Project description
As part of this project, the City of Ottawa will renew the following infrastructure:
- Separate the combined sewer (into a new sanitary sewer and new storm sewer), replace the watermain, add traffic calming features, and complete full road reconstruction on Oakhill Road (Acacia Avenue to Beechwood Avenue) and on Corona Avenue (Acacia Avenue to Beechwood Avenue).
- Replace the watermain and resurface the road on Carsdale Avenue (Acacia Avenue to Black Maple Private).
- Asphalt resurfacing on the paved laneway between Carsdale Avenue and Green Avenue.
- Add a curb extension across from 21 Corona Avenue for traffic calming and to protect trees.
- Add raised crosswalks and intersection narrowings on Oakhill Road and Corona Avenue at Beechwood Avenue for traffic calming.
- Install new fire hydrants at 465 Oakhill Road and at each end of Corona Avenue.
- The existing road widths will be maintained on Oakhill Road (7.5m to 8.0m) and on Corona Avenue (6.5m).
- On-street parking will be prohibited on the north side of Oakhill Road and Corona Avenue following construction to benefit pedestrians.
- No speed humps can be installed as Oakhill Road and Corona Avenue exceed acceptable maximum grade guidelines.

Approved project funds to date are $4,337,000.

A public information session was held on October 17, 2023. The public was able to review the designs and provide written comments on the proposed works.

Night work and traffic impacts (August 26, 2024)
This notice is to provide information on upcoming night work in your neighbourhood. The City of Ottawa continues construction in and around Beechwood Avenue in support of the integrated renewal of Oakhill Road, Corona Avenue and Carsdale Avenue. In order to minimize impacts to businesses and residents, the City of Ottawa has approved night work for the watermain work.
What: Watermain work will be done at the intersection of Oakhill Road and Beechwood Avenue to prepare for the construction work on Oakhill Road. Work will include excavation.
Why: The work requires a part of the Beechwood watermain to be closed for a short period, so the work is being done overnight to limit the disruption to residents and businesses. Residents and businesses that will be impacted by the water service interruption will receive a 24-hour notification.
When: The night work is planned on Monday, August 26, from 8 pm to 1 am (the work will be completed earlier if possible).
Where: The work will occur at the intersection of Oakhill Road and Beechwood Avenue.
Who: The City of Ottawa has retained the contractor, K.C.E. Construction Limited, to complete the work.
Traffic management
Beechwood Avenue will be reduced to one lane with alternating traffic during construction starting at 7 pm. Traffic delays are expected. Local access will be maintained. Pedestrian and cycling access will be maintained.
Construction disruptions
The contractor will take every precaution to minimize interruptions to the everyday life of your family and/or operation of your business, but, as you can appreciate, there may be some inconvenience during the course of the work, such as traffic delays, noise and dust. You may also feel vibrations due to heavy equipment operations. Vibrations from construction activities are quite common and rarely cause any problems. We would like to thank you for your patience and co-operation. For construction activity hours of work, the City of Ottawa follows provincial requirements and the City’s Noise By-law (2017-255).
Road closure (May 6 to October 2024)
The City of Ottawa is replacing the aging underground infrastructure on Oakhill Road and Corona Avenue as part of the City’s ongoing replacement of critical infrastructure.
What: Oakhill Road and Corona Avenue will be closed to through traffic. Road closure signage will be placed onsite. Local traffic access to private properties, in addition to pedestrian and cycling access, will be maintained throughout the construction period.
Why: The road closure is required to facilitate construction. The objective of this project is to rehabilitate underground and roadway infrastructure that is nearing the end of its lifespan.
When: The road closures started on May 6 and will re-open to traffic in October.
Where:
- Oakhill Road (between Beechwood Avenue and Acacia Avenue)
- Corona Avenue (between Beechwood Avenue and Acacia Avenue)
Who: The City of Ottawa has retained K.C.E. Construction Limited to complete the work.
On-street parking and local access
As the various road reconstruction activities are in progress, on-street parking will be restricted. Local access will be maintained to residents, business owners and emergency vehicles. Periodically, vehicular access to your property may be unavailable; the contractor is required to provide 24-hour notification of temporary loss of vehicular access/egress to your property. A temporary On-Street Parking Permit will be made available to allow on-street parking within two blocks of your residence when these disruptions occur. Residents with electric vehicles will need to find alternative charging arrangements when access is restricted. The use of extension cords within the public right of way is not permitted.
Should you have additional concerns about reduced access, such as business deliveries or accessibility requirements, please contact the project manager.
Construction update (July 2024)
What: Beechwood Avenue, from Oakhill Road to Corona Avenue, will be reduced to a single lane with flagging between 7 am and 10 pm on Saturday, July 13 and between 9 am and 10 pm on Sunday, July 14 for a storm sewer installation. Flagging personnel will direct traffic through the lane closure area. Sidewalks will remain open for pedestrians. Cyclists can ride single file in the vehicle lane or dismount and walk through the lane closure zone.
Why: The lane closure is required to facilitate the storm sewer installation.
When: Beechwood Avenue will be reduced to a single lane between 7 am and 10 pm on Saturday, July 13 and between 9 am and 10 pm on Sunday, July 14, 2024.
Where: Beechwood Avenue, from Oakhill Road to Corona Avenue.
Who: The City of Ottawa has retained the contractor, KCE Construction, to complete the work.

Construction notice (April 2024)
In May 2024, the City of Ottawa will start construction for the replacement of underground sewers and watermains, and full road reconstruction in your neighbourhood.
What: The contractor will complete the following work:
- Install a new sanitary sewer, storm sewer, watermain and complete full road reconstruction on Oakhill Road and Corona Avenue
- Install raised crosswalks on Oakhill Road and Corona Avenue at Beechwood Avenue for traffic calming
- Replace the watermain and replace the asphalt road surface on Carsdale Avenue
- Replace the asphalt road surface on the paved laneway (Lane 147V) between Carsdale Avenue and Green Avenue
- Driveway and landscaping reinstatements
Why: This work is required to improve the aging infrastructure and system reliability.
Where: Oakhill Road, Corona Avenue, Carsdale Avenue and the laneway between Carsdale and Green Avenues. While construction is underway on each road, the road will be closed to through traffic (the roads will be open only to local residents only).
When: Construction is expected to begin in May 2024 with final paving expected to be completed in late fall 2024. Some final landscaping may be completed in spring 2025.
Who: The City of Ottawa has retained the contractor, K.C.E Construction Limited, to complete the work.
Traffic management
To accommodate the proposed construction, Oakhill Road, Corona Avenue, Carsdale Avenue and Lane 147V will be closed to all but local traffic while construction is taking place on those streets. It is possible that more than one of these streets will be closed at the same time. Access to private properties, in addition to pedestrian and cycling access, will be maintained throughout the construction period. A separate notice will be mailed to residents with specific road closure dates.
On-street parking and local access

Impact on the right of way and adjacent private properties
The reconstruction is within the City’s right of way but may result in some disruption to part of the private property directly adjacent to the work. The City will reinstate sections of landscaping, driveways and walkways that are disturbed by construction. However, if you have plants or any other assets located within the City’s right of way that you want to preserve, we suggest that you move them in preparation for the construction work.
Lawn irrigation systems
If you own a subsurface lawn irrigation system, please notify the City Project Manager.
Pre-construction inspection
The contractor is required to carry out interior and exterior pre-construction inspections of consenting homes. The purpose of the pre-construction survey is to document current building and landscape conditions before construction commences. A representative from the contractor will be contacting you about these inspections.
It is to your benefit to allow the inspection to be conducted on your property, as it may assist with establishing the impact, if any, that construction has had at your property after work is completed. In addition, you may wish to complete your own survey of pre-construction conditions on your property. Your survey should include photographs.
As part of this contract, the contractor is assuming full responsibility for the construction work until it is entirely complete as well as any damages to private property resulting from these construction activities. In the event of such occurrences, all claims for damages should be immediately reported both verbally and in writing to the contractor. This will ensure prompt notification of appropriate authorities to complete the claim investigations.
Temporary water services
During the replacement of the watermains on Oakhill Road, Corona Avenue and Carsdale Avenue, water will be supplied to buildings by temporary water lines. While your property is on this temporary service, your water usage will be estimated as the temporary service is not metered. Your water bill will be based on the past average water usage for your address. If you have any questions regarding your water bill, please contact Revenue at 613-580-2444 or by email at WS-Billing@ottawa.ca.
Municipal fire suppression will continue during the construction period. Please note that private fire suppression systems may be impacted due to temporary water lines. If you have a private fire suppression system, it is recommended that you make arrangements with a fire protection services company in order to determine the extent of any impact. For information on minimizing your fire risk, contact the City’s Fire Services at 613-580-2424, ext. 15371.
We apologize in advance for any disruptions in water service during construction. Any problems with the temporary water services can be directed to the City on-site representative or call the City of Ottawa at 3-1-1 in the evenings or weekends.
Private house services
If your house/building was built prior to 1955, there is a possibility that your private water service may have been constructed using lead pipe (modern pipes are copper or HDPE). For those homes with a lead water pipe supplying water to the water meter, there is information regarding the City’s Lead Pipe Replacement Program available on the City’s website, ottawa.ca/leadpipes, or call 3-1-1.
Due to the age of buried infrastructure in this neighbourhood, it is possible that homeowners or the City have already replaced the sewer and water services (or a portion thereof) to certain homes. If all or a portion of the sewer and/or water services to your home have been replaced recently, please notify the City Project Manager.

Public information session (October 17, 2023)
The City of Ottawa held a Public Information Session at the Rockcliffe Park Community Centre (Main Hall) on October 17, 2023, to discuss the proposed infrastructure improvement project in your neighbourhood. Preliminary design drawings were on display and staff were present to provide information and receive comments.

What: The project involves watermain and sewer replacement, road reconstruction and the addition of traffic calming features.

Where: Oakhill Road, Corona Avenue, Carsdale Avenue and the laneway between Carsdale and Green Avenue.
Who: The engineering firm, Robinson Consultants, has been retained by the City of Ottawa to develop design drawings for this project.

Geotechnical investigation (April 2023)
The City of Ottawa will undertake a geotechnical investigation in your neighbourhood. This work is being done to determine existing underground soil conditions to support a design project that is underway. The design project involves road reconstruction and watermain and sewer replacement. The design also includes asphalt replacement on the laneway between Carsdale and Green Avenue. Residents will receive another notice for a public information session that is planned for the fall of 2023. Construction is planned for 2024.
The following provides additional information on the geotechnical investigation.
What: The geotechnical investigation work will involve the drilling of boreholes and obtaining soil and water samples. Boreholes will be drilled within the City’s right of way in the paved road surface.
Why: This geotechnical investigation work supports the design project.
When: This work will begin in late April or early May 2023 and should take approximately one to two weeks. Soil sample containers may remain on-site at some locations for an additional three weeks, pending lab results prior to being removed.
Where: Oakhill Road, Corona Avenue, Carsdale Avenue and the laneway between Carsdale and Green Avenue.
Who: The City of Ottawa has retained the engineering consultant, Robinson, and their geotechnical subconsultant, Thurber Engineering, to perform the geotechnical investigation.
Traffic
Traffic impacts are short term and temporary. Lane reductions are anticipated during this work. Flaggers or signage will be onsite to direct traffic, cyclists and pedestrians.
Impact on the right of way and adjacent private properties
The underground investigation work will require the creation of holes into the road surface, which will be reinstated following the investigation. Private properties will not be impacted by this work.
Noise
You may notice noise during the geotechnical investigation work. The geotechnical investigation work is planned to occur during regular weekday hours (7am to 5pm). The City of Ottawa Noise By-law (2017-255) allows construction activity to occur weekdays and Saturdays between 7 am and 10 pm. On Sundays, statutory and public holidays work is permitted between 9 am and 10 pm. We would like to thank you in advance for your patience and co-operation.
