this project. Traffic will be impacted when the temporary bypass piping system is being installed and tested. Access for pedestrians and cyclists will be maintained.

Project timing

Design: summer 2021
Construction: summer 2022 and continue through 2024 at SPS 3 and SPS 4

Project budget

Approved project funds to date are $2.8 M.

The project team continues to work closely with the industry and to comply with recommendations provided by municipal, provincial and federal health officials, as well as the Ministry of Labour, Immigration, Training and Skills Development.

Construction notice - SPS 2, 361 Roxdale Avenue (July 2022)

This notice is to advise that construction in your neighbourhood is planned to start in mid-August 2022.

What: The City of Ottawa is undertaking the design and construction to rehabilitate three existing sanitary pumping stations (SPS). The proposed construction for SPS 2 includes replacement of existing pumping station infrastructure components, upgrades to equipment, installation of new underground by-pass chambers as well as the closure of Mayfair Park and moving the bus stop to the other side of the intersection.

Why: Many components of these three sanitary pump stations have reached the end of their useful life and need to be replaced to reduce potential risk of station failure that could result in basement flooding. Upgrades are also required to improve these stations’ reliability to allow staff to operate them safely and efficiently.

When: Construction for the project is expected to start in midsummer 2022 and completion is anticipated by fall of 2023. Construction for SPS 2 is expected to start in mid-August 2022 and completion is anticipated by the end of 2022.

Where: Cumberland SPS 2, 361 Roxdale Avenue (Ward 1)

All proposed upgrades will be installed within the City right of way or within existing legal City utility easement.

Who: The City of Ottawa has retained the Contractor, Black & McDonald Ltd., to complete the work.

Traffic management

Lane reductions and alternating traffic can be expected during construction to accommodate the work. Access to private properties will be maintained throughout the construction period. Access for pedestrians and cyclists will be maintained.

On-street parking

As the various construction activities are in progress on your street, on-street parking will be restricted. In the event that access to your driveway is restricted due to construction activities, a Temporary On- Street Parking Permit (orange form) will be distributed to permit on-street parking within two blocks of your residence.

Impact on the right of way

The reconstruction is within the City’s right of way but may result in some disruption to part of the private property directly adjacent to the work. The City will reinstate all sections of landscaping, driveways and walkways that are disturbed by construction. However, if you have plants or any other assets located within the City’s right of way that you want to preserve, we suggest that you may want to move them in preparation for the construction work.

Property damage caused by construction activities

As part of this Contract, the Contractor is assuming full responsibility for the construction work until it is entirely complete, as well as any damages to private property resulting from these construction activities. In the event of such occurrences, all claims for damages should be immediately reported both verbally and in writing to the Contractor and to the City’s on-site Representative. This will ensure prompt notification of appropriate authorities to complete the claim investigations.

Construction disruptions

The Contractor will take every precaution to minimize interruptions to the everyday life of your family and/or operation of your business, but as you can appreciate, there may be some inconvenience during the course of the construction work, such as delays and traffic detours, parking restrictions, noise and dust. You may also feel vibrations due to heavy equipment operations. Vibrations from construction activities are quite common and rarely cause any problems. We would like to thank you for your patience and co-operation. For construction activity hours of work, the City of Ottawa follows provincial requirements and the City’s Noise By-law (2017-255).
