Transportation Impact Assessment Guidelines

The City of Ottawa Transportation Impact Assessment (TIA) Guidelines assist land developers and their transportation consultants with the integration of their proposed developments with the City of Ottawa transportation network.  TIA studies support the City’s goal of creating an integrated land use and transportation system as expressed in the Official Plan and the Transportation Master Plan by:

  • Evaluating the consistency of a proposed development’s transportation characteristics with City goals and policies;
  • Comparing transportation network performance both before and after development; and
  • Enabling negotiations between the City and developers about the sharing of costs for transportation system modifications.

The Transportation Impact Assessment Guidelines 2017 [ PDF 3.876 MB ] are to be used for assessing the transportation needs of all development applications submitted to the City of Ottawa.

June 2021 Update to assist with the Forecasting Module of the Guideline

The 2009 TRANs Trip Generation Manual has recently been updated. Like the previous edition, the 2020 TRANS Trip Generation Manual Background Report and TRANS Trip Generation Manual Summary Report blend locally collected data with non-local databases to establish residential trip rates and mode share. The current update also identifies mode shares for non-residential sites including schools, employment generators and commercial generators based on data available from local surveys and the TRANS Origin-Destination Survey.

City of Ottawa staff prepared an Excel spreadsheet that assists applicants with the calculation of trips for developments in Ottawa and Gatineau area. The City prefers the use of TRANS data for residential development TIA submissions and encourages the use of the new non-residential data as well.

Transportation Impact Assessment Guidelines 2017 Update Summary

The update of the Transportation Impact Assessment Guidelines in 2017 provided an opportunity to review alternative methodologies to better reflect the impact of development on all transportation modes. Guideline users are directed to identify on-site and off-site measures to align the development with City goals.  By adopting the concepts of complete streets and applying multimodal level of service review to the process, the Transportation Impact Assessment Submission for a development application will encourage an increase in the share of travel by sustainable modes - walking, cycling, transit and carpooling

The 2017 update to the Transportation Impact Assessment (TIA) Guidelines was approved by City Council on June 14, 2017.  The new TIA Guidelines (2017) are now available and are to be used for all development applications submitted to the City.   

Highlights of the TIA Guideline update                

  • A Screening Test quickly determines if a transportation study is required.
  • Study scope is site specifically tailored; there are no longer three defined types of TIA reports.
  • Submission of the Screening and Scoping Report should be made prior to the pre-consultation meeting to provide maximum benefit from pre-consultation.
  • Sign off from City staff is required at key points in the review process prior to application submission.
  • Multi Modal Level of Service (MMLOS) and Complete Street analysis is required to assess the impact of all modes of travel on the site and within the study area.
  • A TIA Submission includes the report, drawings and/or monitoring plan and is required at the time of development application.
  • There is no longer a requirement for consultant pre-approval.  Consultants must now sign and submit the Certification Form included with the Screening and Scoping Report.

Public engagement

  • City staff worked with a Public Advisory Committee (PAC) comprised of a variety of key stakeholders impacted by development applications. The role of the PAC was to enable the current users of the Guidelines, including developers, consultants, special interest groups, City Advisory Committees and other associations, the opportunity to provide input as the TIA Guideline review process was undertaken.
  • The PAC members provided insight on the impact of the current TIA approach and methodology as well as on the changes proposed to the Guideline. PAC members provided valued experience since the TIA Guideline has been in their current format for many years. The PAC met twice prior to posting the Guidelines for public review. They provided input, feedback and comments on the Guidelines review and recommendations.
  • Staff worked with the appropriate group of technical subject matter experts within internal city departments.
  • Residents were invited to provide their comments on the proposed recommendations for changes to the Guideline.
