Project description

The objective of the project is to replace the aging local sanitary sewers, watermains and portions of the local storm sewer in Breezehill Avenue North from Somerset Street West to Gladstone Avenue due to their poor condition. The project will also involve the reconstruction of the roadway including new asphalt, curbs, catch basins, sidewalks, and traffic calming elements.

Public engagement

A public information session was held in November 2023, to present the design drawings to the public. At this time attendees were able to review the design, ask questions and provide comment on the proposed works.

Additional field investigations notice (September 2024)

The City of Ottawa will undertake hydrovac excavation investigations in your neighbourhood. This work is being done to locate existing Enbridge gas mains and watermains as part of the design phase of the Integrated Renewal of Breezehill Avenue North project.

What: The investigation work will involve hydrovac excavation to locate Enbridge gas mains and watermains at select locations. The work will confirm the horizontal and vertical location of the gas mains and watermains to inform the ongoing design. The excavations will be reinstated. The investigations will be done by workers and equipment, as needed. Parking lanes will be temporarily closed during the work.

Why: This work supports the Integrated Renewal of Breezehill Avenue North preliminary and detailed designs. 

When: The field investigation work will commence in September 2024 and may take up to two days. The work will be conducted between the hours of 8 am and 5 pm, Monday to Friday. 

Where: At localized spots along Breezehill Avenue North from Somerset Street West to Gladstone Avenue. 

Who: Parsons Inc. and their sub-consultants, Badger Daylighting and J.D. Barnes Limited, will coordinate the work for the City of Ottawa.

On-street parking

Parking restrictions on Breezehill Avenue North will be needed to facilitate the work. Local access will be maintained to residents, business owners and emergency vehicles.

In the event that access to your driveway will be impacted, you will receive 24-hours’ notice and provided with a Temporary On-Street Parking Permit (orange form) to permit on-street parking within two blocks of your residence. Residents with electric vehicles will need to find alternative charging arrangements when access is restricted. The use of extension cords within the public right of way is not permitted.

Should you have additional concerns about reduced access, such as business deliveries or accessibility requirements, please contact the project manager.
 

Public information session and online engagement opportunity (November 28 to December 12, 2023)

The City of Ottawa held a Public Information Session on November 28, 2023, to discuss the proposed infrastructure improvement project in your neighbourhood. Preliminary design drawings were on display and staff were present to provide information and receive comments.

Project summary

Why: The objective of this project is to rehabilitate underground and roadway infrastructure that is nearing the end of its lifespan.

When: Construction is planned to start late spring 2025 (pending budget approval) and be completed by spring 2026.

Who: The work is being managed by City of Ottawa Infrastructure Services and the engineering consulting firm, Parsons Inc., has been retained to complete the design.

Field investigations notice (March 2023)

Beginning in April/May, the City of Ottawa will undertake a subsurface utility engineering (SUE) mapping, geotechnical, hydrogeological and environmental investigations in your neighbourhood. This work is being completed to determine the underground utility, soil and groundwater conditions to support the design of the road, watermain and sewer replacement on Breezehill Avenue North between Somerset Street West and Gladstone Avenue. The purpose of this project is to renew aging underground infrastructure and reconstruct the roads and sidewalks. An invitation to an initial public consultation will be delivered later in 2023. At that meeting, we will present the preliminary design to the community and obtain feedback. The construction of the project is tentatively scheduled for 2024, subject to funding availability.

What: The work will involve using electromagnetic techniques to determine the existence and approximate horizontal position of subsurface utilities, the drilling of boreholes and obtaining soil and water samples for testing. The investigations will be done by workers and equipment, as needed. 

Why: This work is needed to support the design of the road, watermain and sewer reconstruction.

When:  The field investigation work will commence in April/May 2023 and could take up to five (5) weeks. The work will be conducted between the hours of 8 am and 5 pm, Monday to Friday. 

Where: Breezehill Avenue North from Somerset Street West to Gladstone Avenue 

Who: Parsons Inc. and their sub-consultants, T2 Utility Engineers Inc., and Thurber Engineering Ltd., will coordinate the work for the City of Ottawa.

Parking

Parking restrictions on Breezehill Avenue North will be needed to facilitate the work. The Contractor is obligated to provide 24hr notification of temporary loss of access/egress. If access to your driveway is restricted due to investigation activities, a Temporary On-Street Parking Permit (orange form) will be distributed to permit on-street parking on adjacent streets within two blocks of your residence.
