Project description
The City of Ottawa plans to replace the aging combined sewers and watermains within James Street and Kent Street. All roadways will be fully reconstructed with new curbs, sidewalks and asphalt pavement. A new contraflow bicycle lane is proposed for the south side of James Street. The limits of this proposed project are highlighted in the below figure.
Project limits
The following street segments have been identified to be reconstructed.
- James Street (Bronson Avenue to Bank Street)
- Kent Street (Florence Street to James Street)
Project timing
Design: anticipated by fall 2024
Construction start: anticipated in spring 2025
Construction completion: spring/summer 2027
Project budget
Approved project funds to date are $1.8 million.
Additional funding will be secured via the 2024 budget process for construction.

Public information session - open house (James & Kent streets): Wednesday, October 30, 2024

The City of Ottawa invites you to attend a Public Information Session to discuss the proposed infrastructure improvement project in your neighbourhood. Preliminary design drawings will be on display for your review and staff will be present to answer any questions and receive comments. There will not be a formal presentation at this open house. Please attend at your leisure.

The following provides additional information about the project:
What: The project involves watermain and sewer replacement, road and sidewalk reconstruction, traffic calming features and a new contraflow (eastbound) bicycle lane for the south side of James Street.
Why: The objective of this project is to rehabilitate underground and roadway infrastructure that is nearing the end of its lifespan.
When: Construction is planned to start in spring 2025 and be completed by summer 2027.
Where: James Street from Bronson Avenue to Bank Street and Kent Street between Florence Street and James Street.
Who: The engineering firm, J.L. Richards and Associates Limited, has been retained by the City of Ottawa to develop design drawings for this project.
