Project description
The City of Ottawa is undertaking a design to replace the two existing shallow drinking water production wells at the Shadow Ridge communal well system. Two to three new deep drinking water production wells will be drilled approximately 150 metres deep into the Nepean Aquifer.

Public engagement
An online public engagement opportunity was held in the spring of 2022, to present the design drawings to the public. At that time the public was able to review the design, ask questions and provide comments on the proposed works.

Night work (May 13 to 17, 2023)
Drilling of the two new drinking water wells has been successfully completed. This notice is to advise that the next phase of work, which includes pump testing of the new wells over a continuous four-day period, will take place between Saturday, May 13 and Wednesday, May 17, 2023.
What: A diesel generator (in a sound attenuating enclosure) will run continuously for four days and four nights in order to complete the pump testing of the new wells. The generator is required to power the pumps. One staff member will be onsite overnight to monitor the generator and pumps. No other work will occur at the site overnight. The generator is expected to produce a low, steady hum that will be a negligible noise at the nearest houses.
Why: The pump test will provide data on the flow capacity of the two new wells and determine if a third well is required or not.
When: The generator will run from approximately 9 am Saturday, May 13 to 9 am Wednesday, May 17, 2023.
Where: The generator will be located in a sound attenuating enclosure next to the new wells at 6505B Waterdown Street.
Who: The City of Ottawa has retained the contractor, Aardvark Drilling Inc., and their subcontractor, Lotowater, to complete the work.

Private well monitoring program (December 2022)
What: The City of Ottawa is requesting access to the private drinking water well on your property. A licensed well contractor would install a level instrument in your private well to record water levels over several months (estimated at 6 months). The monitoring will not impact the supply and quality of your water.
Why: The City of Ottawa is drilling new deep wells off Waterdown Street for the Shadow Ridge communal drinking water system, to replace the existing shallow groundwater wells. After the new deep wells are drilled, they will be tested using pumps. The depth of the groundwater in the surrounding area will be measured to evaluate the performance of the new wells. It is beneficial for the City to monitor many different wells in the area, including the private drinking water well on your property.
When: Periodic access to the well on your property would be required from late fall 2022 to spring 2023. The well contractor would access your well to install the level instrument, then return every 2 months to download the data. The level instrument would be removed at the end of the program.
Where: Various properties with private wells near the Shadow Ridge subdivision.
Who: The City of Ottawa has retained the engineering firm, Stantec, to complete the monitoring.

Construction notice (June 2022)
Beginning in July, the City of Ottawa will start construction for the drilling of drinking water production wells in your neighbourhood.
What: The City of Ottawa will be drilling new deep wells for the Shadow Ridge communal drinking water system, to replace the existing shallow groundwater wells. After the deep wells are drilled and tested, the design to connect the new, deeper wells to the existing pumping station will be completed.
Why: The new deep wells will provide a secure high quality drinking water supply for the future.
When: Construction is expected to begin early July and be completed by spring 2023.
Where: The existing Shadow Ridge communal well system is located at 6505B Waterdown Street in Greely. The City will construct the new deep wells on a recently acquired property adjacent to the north side of the existing pumping station.
Who: The City of Ottawa has retained the contractor, Aardvark Drilling Inc., to complete the work.
Traffic management
Vehicle, pedestrian and cyclist traffic will not be impacted.
Construction disruptions
The Contractor will take every precaution to minimize interruptions to the everyday life of your family and/or operation of your business, but, as you can appreciate, there may be some inconvenience during the course of the work, such as traffic delays, noise and dust. You may also feel vibrations due to heavy equipment operations. Vibrations from construction activities are quite common and rarely cause any problems. We would like to thank you for your patience and co-operation. For construction activity hours of work, the City of Ottawa follows provincial requirements and the City’s Noise By-law (2017-255).

Overview
The City of Ottawa has initiated the Shadow Ridge Deep Wells Municipal Class Environmental Assessment (EA) study. The existing Shadow Ridge Communal Water Well System in the Village of Greely, located at 6505B Waterdown St. (Figure 1), is operated by the City of Ottawa. The existing shallow ground water supply wells serving the Shadow Ridge community were built in 1998. Previous studies have determined that Shadow Ridge requires a new water source, therefore, the purpose of this study is to recommend solutions to improve water quality and supply at Shadow Ridge.

Public consultation and study timeline
The consultation process involves many stakeholders, including Indigenous Nations, regulatory agencies, landowners, and the general public. An on-line public consultation event is scheduled at a future date to seek additional input on the study.
Study process and timeline
The study will be undertaken in accordance with the requirements of a Schedule B project as outlined in the Municipal Class EA document, as amended in 2007, 2011 and 2015. The study will evaluate the need for additional water supply, review existing conditions, develop and evaluate a range of alternative solutions, and identify a Preferred Solution that is cost effective, technically feasible and minimizes impact on the environment. This information will be presented to the public through a Public Information Session proposed for Winter 2022/2023.
As part of the study process, a Project File will be prepared to document the planning process, present the Preferred Solution and identify future commitments and approvals required to implement the project. The Project File will be available for review for a period of 30 calendar days. The study is expected to be completed in the Spring of 2023.

- Well drilling design completion: 2022

- Pump station upgrade construction and commissioning of the deep wells is expected in 2023-2024 (drinking water from the deep wells will be provided to residents at this time)
Notices will be sent to residents prior to each phase of construction.
