Project description
The City of Ottawa has initiated the preliminary design, detailed design and tender services for the renewal and replacement of the existing aging sewers and watermains and road infrastructure on Hilda Street and Manchester Avenue in the Hintonburg Community.
The combined sewers and watermains on Hilda Street and Manchester Avenue were built in the early 1900’s and will be replaced under this project.
Full road reconstruction including curbs and sidewalks will be implemented as well as water and sewer services to the property line within the project limits.
The project will also add traffic calming elements such as speed humps and intersection and road narrowings, where appropriate to improve safety for all road users.
Efforts to manage implications to front yard landscaping and existing mature trees will be a project priority.
Project timing
Design: August 2024 to June 2025
Construction start: spring 2026
Construction completion: early 2027
Project budget
Approved project funds to date are $628,000.
Public engagement
A public information session is expected to be held in late 2024 or early 2025 to present the design drawings to the public. At this time attendees will be able to review the design, ask questions and provide comment on the proposed works.

Geotechnical investigation notice (October 2024)
Beginning October/November, the City of Ottawa will undertake a geotechnical investigation in your neighbourhood. This work is being done to determine existing underground soil conditions to support the design of future sewer and watermain replacement.
What: The geotechnical investigation work will involve the drilling of boreholes and obtaining soil samples for testing.
Why: This geotechnical investigation work supports the design of sewer and watermain replacement.
When: The work will begin in October/November 2024 and should take approximately three weeks.
Where: The geotechnical investigation will occur at the following locations:
- Hilda Street (between Scott Street and O’Meara Street)
- Hilda Street (between O’Meara Street and Armstrong Street)
- Manchester Avenue (between Scott Street and dead end)
Who: Thurber Engineering Ltd. has been retained to undertake geotechnical investigation work for the project.
On-street parking
As the various road reconstruction activities are in progress on your street, on-street parking may be restricted. In the event that access to your driveway will be impacted, you will receive 24-hours’ notice and provided with a Temporary On-Street Parking Permit (orange form) to permit on-street parking within two blocks of your residence. Residents with electric vehicles will need to find alternative charging arrangements when access is restricted. The use of extension cords within the public right of way is not permitted. Should you have additional concerns about reduced access, such as business deliveries or accessibility requirements, please contact the project manager.
Construction disruptions
