Project description
The City of Ottawa plans to replace the following infrastructure:
- Watermains, sanitary sewers and portions of the storm sewers on Winona Avenue
- Watermains and sanitary sewers on Wilmont Avenue and Elmgrove Avenue
- Watermain on Picton Avenue
Winona Avenue, Wilmont Avenue and Elmgrove Avenue will be fully reconstructed with new asphalt, catch basins, concrete curbs and sidewalks. Picton Avenue will undergo trench reinstatement.
The project will also incorporate several new traffic calming features such as mid-block narrowings, speed humps and raised crosswalks and intersections at strategic locations.

Project budget
The total project budget is $9.6 million.
Public engagement
A public engagement opportunity was held in late spring 2022 and fall 2023, to present the preliminary design drawings to the public. At that time the public was able to review the design, ask questions and provide feedback on the proposed works.

Construction (December 2024)
This notice is to provide you with an update on the road, sewer and watermain replacement project in your neighbourhood. Work began this summer on Wilmont Street and will begin along the other streets in spring 2025, weather-permitting. You should receive a letter from Englobe, the pre-construction inspection firm working on behalf of the general contractor, R.W. Tomlinson, to complete interior and exterior pre-construction inspection of your property. We would like to confirm that the pre-construction inspection is a requirement of the contract and suggest property owners review the information in this notice, as well as the letter from Englobe. Please contact the City Project Manager should you have any questions regarding the pre-construction inspection.
What: The City of Ottawa is undertaking the rehabilitation of Winona Avenue, Wilmont Avenue, Elmgrove Avenue, and Picton Avenue.
Why: The City is renewing the underground infrastructure to improve performance of our sewers and to improve the reliability of the water distribution system. The inclusion of integrated requirements for accessibility and pedestrian movements aligns with the direction provided by the City’s Accessibility Design Standards and the City’s Official Plan.
When: The contractor is planning on resuming construction in early spring 2025, weather permitting, with all work completed by summer 2026.

- Wilmont Avenue, from Winston Avenue to Churchill Avenue North
- Elmgrove Avenue, from dead end to Winona Avenue
- Picton Avenue, from dead end to Winona Avenue

Who: The City of Ottawa has retained the contractor, R.W. Tomlinson Limited, to complete the work.
Safety
During construction, it is our priority to ensure the safety of the public. We need your co-operation to make it safer for everyone, please stay clear of all construction equipment and open excavations. If applicable, please tell your children about the dangers of playing near a construction area.
Traffic management
During construction, intermittent lane reductions and closures will be required. Access to private properties will be maintained throughout the construction period. Pedestrian detours will be signed at times when it is necessary to close sidewalks. A notice to the public will be provided prior to road closures taking place. Seasonal shutdowns will occur over the winter each year with the road being reinstated prior to shutdown.
On-street parking and local access
As the various road reconstruction activities are in progress, on-street parking will be restricted. Local access will be maintained to residents, business owners and emergency vehicles. Periodically, vehicular access to your property may be unavailable; the contractor is required to provide 24-hour notification of temporary loss of access/egress to your property. A temporary On-Street Parking Permit will be made available to allow on-street parking within two blocks of your residence when these disruptions occur. Residents with electric vehicles will need to find alternative charging arrangements when access is restricted. The use of extension cords within the public right of way is not permitted. Should you have additional concerns about reduced access, such as business deliveries or accessibility requirements, please contact the project manager.
Impact on the right of way and adjacent private properties
The reconstruction is within the City’s right of way but may result in some disruption to part of the private property directly adjacent to the work. The City will reinstate sections of landscaping, driveways and walkways that are disturbed by construction. However, if you have plants or any other assets located within the City’s right of way that you want to preserve, we suggest that you move them in preparation for the construction work.
Pre-construction inspection
The contractor is required to carry out a pre-construction inspection of homes in the work area if the homeowner is in agreement. A representative from the contractor or designate will be contacting you to schedule these inspections.
As part of this contract, the contractor is assuming full responsibility for the construction work until it is entirely complete as well as any damages to private property resulting from these construction activities. In the event of such occurrences, all claims for damages should be immediately reported both verbally and in writing to the contractor and to the City’s on-site representative. This will ensure prompt notification of appropriate authorities to complete the claim investigations. If you own a subsurface lawn irrigation system, please notify the City Project Manager.
Temporary water services
During the replacement of the watermain, water will be supplied to buildings by temporary water lines. While your property will be on this temporary service, your water usage will be estimated as the temporary service is not metered. Your water bill will be based on the past average water usage for your address. If you have any questions, please contact Revenue at 613-580-2444 or WS-Billing@ottawa.ca.
Municipal fire suppression will continue during the construction period. Please note that private fire suppression systems will likely be impacted due to the temporary lines. If you have a private fire suppression system, you should make arrangements with a qualified fire protection services company to assess the extent of the impact. The building owner is obligated under the Ontario Fire Code (O. Reg 213/07) sections 6.4.1.4. (1)(a) and 6.5.2.1. to notify the fire department and Chief Fire Official of these impairments. Construction disruptions
The contractor will take every precaution to minimize interruptions to the everyday life of your family and/or operation of your business, but, as you can appreciate, there may be some inconvenience during the course of the work, such as traffic delays, noise and dust. We would like to thank you for your patience and co-operation. For construction activity hours of work, the City of Ottawa follows provincial requirements and the City’s Noise By-law (2017-255).
2024 Construction works: Wilmont and Winston avenues (October 2024)
This notice is to provide a construction update to the residents of Wilmont Avenue and Winston Avenue. By the end of November 2024, we expect that the contractor will have completed the installation of all underground sewer and watermain infrastructure, concrete curb and sidewalk reinstatement, base coarse asphalt roadway paving, and the completion of hard landscaping elements (interlocking paving stones, patio stones, and driveway reinstatement).
After the winter shutdown period, the contractor will return to site in spring 2025, weather-permitting, to complete the soft landscaping reinstatement (topsoil, sod, garden reinstatement, vegetation and tree plantings) and final lift of asphalt roadway paving including speed humps.
Thank you for your on-going patience and understanding as we complete our critical infrastructure renewals.
Construction (May 2024)
This notice is to advise that construction in your neighbourhood will be starting in spring 2024. Work will begin on Wilmont Avenue and include the replacement of underground sewers and watermains as well as full road reconstruction.

Public information session (November 15 to 30, 2023)
The City of Ottawa held a public information session at the Churchill Seniors Centre on November 15, 2023, to discuss a reconstruction project planned in your neighbourhood. What: The City of Ottawa is undertaking the design for the renewal of the infrastructure on Winona Avenue, Wilmont Avenue, Elmgrove Avenue and Picton Avenue. The proposed work consists of the renewal of the sewers, watermains, roadways and sidewalks.
Why: The existing watermain, sanitary sewer and road infrastructure has reached the end of its useful life and requires replacement to continue to provide the required level of service to your neighbourhood.

Why: The sanitary sewers on Winona Avenue and Wilmont Avenue were built circa the 1930’s and are reaching the end of their life and require reconstruction. The watermains on Winona Avenue, Wilmont Avenue and Picton Avenue were built in 1931 and will be replaced when the sewer is replaced. The existing sanitary sewer on Elmgrove Avenue has a negative slope and requires replacement. The storm sewer on Winona Avenue between Elmgrove Avenue and Scott Street is being replaced due to conflicts with the proposed sanitary sewer on Elmgrove Avenue and the existing storm sewer on Winona Avenue.
