Project overview

Project description

As part of this project, the City of Ottawa will renew the following infrastructure:

  • Replace watermains, replace sanitary sewers, reconstruct the roads and add traffic calming features on Melbourne Avenue (Greenwood Avenue to Ravenhill Avenue), Ravenhill Avenue (Melbourne Avenue to Churchill Avenue), Kenwood Avenue (Melbourne Avenue to Golden Avenue) and Greenwood Avenue (Melbourne Avenue to Edison Avenue).
  • Replace storm sewers on Melbourne Avenue (Greenwood Avenue to Ravenhill Avenue) and Ravenhill Avenue (Melbourne Avenue to Edison Avenue).
  • Replace the existing sidewalks on both sides of Ravenhill Avenue (Churchill Avenue to Edison Avenue) and on the north side of Ravenhill Avenue (Edison Avenue to Melbourne Avenue). Add a new sidewalk on the west side of Melbourne Avenue (Greenwood Avenue to Ravenhill Avenue), on the north side of Kenwood Avenue (Melbourne Avenue to Golden Avenue), and on the south side of Greenwood Avenue (Melbourne Avenue to Churchill Avenue).

Project timing

Design: summer 2024 to fall 2025
Construction start: expected to start in spring 2026, pending approvals including budget and overall construction coordination
Construction completion: fall 2027

Project budget

Approved project funds to date are $2,220,000.

Public engagement

A public information session will be held in spring 2025.

Public information session - open house: Integrated renewal of Melbourne, Ravenhill, Kenwood and Greenwood avenues (April 8, 2025)

The City of Ottawa invites you to attend an upcoming public information session to discuss a reconstruction project planned in your neighbourhood. Through this session, the City of Ottawa will be presenting the latest design drawings, proposed schedule, and construction information related to the Melbourne, Ravenhill, Kenwood and Greenwood Avenues Integrated Renewal project. The information will be on display for your review and staff will be present to answer any questions and receive comments. There will not be a formal presentation at this open house. Please attend at your leisure.

In addition to the above meeting, residents can also participate through viewing and commenting on the online documents to be posted at here after the event.

Your input is an important part of the consultation process. Your feedback can be submitted via the online form(link is external), by email or by phone to the contact below by April 22, 2025.

Project summary

What: The renewal of the sewers, watermains, roadways and sidewalks. 

Why: The existing watermain, sewers and road infrastructure has reached the end of its useful life and requires replacement to continue to provide the required level of service to your neighbourhood.

When: The preliminary design for the project is complete. Detail design will proceed shortly with project tendering expected in early spring 2026. Construction is anticipated to commence in late spring 2026.

Who: The City of Ottawa has retained the engineering firm, Robinson Consultants, to develop the design drawings for this project.

Geotechnical investigation (September 2024)

The City of Ottawa will undertake a geotechnical investigation in your neighbourhood. This work is being done to determine existing underground soil conditions to support a design project that is underway. The design project involves watermain and sewer replacement, road reconstruction, the addition of a sidewalk on one side of each street and the addition of road traffic calming features. Existing sidewalks will be replaced on both sides of Ravenhill Avenue East. Residents will receive another notice for a public information session that is planned for the spring of 2025. Construction is planned for 2026 and 2027. 

The following provides additional information on the geotechnical investigation.

What: The geotechnical investigation work will involve the drilling of boreholes and obtaining soil and water samples. Boreholes will be drilled within the City’s right of way in the paved road surface. 

Why: This geotechnical investigation work supports the design project. 

When: This work will take place in September and October 2024. Soil sample containers may remain on-site at some locations for an additional three weeks, pending lab results prior to being removed.

Where: This project involves work on the following streets:

  • Melbourne Avenue (from Ravenhill Avenue to Greenwood Avenue)
  • Ravenhill Avenue East (from Churchill Avenue to Melbourne Avenue)
  • Kenwood Avenue (from Melbourne Avenue to Golden Avenue) 
  • Greenwood Avenue (from Melbourne Avenue to Edison Avenue, with a possible addition of a sidewalk on one side of Greenwood Avenue from Edison Avenue to Churchill Avenue)

Who: The City of Ottawa has retained the engineering consultant, Robinson, and their geotechnical subconsultant, Gemtec, to perform the geotechnical investigation. 

Traffic

Traffic impacts are short term and temporary. Lane reductions are anticipated during this work. Flaggers or signage will be onsite to direct traffic, cyclists and pedestrians. 

Impact on the right of way and adjacent private properties

The underground investigation work will require the creation of holes into the road surface, which will be reinstated following the investigation. Private properties will not be impacted by this work.

Noise

You may notice noise during the geotechnical investigation work. The geotechnical investigation work is planned to occur during regular weekday hours (7 am to 5 pm). The City of Ottawa Noise By-law (2017-255) allows construction activity to occur weekdays and Saturdays between 7 am and 10 pm. On Sundays, statutory and public holidays work is permitted between 9 am and 10 pm. We would like to thank you in advance for your patience and co-operation.
