Project overview

Project description

The objective of the project is the renewal of the watermains and sewers on Bullock Avenue, Toronto Street, Rideau Garden Drive and Elliot Avenue. The aging watermains and sewers within the project limits are in poor condition and require replacement to improve system performance and configuration. Watermain and sewer property services will be replaced to the property line. The underground watermain and sewer work offers the opportunity to reconstruct the roads, curbs and sidewalks throughout the project limits to improve accessibility, road safety and intersection configurations.

Project timing

Design: January 2025 to February 2026 
Construction start: spring 2026
Construction completion: summer 2027

Project budget

Approved project funds to date are $1.8 million. 

Public engagement

The public engagement timeline for this project will extend from September 2025 to January 2026 and will consist of two public information sessions. Residents will be able to review the design, ask questions and provide comment on the proposed works.

  • Public information session #1 will present the preliminary design drawings to the public and is expected to be held in fall 2025 (exact date to be confirmed).
  • Public information session #2 will present the final design drawings to the public and is expected to be held in early 2026 (exact date to be confirmed).

Updates for the public on the design phase and subsequent construction phase will be provided through this project website.

Safety

The City of Ottawa is committed to safety in and around project sites. The project team continues to work closely with the industry and to comply with recommendations provided by municipal, provincial and federal health officials, as well as the Ministry of Labour, Immigration, Training and Skills Development.

Geotechnical investigation (January 2025)

Beginning in February, the City of Ottawa will undertake a geotechnical investigation in your neighbourhood. This work is being done to determine existing underground soil conditions to support the design of future sewer and watermain replacement.

What: The geotechnical investigation work will involve the drilling of boreholes and obtaining soil samples for testing. 

Why: This geotechnical investigation work supports the design of sewer and watermain replacement.

When: The work will begin in February 2025 and should take approximately one week.

Where: The geotechnical investigation will occur on:

  • Bullock Avenue (between Elliot Avenue and Rideau Garden Drive)
  • Toronto Street (between Main Street and Bullock Avenue)
  • Rideau Garden Drive (between Centennial Boulevard and Bullock Avenue)
  • Elliot Avenue (between Bullock Avenue and Onslow Crescent)

Who: The City of Ottawa has retained Egis Canda Ltd. to undertake the geotechnical investigation work for the project.

On-street parking

While the geotechnical investigation is in progress on your street, on-street parking may be restricted. In the event that access to your driveway will be impacted, you will receive 24-hours’ notice and provided with a Temporary On-Street Parking Permit (orange form) to permit on-street parking within two blocks of your residence. Residents with electric vehicles will need to find alternative charging arrangements when access is restricted. The use of extension cords within the public right of way is not permitted. Should you have additional concerns about reduced access, such as business deliveries or accessibility requirements, please contact the project manager. 

Construction disruptions

Egis Canada Ltd. will take every precaution to minimize interruptions to the everyday life of your family and/or operation of your business, but, as you can appreciate, there may be some inconvenience during the course of the work, such as parking restrictions, noise, and odour.
