Project overview

Project description

The following aging watermain and sanitary sewers are in poor condition and need replacement:

  • Athlone Avenue between Scott Street and Byron Avenue
  • Edgewood Avenue
  • Lincoln Avenue between Churchill Avenue North and Edgewood Avenue
  • Eden Avenue between Lincoln Avenue and Richmond Road

Full road reconstruction will be required on the streets in the locations where the sanitary sewer and the watermains are to be replaced. The street design will implement the City’s 30 km/h Local Residential Streets speed limit policy, and will include the introduction of new sidewalks in selected locations. Best efforts to mitigate project impacts on existing mature trees will be taken.

Project timing

Design: December 2023 to February 2025

Project budget

Approved project funds to date are $8.5 million.

Public engagement

A public information session is expected to be held in September 2024 to present the design drawings to the public. At this time attendees will be able to review the design, ask questions and provide comment on the proposed works. Other methods to involve community stakeholders will be implemented.

Field investigations (March 2024)

Beginning in April, the City of Ottawa will undertake a subsurface utility engineering (SUE) mapping, geotechnical, hydrogeological and environmental investigations in your neighbourhood. This work is being completed to determine the underground utility, soil and groundwater conditions to support the design of the road, watermain and sewer replacement on: Athlone Avenue (Scott Street to Byron Avenue); Edgewood Avenue (Lincoln Avenue to Richmond Road); Lincoln Avenue (Churchill Avenue N to Edgewood Avenue); and Eden Avenue (Lincoln Avenue to Richmond Road).

The purpose of this project is to renew aging underground infrastructure and reconstruct the roads and sidewalks. An invitation to an initial public consultation will be delivered later in 2024. At that meeting, we will present the preliminary design to the community and obtain feedback. The construction of the project is tentatively scheduled for 2025, subject to funding availability.

What: The work will involve using electromagnetic techniques to determine the existence and approximate horizontal position of subsurface utilities, the drilling of boreholes and obtaining soil and water samples for testing. The investigations will be done by workers and equipment, as needed. On-street parking will be temporarily removed during working hours.

Why: This work is needed to support the design of the road, watermain and sewer reconstruction.

When: The field investigation work will commence in mid-April 2024 and could take up to five (5) weeks. The work will be conducted between the hours of 8 am and 5 pm, Monday to Friday.

Who: Parsons Inc. and their sub-consultants, T2 Utility Engineers Inc. and Thurber Engineering Ltd., will coordinate the work for the City of Ottawa.

On-street parking 

As the various road reconstruction activities are in progress on your street, on-street parking may be restricted. In the event that access to your driveway will be impacted, you will receive 24-hours’ notice and provided with a Temporary On-Street Parking Permit (orange form) to permit on-street parking within two blocks of your residence. Residents with electric vehicles will need to find alternative charging arrangements when access is restricted. The use of extension cords within the public right of way is not permitted.
