Project description

The City of Ottawa plans to install a new local watermain on the north side of St. Joseph Boulevard from 150 meters east of Youville Drive to Marenger Street. All existing building water services in this local area will be permanently transferred from the trunk watermain that is located on the south side of the roadway to this new local watermain. Roadway reconstruction will be limited to reinstating the asphalt pavement in the areas that are disturbed by the trench excavations.

Construction commencement (July 2023)

This notice is to advise that construction in your neighbourhood will be starting this summer in 2023.

What: The City of Ottawa plans to install a new local watermain on the north side of St. Joseph Boulevard from 150 meters east of Youville Drive to Marenger Street. This new local watermain will also connect to the existing watermain on Chants-d’Oiseaux Way. Roadway reconstruction will be limited to reinstating the asphalt pavement in the areas that are disturbed by the trench excavations.

Why: The purpose of this project is to remove the individual water service connections from the trunk watermain and transfer these individual service connections to the new local watermain. Transferring the services to the new local watermain will ensure continual service to the local residents in the future if and when maintenance is performed on the trunk watermain. 

When: Construction will begin in late July 2023. The project will be completed by the end of October 2023.

Where: On St. Joseph Boulevard from 150 meters east of Youville Drive to Marenger Street

Who: The City of Ottawa has retained R.W. Tomlinson Limited to complete the construction work.  

Traffic impacts

Lane reductions can be expected during construction to accommodate the work. Access to local businesses and private properties will be maintained throughout the construction period. 

Pedestrian and cyclist access

The City and our contractor will ensure pedestrian and cyclist access is maintained throughout the construction period.

Impacts on transit

Where required, bus stops will be relocated to a temporary location until the construction activity is completed. 

Working hours

The City of Ottawa Noise By-law (2017-255) allows construction activity to occur weekdays between 7 am and 10 pm. On Saturdays, work is permitted between 7 am and 10 pm, while Sundays, statutory and public holidays work is permitted between 9 am and 10 pm. Should night work or weekend work be required as part of the construction project, you will be notified in advance by the City. An exemption to the Noise By-law will be required for night work and will be communicated in the same notice.

Pre-construction survey

As part of this contract, the Contractor is assuming full responsibility for the construction work until it is entirely complete. The Contractor is also required by the City to carry liability insurance before any work may proceed. You may be asked by the Contractor’s subcontractor (Blastek Engineering Group) for permission to survey your property before the work commences, as Contractors typically conduct pre-construction inspections to document existing conditions for their own purposes. It is to your benefit to allow the inspection to be conducted on your property, as it may assist with establishing the impact, if any, that construction has had at your property after work is complete. In addition, you may wish to complete your own survey of pre-construction conditions on your property. Your survey should include photographs.

Temporary water services

During construction, water will be supplied to buildings by temporary water lines. While your property is on this temporary service, your usage will be estimated since the temporary service is not metered. Your water bill will be based on your past average usage. If you have any questions, please contact Revenue at 613-580-2444 or WS-Billing@ottawa.ca.

Private fire suppression systems may be impacted as temporary water is provided for domestic consumption purposes only. If you have a private fire suppression system, it is recommended that you make arrangements with a fire protection services company in order to determine the extent of any impact. For information on minimizing fire risk, contact the City Fire Services at 613-580-2424, ext. 15371.

Impact on the right of way and adjacent private properties

City construction is conducted within the City’s right of way but may result in some disruption to part of the private property directly adjacent to the work. The City, through the contractor, will reinstate any sections of landscaping, driveways and walkways that are disturbed by construction. However, if you have plants or any other assets located within the City’s right of way that you want to preserve, you may want to move them in preparation for the construction work. 

Construction disruptions

The City and our contractor will take every precaution to minimize interruptions to the normal life of your family and/or operation of your business, but as you can appreciate, there may be some inconvenience during the course of the work, such as delays and traffic detours when travelling through the construction. 

Noise, dust and vibration

During the course of construction, you may experience noise, dust and/or vibration. These inconveniences are sometimes unavoidable in order to complete the required work of infrastructure renewal. Observed vibrations due to construction activity rarely exceed the threshold to cause damage to structures. Should the conditions seem excessive, please contact the City’s Project Manager.
