Manotick Phase 1 and North Island Watermain Links

Project description

The proposed work includes the installation of new watermains. As part of the project, tree removal will be required; the project team is working with Forestry Services and new trees will be planted as part of the landscaping plans. The purpose of the project is to provide increased capacity and reliability of drinking water supply across the Rideau River to Manotick, resulting in additional benefits to the drinking water supply to the Barrhaven South and Riverside South communities.

Affected areas within the project limits, all or portions thereof, include:

• River Road: Solarium Avenue to Walter Upton-Collins Park
• Through Walter Upton-Collin Park to David Bartlett Park, crossing under the Rideau River
• Through David Bartlett Park to McLean Crescent
• McLean Crescent: Driscoll Drive to Barnsdale Road
• Barnsdale Road: McLean Crescent to Rideau Valley Drive, crossing under the Rideau River

Starting early April, the City of Ottawa will continue with construction on the new watermains, and associated road and park rehabilitation work as part of the Manotick (Phase 1) and North Island Watermain Link project, specifically at Rideau Valley Drive and Barnsdale Road.

What: The proposed work includes the installation of new watermains.

Why: The purpose of the work is to install new watermains to the village of Manotick, providing increased capacity and reliability of service to the area.

When: This work is planned to start the week of April 4, 2022, and is to be substantially finished within a month. The schedule will be modified as needed, for example if weather affects the schedule, or if conditions change.

Where: The work is to take place at Rideau Valley Drive and Barnsdale Road.

Who: The City of Ottawa has retained the Contractor, R.W. Tomlinson Limited, to complete the work.

Water Supply

As a result of the work noted above, you will experience a notable drop in pressure in your municipal water supply. Please rest assured, this is required to facilitate the work and is expected. Once the work is complete, water pressures will return to normal.

Starting mid-March, the City of Ottawa will continue with construction on the new watermains, and associated road and park rehabilitation work as part of the Manotick (Phase 1) and North Island Watermain Link project, specifically in McLean Park.

What: The proposed work includes the installation of new watermains.

Why: The purpose of the work is to install new watermains to the village of Manotick, providing increased capacity and reliability of service to the area.

When: This work is planned to start the week of Mach 14, 2022 and is to be substantially finished within a month. The schedule will be modified as needed, for example if weather affects the schedule, or if conditions change.

Where: Affected areas within the project limits, all or portions thereof, include McLean Park.

Who: The City of Ottawa has retained the Contractor, R.W. Tomlinson Limited, to complete the work.

Traffic Impacts

No impacts to traffic are anticipated for this work.

Parks

To facilitate installation of the watermain, a section of McLean Park will be sectioned off. Limited impact to the use of the Park is anticipated.

Water Supply

During the course of this work, residents connected to the municipal supply may experience small variations in their water pressure.

Safety

During construction, it is our priority to ensure the safety of the public. Please stay clear of all construction equipment and open excavations. If applicable, please tell your children about the dangers of playing near a construction area.

Property Damage

As part of the contract, the contractor assumes full responsibility for the construction work until completion as well as for any damages to private property resulting from these construction activities. In the event of such occurrences, all claims for damages should be immediately reported both verbally and in writing to the contractor and to the City’s on-site Inspector. This will ensure prompt notification of appropriate authorities to complete the claim investigations.

Tomlinson will take every precaution to minimize interruptions to the normal life of your family and/or operation of your business, but as you can appreciate, there may be some inconvenience during the course of the operation of the work, such as delays when travelling through the construction zone, noise and dust. Road weekend closure (August 2021)

The City of Ottawa has commenced construction on the new watermains, and associated road and park rehabilitation work as part of the Manotick (Phase 1) and North Island Watermain Link project.

To facilitate the installation of the new watermains, the City of Ottawa has approved the weekend closure of Rideau Road.

What: A full road closure of Rideau Road.

Why: The road closure is required for the safety of the residents and workers, as there is limited area to accommodate the open cut excavation and the necessary labour, materials and equipment.

When: September 11 and 12, 2021.

The scheduled closures may be modified as needed, for example if weather affects the schedule, or if conditions change.

Where: Rideau Road, between River Road and Spratt Road.

Who: The City of Ottawa has retained the Contractor, R.W. Tomlinson Limited, to complete the work.

Traffic Impacts

During the full road closure, local access will be maintained. Local access is defined as those living within the limits of the road closure. All other motorists are required to follow the signed detours. The closure applies to vehicles, cyclists and pedestrians.

To facilitate the installation of the new watermains, the City of Ottawa has approved the closure of Barnsdale Road and McLean Crescent.

What: A full road closure of McLean Crescent then Barnsdale Road.

When: McLean Crescent – Monday, May 31 to Monday, July 19, 2021

Barnsdale Road – Tuesday, July 20 to Monday, September 6, 2021

Where: McLean Crescent, between Cecil Rowat Lane and Bravar Drive.

Barnsdale Road, between Lockview Road and Rideau Valley Drive.

Traffic Impacts

During the full road closure, local access will be maintained. Local access is defined as those living within the limits of the road closure. All other motorists are required to follow the signed detours to enter and exit the island, via Main Street. Access for pedestrians and cyclists is expected to be maintained however; where cycling and pedestrian access cannot be maintained, cyclists and pedestrians will be detoured to Lockview Road and Beryl Gaffney Park, providing connectivity to Rideau Valley Drive.

To facilitate installation of the watermains under the Rideau River, both Walter Upton-Collins Park and David Bartlett Park will be closed to residents while construction is underway. Work is expected to commence October 2020. The length of the Park closures is dependant on the Contractor’s schedule and their staging plans; however, it is anticipated that the Parks will be able to open in 2021. Residents are requested to use Beryl Gaffney Park in the meantime, which is an off-leash dog park. Signage will be placed at the entrance of both parks.

Night work notice (November 2020)

The City of Ottawa has commenced construction on the new watermains, and associated road and park rehabilitation work as part of the Manotick (Phase 1) and North Island Watermain Link project. In order to facilitate the trenchless crossing of the Rideau River, east and west branches, the City of Ottawa has approved night work.

What: Construction noise associated with the use of drilling equipment, such as drill rigs, pumps, generators, etc.

Why: The trenchless crossing requires specialize equipment, which may require operation during the night to avoid freezing. Depending on the progress and subsurface conditions found, continuous drilling may be also be required.

When: Drilling operations are set to start this week and are scheduled to be completed by the end of December. The schedule will be modified as needed, for example if weather affects the schedule, or if conditions change.

Where: Areas in and near Walter Upton-Collins Park and David Bartlett Park.

Traffic Impacts

Barnsdale Road, specifically the Barnsdale bride, is to be closed to through traffic between Rideau Valley Drive and McLean Crescent from October 1, 2020 until the end of the year. Access to private properties on Barnsdale Road will be maintained throughout the construction period. Notice will be provided prior construction in front of your residence.

Cycling and pedestrian access is expected to be maintained throughout construction. For instances where cycling and pedestrian access cannot be maintained on Barnsdale Road, cyclists and pedestrians will be detoured to Lockview Road and Beryl Gaffney Park, providing connectivity to Rideau Valley Drive.

OC Transpo Route 176 travels through the project; however, no impacts to the route and schedule are anticipated except for minor relocation of bus stops. Please visit https://www.octranspo.com for more information.

Pre-Construction Survey

R.W. Tomlinson is assuming full responsibility for the construction work until the construction project is entirely completed. R.W. Tomlinson is also required by the City to carry liability insurance before any work may proceed. You may be asked by the contractor’s consultant, DST Consulting Engineers, for permission to survey your property before the work commences, as Contractors typically conduct pre-construction inspections to document existing conditions for their own purposes. It is to your benefit to allow the inspection to be conducted on your property, as it may assist with establishing the impact, if any, that construction has had at your property after work is complete. In addition, you may wish to complete your own survey of pre-construction conditions on your property. Your survey should include photographs.
