Project description
The City has a condition assessment program which undertakes to monitor the most critical watermain pipes within the City. Results indicate that three pipe sections of the watermain on Woodroffe Avenue at Slack Road and one pipe section of the watermain on Donald Street require replacement. It has also been determined that three pipe sections of watermain on Woodroffe Avenue at Norice Street require replacement.
Woodroffe Avenue at Slack Road watermain repair:
Project limits include Woodroffe Avenue from Slack Road to 250 metres north of Grenfell Crescent.
Watermain repair work will involve excavation in the west shoulder and outer southbound lane of Woodroffe Avenue, replacement of sections of watermain, and reinstatement of the road and shoulder. In order to maintain two southbound lanes, a section of the concrete center-median will be removed to allow for a temporary southbound lane. The removal of the center-median includes a temporary streetlighting relocation. The removal of the center-median and temporary streetlighting relocation will be completed in advance of the watermain repair work. The center-median and streetlighting will be reinstated to existing condition following the completion of the watermain work.
Donald Street watermain repair:
Project limits include Donald Street from North River Road to 50 metres west of Marguerite Avenue.
Watermain repair work will involve excavation in the eastbound lane and south boulevard of Donald Street, replacement of a section of watermain, and reinstatement of the road and boulevard. Please note that it is anticipated that one tree within the right of way will need to be removed due to its proximity to the section of watermain being replaced. A replacement tree will be planted in spring 2024. We are working with City of Ottawa Forestry to ensure compliance with the Tree Protection By-law (2020-340).
Woodroffe Avenue at Norice Street watermain repair:
Project limits include Woodroffe Avenue from 150m north of David Drive to 50m south of Norice Street. Watermain repair work will involve excavation in the southbound lanes of Woodroffe Avenue, replacement of sections of watermain, and reinstatement of the road.

Donald Street at North River Road: construction completion notice (May 2024)
This notice is to provide you with an update on the Donald Street Watermain Repair project.
What: The watermain repair work completed in December 2023 involved excavation in the eastbound lane and south boulevard of Donald Street, replacement of a section of watermain, and reinstatement of the road and boulevard. The project is now in the ‘Completion’ phase, during which reinstatement of final paving, concrete curbs, and landscaping will be completed. Two replacement trees will be planted.
Why: The City has a condition assessment program which undertakes to monitor the most critical watermain pipes within the City. Results indicated that a section of the watermain on Donald Street required replacement. The reinstatement work is required following the repair of the watermain.
When: The contractor is recommencing construction in May 2024 to complete reinstatement of final paving, concrete curbs, and landscaping. The work is expected to be complete in spring 2024.
Where: Construction will be on Donald Street from North River Road to 50 metres west of Marguerite Avenue.
Who: The City of Ottawa retained the contractor, R.W. Tomlinson Limited, to complete the work.
Traffic management
To accommodate the proposed construction, various lane reductions and/or alternating traffic can be expected. Access to local businesses and private properties will be maintained throughout the construction period. Access for pedestrians and cyclists will be maintained. Pedestrian and cycling detours can be expected.
On-street parking and local access
As the various reinstatement activities are in progress, on-street parking will be restricted. Local access will be maintained to residents, business owners and emergency vehicles.

The contractor will take every precaution to minimize interruptions to the normal life of your family and/or operation of your business, but as you can appreciate, there may be some inconvenience during construction, such as traffic delays, noise, and dust. We would like to thank you in advance for your patience and co-operation. For construction activity hours of work, the City of Ottawa follows provincial requirements and the City’s Noise By-law (2017-255).
Woodroffe Avenue at Norice Street: Noise bylaw exemption
The City of Ottawa will be undertaking weekend work related to the repair of the Woodroffe Avenue large diameter watermain.
What: Weekend work will involve excavation in the southbound lanes of Woodroffe Avenue north of Norice Street, replacement of sections of watermain, and reinstatement of the road.
Why: Weekend work is required to minimize weekday traffic and transit disruptions.
When: Weekend work is expected at times between 7 am and 10 pm on March 9 and 10, 2024. A noise by-law exemption will be in place for the work between 7 and 9 am on Sunday March 10, 2024.
Where: Construction will be on Woodroffe Avenue from 150 metres north of David Drive to 50 metres south of Norice Street.
Who: The City of Ottawa has retained the contractor, R.W. Tomlinson Limited, to complete the work.

When: This work is scheduled to begin in March 2024 and completion of the majority of the work is anticipated by mid-April 2024. Night work may be necessary. The remaining works are expected to be completed in spring 2024.
