Project overview

Project description

The West Urban Community Wastewater Collection System Master Servicing Plan (WUC-WCSMSP) study was finalized in July 2012. This study confirmed completing the North Kanata Trunk Sewer (NKTS), connecting it to the Marchwood Trunk Sewer, and converting the March Road PS to a low lift station as the preferred option for wastewater servicing of the Kanata North Development. The NKTS construction project was completed in September, 2021.

The existing March Road Wastewater pumping station will be converted from a high-lift to a new low-lift station, discharging into the North Kanata Trunk sewer on Legget Drive. The project involves establishing the station bypass pumping operation, connecting to the completed North Kanata Trunk sewer, constructing a new diversion structure and pre-fabricated FRP wet well immediately west of the existing pumping station, removing the existing control building, abandoning the existing wet well, constructing a new control building, decommissioning the last section of the East March Trunk Sewer and constructing a new 240m section of sanitary trunk sewer in the adjacent Farrar Road right of way.

Construction notice (October 2021)

This notice is to inform you of construction work within a municipal right of way near your property, as part of the sewer system upgrades associated with the March Road WWPS Conversion Project. This work is being carried out by a Contractor retained by the City of Ottawa on both Legget Drive and the undeveloped portion of the Farrar Road right of way.

What: The existing Wastewater Pumping Station located at 305 Legget Drive will be demolished and replaced with a new low-lift pumping station, complete with a standby diesel generator to power the station in the event of a loss of utility power. A new trunk sewer and related underground infrastructure will be installed to facilitate the conversion.

Why: The pump station conversion project is part of the final stage of the 2012 Master Servicing Plan for North Kanata, to reliably increase sewer capacity with increased emphasis on gravity flow through the recently completed North Kanata Trunk Sewer.

When: The work will begin in November 2021, with completion expected by summer 2023.

Where: The existing East March Trunk Sewer will be intercepted 240 metres north of Legget Drive and will be re-aligned to flow along the undeveloped portion of the Farrar Road right of way to the new pumping station location, constructed adjacent to the existing facility on Legget Drive. Additional smaller service piping lines will be constructed to connect the system, which are located within the City’s right of way or on existing service easements.

Who: The City has retained the General Contractor, Black & McDonald with their civil sub-contractor R.W.Tomlinson Ltd., to complete the work.

Traffic Impacts

On Legget Drive, the Contractor will generally maintain a minimum of one lane of traffic in each direction when completing the work. During the installation of certain tie-ins to utilities or services, there will be short periods when Legget Drive will be reduced to a single lane controlled by flag persons during the day and signage over night. Pedestrian and cycling access will be maintained throughout the construction period.

Impact on the Right of Way and Adjacent Private Properties

The reconstruction is within the City’s right of way but may result in some disruption to part of the private property directly adjacent to the work. The City will reinstate sections of landscaping, driveways and walkways that are disturbed by construction. However, if you have plants or any other assets located within the City’s right of way that you want to preserve, we suggest that you move the plants/assets in preparation for the construction work.

Construction Disruptions

The Black & McDonald/R.W. Tomlinson Ltd. team will take every precaution to minimize interruptions to the everyday life of your family and/or operation of your business but, as you can appreciate, there may be some inconvenience during the course of the work, such as delays when travelling around the construction zone, noise and dust. You may also feel vibrations due to heavy equipment operations. Vibrations from construction activities are quite common and rarely cause any problems. We would like to thank you in advance for your patience and co-operation. For construction activity hours of work, the City of Ottawa follows provincial requirements and the City’s Noise By-law (2017-255).
