Project overview

Project description

The City of Ottawa is undertaking the design for the renewal of the infrastructure on Summit Avenue, between Alta Vista Drive and Fairbanks Avenue. The existing watermain, sanitary sewer and road infrastructure has reached the end of its useful life and requires replacement to continue to provide the required level of service to your neighbourhood.

The proposed work includes the replacement of sanitary sewer, watermain, and roadway as well as the addition of a sidewalk and traffic calming features:

  • The streets within the project limits were originally serviced by sanitary sewers, circa 1950’s. Storm sewers were later installed in the 1960s. The sanitary sewers are in poor condition and will be replaced. Work includes all sanitary services from the main up to the property line.
  • The watermain was installed in stages between 1951 to 1956 and will be replaced due to age. Frozen services have been previously reported on Summit Avenue. Work includes all water services from the main up to the property line.
  • Hydrant spacing for this area will be upgraded as required to meet current fire protection standards. 
  • The storm sewers on Summit Avenue are to remain and will not require any work. There is a small length of storm sewer that will be replaced on Fairbanks Avenue, near the Summit/Fairbanks intersection due to poor condition.
  • Full road reinstatement, including the installation of a new sidewalk on the northside of Summit Avenue and a new curb on the south side of Summit Avenue. 
  • Traffic calming features: new curb extensions (bulb-outs), speed humps and raised crosswalks.

Design: ongoing
Construction start: expected to start in 2025, pending approvals including budget and overall construction coordination
Construction completion: to be determined

The timing for the project will be confirmed closer to construction.

Preliminary design drawings

The preliminary design drawings can be accessed using the link below. As with most construction drawings the darker lines (and any coloured lines) represent the new (proposed) infrastructure. The grey lines in the background represent the existing infrastructure. 

The drawings show the planned locations for watermains, sanitary sewers, curbs, sidewalks, and traffic calming features (bulb-outs and speed humps).

An online public information session was held on August 30, 2023, at 5pm, to present the design drawings to the public in more detail. At that time attendees were able to ask questions and provide comments on the proposed works.

Geotechnical borehole work on road (January 2025)

Representatives of the City of Ottawa will be undertaking work in your neighbourhood.

What: Work will involve geotechnical borehole drilling equipment, operators and technicians completing soil and groundwater sampling. On-street parking will be restricted in some areas to allow space for drilling equipment. Local lane reductions are anticipated.

Why: The work is being performed in preparation for road, sanitary sewer and watermain replacement on Summit Avenue between Alta Vista Drive and Fairbanks Avenue. Construction is currently scheduled to begin in spring 2025.

When: This drilling work will take place in January 2025 subject to weather conditions. Soil sample containers may remain on-site at some locations for an additional three weeks, pending lab results. The containers will be properly labeled and will be removed as soon as possible.

Where: The work will take place at various locations along Summit Avenue between Alta Vista Drive and Fairbanks Avenue. The limits of work will vary daily as the drilling progresses.

Who: The City of Ottawa has retained Gemtec Consulting Engineers and Scientist to complete the work.

Traffic

Lane reductions are anticipated during this work.

Impact on the right of way and adjacent private properties

This geotechnical work will require drilling boreholes into the road surface and grassed areas (all within the City right of way), which will be reinstated following drilling. Private properties will not be impacted.

On-street parking

As the various road reconstruction activities are in progress on your street, on-street parking may be restricted. In the event that access to your driveway will be impacted, you will receive 24-hours’ notice and provided with a Temporary On-Street Parking Permit (orange form) to permit on-street parking within two blocks of your residence. Residents with electric vehicles will need to find alternative charging arrangements when access is restricted. The use of extension cords within the public right of way is not permitted. Should you have additional concerns about reduced access, such as business deliveries or accessibility requirements, please contact the project manager listed below.

Construction disruptions

The contractor will take every precaution to minimize interruptions to the everyday life of your family and/or operation of your business, but, as you can appreciate, there may be some inconvenience during the course of the work, such as traffic delays, noise and dust. You may also feel vibrations due to heavy equipment operations. Vibrations from construction activities are quite common and rarely cause any problems. We would like to thank you for your patience and co-operation. For construction activity hours of work, the City of Ottawa follows provincial requirements and the City’s Noise By-law (2017-255).

Online engagement opportunity (June to August 2023)

The Summit Avenue integrated road renewal project team held an online engagement opportunity in June/July 2023 followed by a virtual public information session on August 30, 2023 to provide residents with an update on this project.

  • Geotechnical investigation is expected to be completed in summer 2023, additional information below.
  • Design is expected to be completed in fall 2023
  • Construction is expected to start in spring 2024, pending approvals including budget and overall construction coordination.

Who: The City of Ottawa has retained the consulting firm, Stantec Consulting Ltd., to complete the design.

Upcoming works (June 2023)

When: This drilling work will take place in summer 2023, most likely between July and August. Soil sample containers may remain on-site at some locations for an additional three (3) weeks following the work, pending lab results. The containers will be properly labeled and will be removed as soon as possible. 

Where: The work will take place at various locations along Summit Avenue between Alta Vista Drive and Fairbanks Avenue. The limits of work will vary daily as the drilling progresses. 

Who: The City of Ottawa has retained Stantec Consulting Ltd. and George Downing Estate Drilling Ltd to complete the work. 

Traffic

Lane reductions are anticipated during this work.

Noise

You may notice noise during drilling. The City of Ottawa Noise By-law (2017-255) allows construction activity to occur weekdays between 7 am and 10 pm. On Saturdays, work is permitted between 7 am and 10 pm, while Sundays, statutory and public holidays work is permitted between 9 am and 10 pm.
