Project overview

Project description

The overall objective of this project is to renew the aging combined sewer on McLeod Street, between Metcalfe Street and Elgin Street. The work will include the replacement of the combined sewer service laterals to the property line. The project will also involve some minor improvements to the water distribution system on McLeod Street. This section of the street contains two watermains: The 203mm watermain on the north side of the street will be abandoned and the water service laterals will be replaced and re-connected to the existing 406mm watermain on the south side of the Street.

The City does not expect any significant interruptions to sewer and water services during construction.

Once all the underground pipes have been replaced and the trenches have been reinstated, a new road surface will be laid and sections of sidewalk that have been impacted by the construction work will be renewed.

There is no plan to add any new street infrastructure, or to alter the road layout in any way. However, all new road, curb and sidewalk components will be brought up to current City of Ottawa standards.

Project timing

Geotechnical investigation: January 2022
Design completion: spring 2022
Construction completion: The project is substantially completed. The remaining asphalt and landscaping works will be completed in spring 2024.

Project budget

Approved project funds to date are $1,200,000.

Public engagement

An online engagement opportunity was held in summer 2022 to present new documents and illustrations to the public. The public was able to review the designs and provide written comments on the proposed works.

Night work / road closure / traffic sequence (October 2023)

This notice is to inform you of a sequence of temporary road closures which will impact McLeod Street from Metcalfe Street North to Metcalfe Street South. These temporary road closures are required to facilitate watermain construction work as part of the McLeod combined sewer renewal project. 

What: McLeod Street will close between Elgin Street and Metcalfe Street North from 7 pm to 6 am the next morning.

This work will require a change in traffic sequence to bidirectional traffic on McLeod Street from Metcalfe Street North to O’Connor Street and on Metcalfe Street North from McLeod Street to Gladstone Avenue. See the below plan for more details.

Why: This work is required for sewer and watermain replacement where minimum lane widths cannot be maintained, requiring the full closures of the roads.

When: We anticipate that about 6 nights will need to be worked in the period from mid-October to late November 2023. Exact dates to be confirmed based on the progress of the work and weather conditions. This notice is shared with residents 48 hours prior to work occurring. 

Where:

  • McLeod Street - Metcalfe Street South extension to Metcalfe Street North extension.
  • McLeod Street - Metcalfe Street North extension to O’Connor Street
  • Metcalfe Street North extension – McLeod Street to Gladstone Avenue

Who: The City of Ottawa has retained the contractor, InDepth Contracting, to complete the work.

On-street parking

As the various road reconstruction activities are in progress on your street, on-street parking may be restricted. In the event that access to your driveway will be impacted, you will receive 24-hours’ notice and provided with a Temporary On-Street Parking Permit (orange form) to permit on-street parking within two blocks of your residence. Residents with electric vehicles will need to find alternative charging arrangements when access is restricted. The use of extension cords within the public right of way is not permitted.

Night work notice (October 2023)

The City of Ottawa will be undertaking work related to the McLeod Street Renewal project in your neighbourhood starting in October until November 2023 and the construction will involve night work on McLeod from Metcalfe Street South to Metcalfe Street North.

What: Night work will involve combined sewer replacement along with watermain service connections, weather permitting, and will be carried out at night to provide a safer operation to motorists and other road users.

When: We anticipate that about 6 nights will need to be worked in the period from mid-October to late November 2023. Exact dates to be confirmed based on the progress of the work and weather conditions.

Construction disruptions

The contractor will take every precaution to minimize interruptions to the normal life of your family and/or operation of your business, but as you can appreciate, there may be some inconvenience during construction. We would like to thank you in advance for your patience and co-operation.

For construction activity hours of work, the City of Ottawa follows provincial requirements and the City’s Noise By-law (2017-255). A noise by-law exemption will be in place for this work.

Construction notice (March 2023)

In late March, the City of Ottawa will begin the rehabilitation of the combined sewer infrastructure along McLeod Street.

What: During the 2023 spring-summer construction season, the focus will be on the replacement of the underground infrastructure and road reinstatement of McLeod Street between Elgin Street and Metcalfe Street (north leg). Additional project details can be found in the 2022 Online Engagement presentation

Why: The overall purpose of the project is to replace the existing combined sewer, complete the transfer of water services connections to the 406mm watermain (191 to 231 McLeod Street), a full road reconstruction and rehabilitation of the north side sidewalk.

When: This work is tentatively planned to begin in late March 2023 and be completed by November 2023. The Contractor will begin with the water service connections transfer, continue onto the rehabilitation of the combined sewer, followed by the reinstatement of road base and north side sidewalk rehabilitation, with the remaining reinstatements to be completed in fall 2023.

Where: The limits of construction associated with this project is McLeod Street, between Elgin Street and Metcalfe Street (north leg).

McLeod Street

McLeod street between Elgin Street and Metcalfe Street (north) will be reduced to a single lane west bound for the remainder of 2023 construction season. Sidewalk on the north side will be closed and localized detours will be in place.

Metcalfe Street (south leg)

Will be reduced to a single northbound lane between Argyle Avenue and McLeod Street for most of the 2023 construction season.

Metcalfe Street (north leg)

Both north lanes on Metcalfe Street (north leg) will be open during the 2023 construction. Delays may occur to allow for equipment and materials to be mobilized. 

On-street parking and local access

As the various road reconstruction activities are in progress, on-street parking will be restricted. Local access will be maintained to residents, business owners and emergency vehicles. Periodically, vehicular access to your property may be unavailable; the Contractor is required to provide 24-hour notification of temporary loss of vehicular access/egress to your property. A temporary On-Street Parking Permit will be made available to allow on-street parking within two blocks of your residence when these disruptions occur.

Impact on the right of way and adjacent private properties

The reconstruction is within the City’s right of way but may result in some disruption to part of the private property directly adjacent to the work. The City will reinstate sections of landscaping, driveways and walkways that are disturbed by construction. However, if you have plants or any other assets located within the City’s right of way that you want to preserve, we suggest that you may want to move them in preparation for the construction work.

Pre-construction inspection

The Contractor is required to engage a third party to carry out pre-construction inspections and installation of vibration monitoring equipment of buildings in the work area (243, 231, 223, 215, 201, and 191 McLeod Street). A representative from Blastek Engineering Group will be contacting affected property owners to schedule these inspections. As part of this contract, the contractor is assuming full responsibility for the construction work until it is entirely complete as well as any damages to private property resulting from these construction activities. In the event of such occurrences, all claims for damages should be immediately reported both verbally and in writing to the contractor and to the City’s on-site representative. This will ensure prompt notification of appropriate authorities to complete the claim investigations. 

Temporary water services

During the advancement of water service transfers, a temporary water interruption (4 to 8 hours) is expected to allow for disconnection and reconnection. A notice of water interruption will be sent to affected residents 24 to 48 hours in advance. Municipal fire suppression will continue during the construction period. Please note that private fire suppression systems may be impacted. Temporary water is provided for domestic consumption purposes only. If you have a private fire suppression system, it is recommended that you make arrangements with a fire protection services company in order to determine the extent of any impact. For information on minimizing your fire risk contact the City’s Fire Services at 613-580-2424 ext. 15371. We apologize in advance for any disruptions in water service during construction. Any problems with the temporary water services can be directed to the City’s on-site representative or call the City of Ottawa at 3-1-1 in the evenings or weekends.
